3 Savannah Harbor Expansion Project Background Groundwater Monitoring Report December 0 Savannah Harbor Expansion Project Background Groundwater Monitoring Report Introduction The purpose of Savannah Harbor Expansion Project (SHEP) groundwater monitoring is to determine whether deepening miles of the Savannah Harbor channel will affect the water quality of the Upper Floridan aquifer (UFA). Quarterly background sampling was conducted for one year beginning in October 0, followed by semiannual background sampling from January 0 to November 0. The objectives of this report are to ) summarize 0 annual groundwater monitoring activities, ) establish background chloride concentrations for upgradient wells and downgradient sentry wells based on predredging, background sampling events, and ) establish benchmark chloride concentrations for upgradient wells and downgradient sentry wells based on background chloride concentrations and groundwater modeling results. Background conditions refer to chloride concentrations measured prior to any dredging in the monitoring area. Benchmark values refer to limits which will be established in coordination with GAEPD, where any exceedance of values would trigger additional sampling and reporting requirements. Background The SHEP monitoring well network consists of eight monitoring wells; two wells located upgradient of the Savannah Harbor channel, and six sentry wells located downgradient (Figure ). The monitoring well network is located in an area of concern where the Miocene confining unit above the UFA is relatively thin, and the elevation of the top of the UFA is relatively high. In order to have the highest likelihood of intercepting chloride as it moves through the confining unit into the UFA and is then pulled towards pumping in Savannah, downgradient sentry wells and upgradient wells were installed at two depths within the aquifer. Four wells are located at the top of the UFA near the contact with the Miocene confining unit, while four wells are located deeper, in the uppermost permeable zone of the UFA. The downgradient, shallower UFA wells (MW-, MW-, and MW-) are designed to monitor downward migration of chlorides through the confining unit and breakthrough to the aquifer. The downgradient, deeper UFA wells (MW-, MW-, and MW-) are designed to monitor how horizontal flow of fresh water within the aquifer mixes with and dilutes the chloride. The upgradient monitoring wells (MW- and MW-R) are designed to monitor expected migration of chloride as a result of groundwater withdrawals from the UFA, independent of SHEP dredging activities. A detailed description of the groundwater monitoring network is available in the SHEP Groundwater Monitoring Plan (USACE, 0). Summary of Annual Groundwater Monitoring Activities April 0 Sampling Event Monitoring well results for the April 0 sampling event were consistent with previous sampling events. Chloride values ranged from. to mg/l in the shallow wells set at the interface between the overlying Miocene confining unit and the top of the UFA (Table ). Chloride values in the deeper wells

Field data collection logs for this sampling event are included in Attachment and laboratory analytical results are included as Attachment at the end of this report. November 0 Sampling Event Monitoring well results for the November 0 sampling event were consistent with previous sampling events for all but two monitoring wells. Monitoring wells SHEP-MW- and SHEP-MW-, located along Highway 0, showed chloride concentrations greater than previous sampling events (Table ). Chloride concentration in SHEP-MW- was.0 mg/l, with previous values ranging from.0 to.0 mg/l. Chloride concentration in SHEP-MW- was. mg/l, with previous values ranging from. to. mg/l. It is thought that SHEP-MW- and SHEP-MW- were likely overtopped by saltwater during an extreme high water event caused by Hurricane Irma in September 0. The verified observed water level at the nearest water level gauge at Fort Pulaski showed a maximum water level of. ft (NAVD) on September, 0, which is greater than the top of casing elevation of SHEP-MW- (. ft) and SHEP- MW- (. ft). Chloride values ranged from. to.0 mg/l in the other shallow wells set at the interface between the overlying Miocene confining unit and the top of the UFA. Chloride values in the other deeper wells set to bracket the uppermost permeable zone of the UFA ranged from. to. mg/l. Field data collection logs for this sampling event are included in Attachment and laboratory analytical results are included as Attachment at the end of this report. December 0 Re-sampling Event Monitoring wells SHEP-MW- and SHEP-MW- were resampled on December, 0. Prior to resampling, the wells were purged for hours each with the pump set at multiple depths in the water column (. and. well volumes removed from MW- and MW-, respectively). This method was thought to remove any surface water which may have infiltrated the wells during an extreme high water event associated with Hurricane Irma in September 0. Chloride concentration in SHEP-MW- was.0 mg/l, consistent with previous values (range of.0 to.0 mg). Similarly, chloride concentration in SHEP-MW- was. mg/l, consistent with previous values (range of. to. mg/l). Water tight seals were fitted onto each well to prevent surface water intrusion during extreme high water events in the future. Field data collection logs for this resampling event are included in Attachment and laboratory analytical results are included as Attachment at the end of this report. Establishment of Background Chloride Concentrations Background chloride concentrations refer to values collected during sampling events between October 0 and December 0 (summarized in Table and Figure ). Background chloride concentrations ranged from. to mg/l at the interface between the Miocene confining unit and the top of the UFA (shallow monitoring wells), and from. to mg/l in the uppermost permeable zone of the UFA (deep monitoring wells). Background chloride concentrations, along with groundwater modeling results, were used to establish benchmark chloride concentrations, with which future monitoring results can be compared once dredging begins in the monitoring area.
