2 METEOROLOGY
3 Cyclonic Disturbances over the Bay of Bengal during Monsoon Depression over the Bay of Bengal (17-23 June 2015) Monsoon low formed over West Central Bay and adjoining Northwest Bay on 17 June It moved NW-wards and crossed Orissa Coast (Between Goplapur and Puri) at 0900 UTC of 21 June 2015 and weakened into a well marked low by giving precipitation. During the landfall of this depression and its persistence over Orissa and adjoining areas steep pressure gradient persisted over the North Bay and coastal areas of Bangladesh. Accordingly, high amounts of rainfall were recorded. During this period Local Cautionary Signal Number-III was advised to hoist for the maritime ports and the coastal areas of Bangladesh for reducing the risk associated with the system.
4 Cyclonic Disturbances over the Bay of Bengal during Monsoon Low over the Bay of Bengal (06-11 July 2015) Monsoon low formed over Northwest Bay off Gangetic West Bengal and adjoining Bangladesh coast on 06 July 2015 and persisted over the same areas till 09 July It moved further westwards and positioned over Madhya Prodesh and adjoining areas. It then weakened into a low pressure area and merged with the monsoon axis on 12 July Under the influence of the system deep convection was taking place over North Bay and adjoining coastal areas of Bangladesh. Monsoon was also strong over North Bay and active Bangladesh territory. Consequently, high amounts of rainfall were recorded. During this period Local Cautionary Signal Number-III was advised to hoist for the maritime ports and the coastal areas of Bangladesh for reducing the risk associated with this system.
5 Cyclonic Disturbances over the Bay of Bengal during Monsoon Well Marked Low over the Bay of Bengal (12-17 September 2015) A low formed over West Central Bay and adjoining Northwest Bay on 12 September It intensified into a well marked low over West Central Bay and adjoining Northwest Bay off Andhra-Orissa coast. It moved west-northwestwards and intensified into a land depression over Eastern Madhya Prodesh and joining Maharastra on 17 September. It then merged with the monsoon axis. Under the influence of the system steep pressure gradients lies over North Bay and adjoining coastal areas of Bangladesh. Monsoon was moderate to strong over North Bay and fairly active Bangladesh territory. Consequently, high amounts of rainfall were recorded. During this period Local Cautionary Signal Number-III was advised to hoist for the maritime ports and the coastal areas of Bangladesh for reducing the risk associated with this system.
6 Cyclonic Disturbances over the Bay of Bengal during Monsoon Well Marked Low over the Bay of Bengal (18-22 September 2015) A low formed over East Central Bay and adjoining areas on 18 September It moved northwestward and persisted over central Bay and adjoining areas. It further moved northwestwards and fell into Gangetic West Bengal and adjoining area on 21 September. It also moved further northwestwards and merged with the monsoon axis on 21 September Under the influence of the system deep convection was taking place over North Bay and adjoining coastal areas of Bangladesh. Monsoon was also strong over North Bay and active Bangladesh territory. Consequently, high amounts of rainfall were recorded. During this period Local Cautionary Signal Number-III was advised to hoist for the maritime ports and the coastal areas of Bangladesh during September 2015 for reducing the risk associated with this system.
7 Cyclonic Disturbances over the Bay of Bengal during Monsoon Well Marked Low over the Bay of Bengal (7-9 October 2015) A low formed over North Bay and adjoining areas on 07 October It intensified into a well marked low over the same area 08 October It then moved northeastward and merged with the monsoon axis. Under its influence deep convection was taking place over North Bay and adjoining coastal areas of Bangladesh. Monsoon was also moderate to strong over North Bay and fairly active Bangladesh. Local Cautionary Signal Number-III was advised to hoist for the maritime ports and the coastal areas of Bangladesh during 8-9 October 2015 for reducing the risk associated with this system.
8 Cyclonic Disturbances over the Bay of Bengal during Low Pressure Area over the Bay of Bengal (31 October-03 November 2015) A low formed over West Central Bay off Andhra coast and adjoining areas on 31 October It became unimportant on 03 October Under its influence deep convection was taking place over North Bay and adjoining coastal areas of Bangladesh. Local Cautionary Signal Number-III was advised to hoist for the maritime ports and the coastal areas of Bangladesh during 31 October 02 November 2015 for reducing the risk associated with this system.
