Vulnerability of Bangladesh to Cyclones in a Changing Climate Susmita Dasgupta Kiran Pandey Mainul Huq Zahirul Huq Khan M.M. Zahid Ahmed Nandan Mukherjee Malik Fida Khan 2010

Bangladesh: Tropical Cyclone Hotspot Cyclones hit the coastal regions of Bangladesh every year, in early summer (April/ May) or late rainy season (October/ November). Bangladesh was hit by 154 cyclones during , and 5 severe cyclones since History of cyclones in Bangladesh indicates that each year, probability of a Super cyclonic storm (wind speed greater than 220 km/hour), a Very Severe cyclonic storm (wind speed of km /hour), and a Severe cyclonic storms (wind speed of km/hour) are at least 10%, 20% and 30% respectively. Historical range of storm surge height: 1.5 m 9 m.

Impact of Climate Change Storm surges and related floods are likely to be more severe in intense tropical cyclones in future. ---IPCC AR4 (2007) Large increases in the frequency of highest storm surges (despite no significant frequency of cyclones) is expected in the Bay of Bengal by the RCM. ---Unnikrishnan et al (2006) Significant increase in the percentage change in landfall power of tropical storms for North Indian ocean by 2100 projected by the MIROC GCM. ---Emanuel (2009) Vulnerability of Bangladesh may increase even more in a changing climate.

Objective of the Research During March 2009-March 2010, the World Bank conducted a GIS based research in Bangladesh to delineate vulnerable zone in coastal areas to larger storm surges and sea-level rise in a changing climate by Potential damage has been estimated and adaptation cost has been quantified. Collaborators in Bangladesh: 1. Institute of Water Modeling 2. Center for Environmental and Geographic Information Services 3. Development Policy Group

Methodology of the Research 1. Demarcation of potential vulnerable zone & projection of inundation depth from storm surges. 2. Identification of assets & activities exposed to inundation risk. 3. Computation of potential damage (& loss) for a 10-year return period cyclone out to Identification of existing adaptation measures and changes that will be required in a changing climate. 5. Costing of adaptation.

Major Cyclones in Bangladesh ( ) Risk spans the entire coastline. Damage from the most recent major cyclone SIDR in 2007 is more than $1.7 billion.

Demarcation of Vulnerable Zone Baseline Scenario: 19 historical cyclone tracks with actual observed meteorological parameters (Maximum wind speed; radius of influence, cyclone tracks, forward speed and direction and central and neutral pressure). Climate Change Scenario: Five cyclone tracks to span the coast line, meteorological parameters as Sidr for the artificial track, 10% increase in wind speed, 27 cm sea level rise, Land fall at high tide.

Storm Surge Inundation Area under Baseline (2050 without Climate Change) Bay of Bengal model based on MIKE 21 Hydrodynamic modeling system has been used.

Conservative cost of treatment of injuries : $ million. Projection based on 1. Risk of Fatality and Risk of Injury same as Sidr (2007); 2. World Bank estimate of VSL in Bangladesh (Taka 2008): 15.5 million; 3. WHO estimate of cost per outpatient visit at a secondary hospital in Bangladesh: $4.86

Projection of Damage & Loss in a Changing Climate 2050 :Building Blocks Population, Assets & Activities exposed to storm surge inundation identified from GIS overlays. Projection of growth in coastal population: 1% per year. Projection of GDP growth: 6% - 8% per year. Damage and Loss coefficients computed from experience of Bangladesh during the most recent 10 year return period cyclone, Sidr in Adjustments for differential areal extent of Sidr (2007) and a historical 10 year return period cyclone of Bangladesh. (Extent of storm surge inundation during Sidr was 8.7% more). Adjustments for differential areal extent of a historical 10 year return period cyclone and a similar one in future. (At present, average inundation area from a 10 year return period cyclone covers 26% of the total vulnerable area; but it is likely to cover 43% of the total vulnerable area in a changing climate -2050). All estimates are reported for 2009 price level.

Additional Potential Damage & Loss in Changing Climate out to 2050 (10-year Return Period Cyclone) Estimated Damage (Million $) Estimated Loss (Million $) Housing 1, Education Infrastructure Agriculture Non-Agriculture Productive Sectors ,084 Roads Power Coastal Protection 17.3 Others - - Total 2,436.6 million 2,122.9

Adaptation Measures Height enhancement of Coastal Polders Afforestation to protect sea-facing polders Construction of Multipurpose Cyclone Shelters Construction of Cyclone-Resistant Private Housing Strengthening the early warning & evacuation system

Adaptation Cost Components Coastal Polders : Earth work, Turfing, Vetivera Plantation, Land Acquisition, Slope Protection, Toe Protection. Afforestation to protect sea-facing polders: Mangrove Plantation. Construction of Multipurpose Cyclone Shelters: Standard Capacity for 1600 occupants with provision for livestocks & safe drinking water. Construction of Cyclone-Resistant Private Housing: Brick Houses with Concrete Roofs (on stilts, if necessary), Proper Building Codes. Strengthening the early warning & evacuation system: Topographic Survey & Analysis, Modernization of Weather Monitoring Stations, Establishment of Additional Radio Stations, Institutional Capacity Building, Awareness Promotion. Source of cost/ unit: World Bank, Bangladesh Water Development Board, Bangladesh Meteorological Department, Institute of Water Modeling, Red Crescent Society, Local architects & Civil Engineers.

Adaptation Cost (Investment Cost & Recurrent Cost) Without Climate Change Additional Cost with Climate Change Investment Cost Adaptation Option Annual Recurrent Cost Polders billion 893 million 18 million Foreshore afforestation 75 million Cyclone Shelters 1.2 billion 24 million Cyclone Housing Resistant 200 million Strengthening of Early Warning & Evacuation System 39 million 8 + million Total billion billion 50 million +

Summary of Findings Bangladesh is a cyclone-prone country. More intense cyclones are expected in a changing climate. Storm surge-induced inundation area estimates indicate a potential 69% increase in the vulnerable zone with more than 3m inundation depth and 14% increase in the vulnerable zone with 1m 3m inundation depth with climate change by At present, a 10-year return period cyclone with an average wind speed of 223 km/ hour (as recorded during the cyclone Sidr, 2007) covers 26% of the vulnerable zone; a similar cyclone will be more intense with global warming and is likely to cover 43% of the vulnerable zone by Additional 9.12 million coastal inhabitants will be exposed to storm surge inundation depth of more than 3m in a changing climate in 2050.

Summary of Findings (continued) The most recent 10 year return period cyclone, Sidr caused a financial damage and loss of $1.67 billion in The projection of damage suggests a 10-year return period cyclone out to 2050 will result in an additional financial damage and loss of $4.560 billion in a changing climate. In addition, a conservative estimate of monetized loss from additional deaths and injuries is $1.03 billion. Currently Bangladesh has an adaptation deficit of $2.462 billion. The estimate of additional investment necessary to cope with climate change is $2.407 billion with an annual recurrent cost of more than $50 million.

Recommendations The comparison of even a conservative* damage estimate from one single 10-year return period cyclone with the adaptation cost indicates the incremental cost of adapting to climate change by 2050 is small compared to the potential damage, and strengthens the case for rapid adaptation. This comparison is conservative as damages from more frequent but less intense cyclones (nonetheless destructive) have not been considered.