5 Savannah Harbor Expansion Project Background Groundwater Monitoring Report December 0 Establishment of Benchmark Chloride Concentrations A numerical groundwater model, described in detail in CDM, 00 and CDM, 0, was used to simulate dredging and non-dredging scenarios for the six downgradient wells. Initial groundwater modeling results indicated that simulated chloride concentrations in the UFA were particularly sensitive to the vertical hydraulic conductivity (Kv) assigned to the Miocene confining unit. The model was run under dredging and non-dredging conditions, using a lower-limit Kv of ft/day, and an upper-limit Kv of In addition, the effective porosity (dimensionless) was adjusted between 0. and 0.. The low Kv scenario resulted in no increase in chloride concentration in either dredging or non-dredging conditions for the 0 year simulation, whereas the high Kv scenario resulted in increases in chloride concentration over time in both dredging and non-dredging conditions. Under both dredging and nondredging conditions, groundwater chloride increases were predicted in four of the six downgradient wells (MW-, MW-, MW-, and MW-). No chloride increases were predicted in the other two wells (MW- and MW-). For the four wells with predicted increases, the model results were fit with an exponential model outlined in CDM, 0. This model was determined to be a reasonable value for benchmark chloride concentration in areas where the chloride concentration was predicted to increase over time (MW-, MW-, MW-, and MW-). For the two wells with no simulated change in chloride concentration over time (MW- and MW-), benchmark values were established based on the upper prediction limit, which was calculated using background chloride concentrations measured between October 0 and December 0. The upper prediction limit is the value in which there is % confidence that the subsequent measurement will be below the limit. Statistical methodology for the upper prediction limit are outlined in CDM, 0 and detailed in EPA, 00. The benchmark values for MW- and MW- are. mg/l and. mg/l, respectively (summarized in Table, Figure ). Upper prediction limits will be recalculated following each annual sampling event. Results from future annual groundwater sampling events will be compared with benchmark values established in this report (Table ). Chloride concentrations that exceed the benchmark values and are determined to be a result of dredging activities will result in resampling of the well to confirm the exceedance, as well as further evaluation of the monitoring network. If chloride concentrations exceed benchmark values in upgradient wells (MW- and MW-R), then it is likely caused by vertical chloride migration due to pumping of the aquifer, independent of SHEP dredging activities. If chloride concentrations exceed benchmark values in downgradient wells and not in upgradient wells, then the monitoring network may need to be modified to adequately characterize the source and extent of potential chloride intrusion. Revised model results from 0 (using both the lower and upper bound Kv values) showed no increase in chloride concentration at selected UFA production wells over the 0-year simulated time period. Based on these results, it was determined that modeled benchmark chloride concentrations at sentry wells would be sufficient to detect impacts on production wells.
6 Conclusions Savannah Harbor Expansion Project Background Groundwater Monitoring Report December 0 Annual groundwater sampling results were consistent with previous results. Monitoring wells SHEP- MW-0 and SHEP-MW-0 were thought to have been overtopped during an extreme high water event in September 0. Both wells were redeveloped and resampled, resulting in chloride concentrations consistent with previous background concentrations. Background chloride concentrations for the two upgradient wells and the downgradient sentry wells were established based on results from sampling events between October 0 and December 0. Background chloride concentrations ranged from. to mg/l at the interface between the Miocene confining unit and the top of the UFA, and from. to mg/l in the uppermost permeable zone of the UFA. Background chloride concentrations and groundwater modeling results were used to establish benchmark chloride concentrations. Chloride concentrations measured during future groundwater sampling events will be compared to established benchmark values in order to monitor the movement of chloride into the UFA.
