74 NASA Up until 1958, Department of Defense had been managing rocketry, under the auspices of the National Advisory Committee on Aeronautics (NACA). After Sputnik, pressure mounted to show that we were not at a technological disadvantage with USSR Congress passed the National Aeronautics and Space Act in July 1958, which founded the National Aeronautics and Space Administration.
