6 UG GMES Background Facts The coastal zone is : home to 31 % of West Africa s population source of 56 % of West Africa s GDP The coastal and marine areas of western Africa is noted for enormous living and non living resources that: provide employment (over 3 million in the fishing industry) generate income (up to 30% of the GDP is based on earnings from the fisheries sector) Africa accounts for about 19% of mangrove cover (3.2 million hectares) with Nigeria alone having an area of 1 million hectares. 6
7 UG GMES Challenges & Regional Policy Three main challenges to coastal and resources management in the region: Availability of data and information Human and institutional capacities Utilization of information by decision and policy makers GMES & Africa Marine Services in Western Africa will address the 5 main Strategic Objectives of ECOWAS Integrated Maritime Strategy (EIMS) Strengthen maritime governance Maritime security and safety Maritime environmental management Optimize the ECOWAS maritime economy Promote maritime awareness and research 7
8 UG GMES Objectives General objective: To provide decision makers with information and tools that would support effective marine and coastal resources management in western Africa. Specific objectives: Consolidate, extend and develop services that will adequately provide information to policy and decision makers, scientists, businesses and the public Strengthen regional and national capacities to generate and apply EO based information Raise public awareness on the critical role of earth observation in sustainable development Develop a framework for promoting intra African collaboration and open access to data 8

12 UG GMES Work Package 1 (EO Service 1) Generation of PFZ charts overlaid with vessel traffic Status: Consolidated EO service of MESA Products PFZ charts generated using algorithms developed in MESA Charts overlaid with fishing vessel traffic; some of the data acquired/disseminated via EUMETCast, web portal, geo portal, s Periodic bulletin with daily list of fishing vessels, trip metrics etc. 12
13 UG GMES Work Package 1 (EO Service 2) Monitoring & forecasting oceanography variables Status: Consolidated EO service of MESA Products Daily charts of chlorophyll a concentrations, Sea Surface Temperature (SST), Wind speed and direction, Sea Surface Waves and Currents Monthly bulletins with statistical analysis 13
14 UG GMES Work Package 1 (EO Service 3) Forecast of ocean conditions disseminated as SMS alerts Status: Consolidated EO service of MESA Products Early warning alerts (SMS) on ocean conditions provided to users SMS texts ( 1 for CALM, 2 for ROUGH, and 3 for DANGEROUS) backed with coloured flags. 14
15 UG GMES Work Package 1 (EO Service 4) Monitoring coastal vulnerability Status: Extended EO service of MESA Expected products Map of coastal vulnerability indices (CVI) Information on state of the environment: vulnerable coasts (high, medium, low) Risk and hazard maps Forecast of shoreline change 15

17 UG GMES Work Package 2 Capacity Strengthening WP 2 Objective To implement activities at regional and national levels to strengthen the capacities of beneficiaries to effectively utilize EO services for the management of coastal and marine areas. Activities: Develop training materials for on site and distance learning Implement online learning and on site trainings for target beneficiaries Award Two Fellowships for Graduate degree studies Facilitate continental training of AUC 17
18 UG GMES Work Package 3 Awareness Creation in EO Services WP3 Objective To Improve communication on societal benefits of EO applications for managing the coastal and marine environment and its resources. Activities: Develop a Regional Strategic Communication Plan for Coastal and Marine Areas management Develop project website for information dissemination Produce communication and visibility materials Carry out awareness creation events at regional and national levels 18