9 Cyclonic Disturbances over the Bay of Bengal during Monsoon Depression over the Bay of Bengal (17-23 June 2015) A low pressure area formed over North Bay of Bengal and adjoining Bangladesh Coast on 26 June It concentrated rapidly into a monsoon depression (near Lat N and Long E) over the same area at 0600 UTC of 27 June At that time, the system was about 115 km westsouthwest of Chittagong Port, 140 km west-northwest of Cox s Bazar Port, 140 km southeast of Mongla Port and 55 Km and east of Payra Port (Lat N and Long E). It intensified into a Cyclonic Storm Komen (with ECP 988 hpa) at 1500 UTC of 29 July 2015 when its position was (near Lat N and Long 91.0 E). The maximum sustained wind associated with the Komen within 54 km was 62 km/hr rising to 88 km/hr in gusts/squalls. Accordingly, squally wind with rain was observed over the North Bay and adjoining coastal areas of Bangladesh & maritime ports of Bangladesh. It moved further northward, weakened and started to cross Chittagong Coast of Bangladesh near Sandwip (Lat N & Lon E) at 1500 UTC of 30 July 2015 and complete crossing the coast at 0000 UTC 31 July 2015 and then weakened into a Land Depression.

11 Highlights The Bangladesh Meteorological Department (BMD, has reported that coastal observations and radar imageries indicate that the coast crossing cyclonic storm KOMEN crossed Chittagong coast near Sandwip at 06 am today (31 July, 2015) and now lies over Noakhali and adjoining land area as a land depression.
12 BMD SPECIAL WEATHER BULLETIN: SL. NO. 19 (NINETEEN), DATE: It is likely to move west- northwestwards inland and weaken gradually by giving Precipitation. Maritime ports of Chittagong and Cox s Bazar have been advised to lower Danger signal number seven but instead hoist local cautionary signal no. THREE (R) THREE Maritime ports of Mongla and Payra have been advised to lower danger signal Number five but instead hoist local cautionary signal no. THREE (R) THREE All fishing boats, trawlers and marine vessels over North Bay have been advised to remain in shelter till afternoon today (31 July, 2015) and proceed with Caution till further notice. [NO FURTHER SPECIAL WEATHER BULLETIN WILL BE ISSUED IN THIS SERIES]

16 Preparedness Measures The honorable Secretary of MoDMR called an emergency meeting at 8pm on 29th July 2015 immediate after hoisting warning signal number Four (R) Four. Cyclone Preparedness Programme (CPP) has started disseminating cyclone warning message in 13 coastal districts. The EOC of DDM is monitoring the situation carefully and remains open 24/7. The Concern DRROs and PIOs are sending relative report. The NDRCC is monitoring the situation and getting news from DRROs. The DMIC is monitoring the situation and remains open 24/7.
17 Other Agencies Response DIRECTORATE GENERAL OF HEALTH SERVICES (DGHS) ACTIVITIES WHO Health Cluster Activities Health Cluster lead is monitoring the situation with DGHS National Health Crisis Management Centre and Control Room. Six hundred thirty- six (636) Medical Teams are working in the south- east part of coastal belt to manage the health problems in terms of flash floods, landslides and cyclonic storm KOMEN. WHO and other health cluster partners are providing emergency drugs and medical supplies in the affected district health facilities. DGHS and WHO are going to organize jointly a health cluster consultative workshop at Chittagong on August in order to finalize Chittagong Division Health Emergency Preparedness and Response Plan based on local level risks analysis with involvement of local level health cluster partners.
18 Other Agencies Response Bangladesh NGOs Network for Radio and Communication (BNNRC) Seven Community Radio stations in Bangladesh work to address Cyclone KOMEN Seven Community Radio Stations operated in coastal region of Bangladesh are now continuously broadcasting 65 hours program to address the upcoming cyclone `komen in line with Standing Orders on Disaster (SOD) of Government of the People s Republic of Bangladesh. Information are being provided to the community regarding preparedness for saving their lives, and assets by 424 Community Broadcasters and volunteers around the radio station. The stations are maintaining full time liaison with the disaster monitoring cells at district and Upazila levels. They are also keeping contact with Red Crescent members, Scouts and disaster volunteers at local levels. Besides, the members of Radio Listener Clubs are doing awareness raising campaign regarding preparedness within their community, neighbors and relatives. They are broadcasting special bulletin, PSA, docudrama, magazine program repeatedly and draw attention of all to prepare for facing `Komen, so that community will be able to take initiative in advance and thus the damage can be reduced. These stations have their preparation to keep their stations on- air for 24 hours. Generator and fuels are reserved for alternative power supply, if there in any disruption in notational power supply grid and hamper the broadcasting.
