4 COREPOINT Aims and Objectives Principle Goal: Corepoint s goal is to provide targeted, practical advice to policy makers and managers by focussing research on the issues and policies that influence coastal management at regional, national and local level. Objectives Build European and local capacity to implement integrated coastal management programmes. Provide concrete solutions for current problems in the Northwest region using current best practice approaches and identify models for sustaining ICZM initiatives. Promote social and political responsibility for the coastal environment. Influence national spatial policy development in response to the EU Recommendation on ICZM. Develop an integrated coastal information management system for NWE. (GIS)

6 Cork Harbour Issues of Coastal Management in Cork Harbour arise from the multiple utilisation of this large natural deep Harbour includes concentrations of urban centres, centres of water based recreation chemical and pharmaceutical industries location for the Port of Cork large areas of rural agricultural land protected habitats and heritage
7 COREPOINT in Cork Harbour Expert Couplet: CMRC and the Planning Policy Unit from Cork County Council The Expert Couplet in Cork Harbour works on several thematic areas. A very important aspect of the COREPOINT work in Cork Harbour is the: Capacity building for ICZM within the local authority, Facilitating the development of an ICZM framework involving all relevant stakeholders and promoting the Harbour as a resource for the community and for visitors. Research is initiated as a response to information requirements of local authorities
8 COREPOINT in Cork Harbour Several areas of research have been identified and addressed by the local COREPOINT team in Cork Harbour such as: Recreation carrying capacity, Impacts of future coastal flooding Landscape Character Assessment Studies of coastal Brownfield sites and How can GIS help the planning process?
9 Applying GIS in Cork Harbour Geographic Information Systems (GIS) provide an important tool for the ICZM work in Cork Harbour. Datasets of relevance to the planning and management of the Harbour are dispersed among a wide range of organisations. There is a need to develop a GIS of Cork Harbour that can bring relevant data and information together and that can be used as a tool for forward planning and management. The COREPOINT Cork Harbour GIS
10 Applying GIS in Cork Harbour GIS is used to communicate information between the project partners as well as showing how it can be used, so that Partners can learn from each other. GIS is an instrument that can highlight conflict areas with the subsequent possibility of incorporating this information into planning for Cork Harbour. The Cork Harbour GIS provides baseline data for example in the Cork Harbour Inventory: Data was collated by CMRC Includes information on access points, manmade and natural shoreline, maritime data as well as behind shoreline land-use
11 Case study of IFI Brownfield site Irish fertilizer Industries (IFI) operated in Cork Harbour from 1979 till 2002 producing ammonia based plant fertiliser. The site is currently derelict. The area is a coastal Brownfield site in Cork Harbour.
12 Case study of IFI Brownfield site Historical land-use change Document previous industrial operation and possible impact on the natural environment and Recording of semi-natural habitats to provide site specific information concerning the IFI brownfield site on Marino Point in Cork Harbour GIS was used to collate, analyse and visualise relevant data IFI
13 Historic Land Use Change on the IFI Site
14 Historic Land Use Change on the IFI Site Reclamation of the area to the north increased the land area from ca 25 ha to ca 45 ha
15 Habitats on the present Brownfield site
16 Conclusions/Summary of IFI Case study A drastic land-use change occurred on the site between from rural to industrial, which fragmented the landscape and natural habitats were lost. In comparison the land-use change during the previous 133 years was negligible. Any new development on this site has to have its impacts assessed regarding the current landscape character and the natural habitats on the site and adjacent to it. GIS was used in this study to collate data that can be utilised for the future planning for this coastal Brownfield site. GIS was used to show the evolution of land-use change on the site. GIS was used to analyse the impacts of landuse change in the area.
