The Science of Coastal and Marine Spatial Planning A Workshop for Oregon Academic Faculty November 29 30, 2011 Oregon State University Lisa DeBruyckere, Coordinator West Coast Governors Agreement on Ocean Health

WCGA Overarching Goals Ensure clean coastal waters and beaches Protect and restore ocean and coastal habitats Promote the effective implementation of ecosystem based management Reduce adverse impacts of offshore development Increase ocean awareness and literacy among residents Expand ocean and coastal scientific information, research, and monitoring Foster sustainable economic development in our communities

WCGA Executive Team California Acting Amy Vierra, Ocean and Coastal Policy Analyst California Resources Agency Oregon Richard Whitman, Natural Resource Policy Advisor Office of the Governor Washington Keith Phillips, Executive Policy Advisor Office of the Governor Department of Commerce Will Stelle, Regional Administrator for the Northwest Region National Oceanic and Atmospheric Administration Environmental Protection Agency Alexis Strauss, Water Division Director EPA Region Department of the Interior Joan Barminski, Deputy Regional Director Pacific OCS Region Bureau of Ocean Energy Management

ExComm informs and guides the progress of 10 Action Coordination Teams (ACTs) Seafloor mapping Polluted runoff Marine debris Spartina eradication Renewable ocean energy Ocean education Sediment management Coastal hazards/climate change Integrated ecosystem assessments Sustainable coastal communities

Chris Goldfinger (Seafloor Mapping) OSU Nancee Hunter (Ocean Awareness and Literacy) Oregon Sea Grant Jamie Doyle (Marine Debris) Sea Grant Extension Steve Rumrill (Integrated Ecosystem Assessment) OSU/ODFW Mark Sytsma (Spartina) PSU Reviewers of the regional research priorities (Mark Abbott and Karen McLeod)

Examples of CMSP-related ACT Accomplishments Seafloor Mapping Ecosystem Based Management Renewable Ocean Energy Regional Marine Research California completed offshore bathymetry and backscatter mapping in state waters. Oregon has mapped about 50% of its seafloor, and Washington has completed mapping about 20% of its seafloor. Conducted an integrated ecosystem assessment in Puget Sound foundational to a California Current IEA. Supported planning for offshore ocean energy development: assessing cumulative impacts of wave energy projects, preparing a regulatory framework handbook, and examining opportunities for regional planning. Partnered with West Coast Sea Grant programs to prepare West Coast Regional Marine Research and Information Needs report, and lay groundwork for regional ocean/coastal data portal.

How will the WCGA advance CMSP? Leverage existing and new funding with industry, partners, and stakeholders FY11 and FY12 NOAA funding Advance number one priority Develop a regional data framework that links together the various data systems and users throughout the West Coast to support regional coastal and marine spatial planning AND regional ocean priorities. Assist in creation of and support of regional planning body

West Coast Ocean related Research Needs How will research projects be selected? 2010, 10 West Coast researchers identified regional research priorities based on 7 criteria and: Review of 2008 WCGA Action Plan Sea Grant s West Coast Regional Research and Information Needs report Areas of expertise

Results to date Climate Change Marine Ecosystems and Multiple Uses Emerging Issues Marine spatial planning Marine Ecosystems and Multiple Uses Vitality of Coastal Communities and Increasing Resilience to Hazards Next Steps WCGA Sea Grant Fellow compiling results of information to date Sea Grant and WCGA to review and prioritize
