1 1 st RIF level trilateral May 2007 PIROP Pacific Island Regional Ocean Policy & Strategic Action Plan 5 Guiding Principles of PIROP 1. Improving our understanding of the ocean. 2. Sustainably developing & monitoring the use of ocean resources. 3. Maintaining the health of the ocean. 4. Promoting the peaceful use of the ocean. 5. Creating partnerships & promoting co-operation. OIP Overarching Goal - Improve technical knowledge of ocean & island ecosystems for the sustainable management of natural resources. Component 1 Resource Use Solutions Component 2 Monitoring Physical & Chemical Change Component 3 Natural Resource Governance Deep sea resources Remote monitoring & mapping systems. at a glance guided by & supports, natural resource governance policy and tools; i.e. ESM, resource economics, catchment management approaches, etc. Oceanography Ground water salinity Sea level measurement Habitat Mapping Water Quality (ecological maintenance) Maritime Boundaries Coastal vulnerability; planning, erosion, aggregates, inundation, etc Hydrodynamic Modelling; wave, current, inundation Bathymetry Principle Component 1 Resource Use Solutions Ocean & coastal spatial surveys & modeling to support resource & ecosystem management & sustainable development. Minerals and aggregate assessment. Coastal engineering & impact assessment advise. Habitat characterisation. Geodetic mapping and surveys. Minerals and Aggregate Assessments and Resource Solutions Establish sustainable alternative aggregate supplies (Funafuti, Tuvalu). Develop understanding of the impacts of beach mining; characterise alternative resource and develop capacity to extract and utilise this resource. OIP + CLP (GIS & remote sensing) + CRP (vulnerability & risk reduction) + Resource Economics 1
2 Physical oceanographic data to provide solutions for Bathymetric mapping (Yasawa waters, Fiji). Supports a range of data needs from navigation & tourism through to fisheries resource, ecological and environmental management, habitat characterisation and data baselines for hydrodynamic modelling. OIP + CLP (GIS & remote sensing) + CRP (bathymetry also underpins hazard mapping & risk assessment, e.g. storm, tsunami) Coastal processes assessment, modelling and advice Monitoring of the placement and physical impacts of outfalls and other coastal infrastructure (Laucala Bay, Fiji). Survey pipeline path to determine best positioning and survey work after establishment to truth and pipe position and performance. OIP + CLP (GIS, supports sanitation objectives) Minerals and aggregate assessments and resource solutions Seabed resources; advise, coordinate research & maintain database. Evaluation of remaining phosphate reserves on Banaba Is., Kiribati & assessment of potential as an HQ aggregate source Banaba/Nauru. Work guided by related benefit / costs analysis of Nauru and / or Banaba as a source of high quality aggregate to urban atolls. OIP + CLP (GIS support) + Resource Economics 5cm PI Petroleum data base; data security, storage, retrieval and maintenance. Physical oceanographic data to provide solutions for Bathymetric survey of selected locations to improve knowledge and develop mapping baselines. Completion and delivery of highly accurate seafloor maps in key locations supports, environmental and fisheries mgt., navigation, hazard modelling e.g. tsunami. Modelling can be used for an almost limitless variety of environmental applications to inform and support decision making & resource mgt.; pollution, wave, inundation, currents, navigation, erosion, ecological & fisheries management (ESM), etc. etc. OIP modelling capacity is being enhanced to provide sound baselines to support multiple applications across all Prog. OIP + CLP (Remote sensing, GIS) + CRP (vulnerability hazard mapping, inundation, tsunami, storm surge, etc.) 3
4 Coastal processes assessment, modelling and advice Monitor coastal change, vulnerability assessment. Joint work between OIP and CLP has allowed the development of extremely accurate coastal monitoring systems which allow a continued monitoring over time for entire islands. This work (supported by PI GOOS and SPSLCMP) not only has direct vulnerability & CC applications but supports vital planning hazard reduction efforts.