19 Other Agencies Response Social Assistance and Rehabilitation for the Physically Vulnerable (SARPV) Volunteers on the field 45 nos. Medical Team Two, consist of One Doctor, two physio therapist and 5 volunteers in each team Volunteers had been provided to 30 out of 52 Cyclone Shelters to help the persons with Disabilities, Senior citizens, pregnant women and children. Keeping close in contact with local administration and with CARE-Bangladesh.
20 Communication IVR dialing is active for disseminating weather advisory and updated early warning messages. Dial 2 for river ports early warning. Dial 5 for River/Water/Flood situation.

22 BANGLADESH WEATHER AND CLIMATE SERVICES REGIONAL PROJECT PROJECT DESCRIPTION Project Components The project has four main Components. These are briefly described below- Component A: Strengthening Meteorological Information Services This Component will help achieve the PDO by strengthening the BMD s meteorological monitoring network, forecasting capacity and delivery of weather and climate services. It has three sub-components. Sub-component A1: Meteorological Monitoring and Forecasting: This sub-component will support modernization of BMD s surface, marine and upper air observation networks, communication and ICT systems, improvement in numerical weather prediction and weather forecasting systems. Sub-component A2: Institutional Capacity Strengthening, Regional Collaboration, Project Management and Monitoring and Evaluation: This sub-component will provide support to BMD for technical design and documentation relating to different aspects of the surface, air and marine observation network, assessment and design of forecasting needs, training, project management, monitoring and evaluation, implementation of the social and environmental management frameworks, Governance and Accountability Action Plan (GAAP)and regional collaboration. Sub-component A3: Weather, Disaster Early Warning and Climate Services: This sub-component will focus of understanding user needs, weather, hazard and climate product development, dissemination and improving access to services.
23 BANGLADESH WEATHER AND CLIMATE SERVICES REGIONAL PROJECT PROJECT DESCRIPTION Component B: Strengthening Hydrological Information Services and Early Warning Systems The main objective of this component is to improve hydrological observation, forecasting, and early warning systems. The component would be implemented by the BWDB and includes the following: Sub-component B1: Strengthening Hydrological Observation Network and Forecasting: This sub-component will support modernization of BWDB s monitoring network, data management and forecasting. Sub-component B2: Institutional Strengthening, Regional Collaboration, Project Management and Monitoring and Evaluation: This sub-component will support the BWDB s PIU with technical design support, regional collaboration, project management, monitoring and evaluation and implementation of the social and environmental management frameworks and GAAP. Sub-component B3: Flood Early Warning Systems and Service Delivery: This sub-component will support improved understanding of user needs for hydrological services, development of hydrological products and piloting community based flood early warning systems.
24 BANGLADESH WEATHER AND CLIMATE SERVICES REGIONAL PROJECT PROJECT DESCRIPTION Component C: Agro-meteorological Information Systems Development The objective of this component is to provide agro-meteorological services to farmers in order to increase agricultural productivity and assist them in coping with weather and climate extremes. The main subcomponents are: Sub-component C1: Bangladesh Agro-meteorological Information System (BAMIS): This sub-component will support development of a decision support system for agro-meteorological services at the DAE. This will include development of agro databases, development of agro-meteorological databases, setting up a comprehensive web-portal for BAMIS, development of advisories, products for farming communities, Sub-component C2: Institutional Capacity Strengthening, Project Management, Monitoring and Evaluation: This sub-component will support training to for DAE staff, preparation of technical studies, and support for the Joint Working Group and Agromet Advisory committees at district and upazila levels, support to implementation of the GAAP action plan, project management, monitoring and evaluation for DAE activities. Sub-component C3: Dissemination of Agromet advisories to farming communities in different agro-ecological zones: This sub-component will support dissemination of agrometeorological advisories and products to farming communities in different upazilas and feedback from farmers.
25 BANGLADESH WEATHER AND CLIMATE SERVICES REGIONAL PROJECT PROJECT DESCRIPTION Component D: Contingent Emergency Response Component: Following an adverse natural or man-made event or that causes a major disaster, the Government may request the Bank to re-allocate project funds to this component (which presently carries a zero allocation) to support response and reconstruction. This component would allow the Government to request the Bank to reallocate project funds and designate them as IRM funds to be engaged to partially cover emergency response and recovery costs. This component could also be used to channel additional funds should they become available as a result of the emergency.
