Crossrail 2 Michele Dix June 2015 Transport for London
London is growing by... new residents every hour That s a car load every minutes 2 Buses every day 2 Tube or or trains every week Today the population is 8,600,000 and by 2030, it will be 10,000,000
London s growth poses several challengestwo of the most prominent are housing and transport Housing accommodating London s workforce Meeting London s future housing demand 49,000 62,000 identified in GLA s Strategic Housing Market Assessment (SHMA) Addressing issues of high housing costs providing more affordable housing costs for London s workforce Transport meeting future demand on London s transport network Increasing network capacity addressing issues of overcrowding Enhanced connectivity between key economic areas reducing cost of travel and increased employment density Improving access to Opportunity Areas unlocking and making most efficient use of development sites
L T I
London s Housing Challenge Scale of demand does not match supply. Indicative demand of 49,000 63,000dpa identified in GLA SHLAA falls short of 42,000dpa London Plan target. London Plan target supply led constrained by availability of developable land. Notwithstanding this... only 20,400 homes built each year on average in the last 10 years. Delivery rates in London need to at least double if future housing demand is to be met. The lack of supply has a negative impact on housing costs
London s Transport Challenge NUMBER OF PASSENGERS ACCESSING ZONE 1 STATIONS (LU) NUMBER OF PASSENGERS EXITING ZONE 1 STATIONS (LU) >80, , , , <20, Key Travel peaks are increasing There are clear peak times of travel in the morning and evening rush hours, where the numbers of people entering the London Underground network exceeds 80,000 people per 15 minute period. Since 2004 the number of people travelling to work in central London has increased by nearly a third. More tourists are coming to the city. Between 2004 and 2014 the number of overseas visitors on holiday increased by 52%. Increasingly, people are using the tube at off peak hours and demand is spreading throughout the day as a result.
London s Transport Challenge The Missing Gap Significant investment already planned in public transport infrastructure across London though there remains a clear gap
Crossrail 2 will improve connections and opportunity in areas with the highest levels of deprivation Distribution of deprivation in London (2010) The Upper Lea Valley in particular, has been identified as a key pportunity rea Opportunity reas

Transport improvements enable development Crossrail 2 will provide significant improvements in public transport accessibility, enabling and accelerating the construction of up to 200,000 new homes. Without CR2 (2031) With CR2 (2031)
The potential impacts of Crossrail 2 on housing supply Do-Minimum Growth as a result of Crossrail 2 Potential to support up to 200,000 homes across Crossrail 2 Corridor. Housing potential is significant along the length of the route. It is highest in north east London there are also opportunities to support growth in wider south east Further potential exists as a result of proactive policy response to Crossrail 2 i.e. new approach to London Plan housing density matrix; allowance for some industrial land and limited Metropolitan Open Space release Crossrail 2 will also allow development already planned to be delivered sooner particularly in key Opportunity Areas. Work underway with Local Planning Authorities with regards to planning communities around Crossrail 2 stations
Transport Benefits of Crossrail 2 Crossrail 2 would provide significant transport benefits across London and the South East

Reaching 50 per cent of the project cost 1
Crossrail 2 has high level of public support In summer 2013, we consulted on the project to: -Understand general support for Crossrail 2 -Identify public preferences for metro or regional option In summer 2014, we consulted again on specific route options: - Route alignments and stations in the Hackney/Haringey Area - Options for a station (or no station) in Chelsea - An extension of the route from Alexandra Palace to New Southgate DfT officially updated safeguarded route in March 2015 Above 80% support across both consultations
Delivering Crossrail 2 Summer 2015 Submission of 5 case business case to Government Autumn 2015 Public consultation to identify single preferred route option Late 2015 C 2015 potential release of funding Scheme development & option testing Detailed public consultation and preferred option finalised Seek powers from Central Government Construct & test
