2 T h e C o p e r n i c u s M a r i n e S e r v i c e MULTI-YEAR 10 to 45 years REAL-TIME Daily, hourly FORECAST 2 to 10 days ESSENTIAL MARINE VARIABLES Physics Sea-ice Waves Biogeochemistry OBSERVATIONS In-situ & Satellites NUMERICAL MODELS & data assimilation Open and Free access T h e e s s e n t i a l r o l e o f o b s e r v a t i o n s CMEMS critically depends on the near real time availability of high quality satellite and in-situ data with a sufficiently dense space and time sampling, required to constrain ocean models through data assimilation and also to validate them. As the service evolves also requirements for the next generation of Copernicus Satellites and In-Situ observations need to be updated. 2

3 A u s e r d r i v e n s e r v i c e CMEMS is a user driven service and user requirements are regularly gathered by Mercator Ocean International and its CMEMS partners. The constant dialogue with user communities helped in identifying overarching themes for the Service Evolution: Major evolutions are required to monitor and forecast the ocean at fine scale and to improve the monitoring of the coastal zone. CMEMS must also improve its capacities to monitor and forecast the biogeochemical (BGC) state of the ocean (e.g. ocean carbon uptake, acidification, de-oxygenation, eutrophication, water quality, biological productivity). There are also specific requirements for the monitoring of the rapidly changing polar regions. F r o m U s e r r e q u i r e m e n t s t o o b s e r v a t i o n r e q u i r e m e n t s User requirements do not translate directly into observation requirements. They must go through the added value chain of the service. User Needs CMEMS CMEMS Requirements To this end new scientific and technological advances in the fields of Earth observation, numerical modelling, and data processing techniques are taken into account to define the requirements needed for a correct evolution of the service. 3

4 C M E M S R e q u i r e m e n t s f o r I n - S i t u O b s e r v a t i o n s I n - s i t u o b s e r v a t i o n s f o r C M E M S CMEMS offer is highly dependent on in-situ observing capabilities (validation, assimilation). Complementary to satellite observations Temperature and Salinity forecast errors are reduced by 20% to 60% when Argo floats are assimilated. 4

5 C o p e r n i c u s M a r i n e I n - S i t u C o m p o n e n t The Copernicus in-situ component is organized and implemented by member states. The European Commission delegated to the European Environment Agency (EEA) and the Entrusted Entity (Mercator Ocean International) the high-level coordination aspects. Mercator Ocean International High level coordination Operational data service : in-situ TAC High-level coordination with the EEA (Cross-cutting activities and political agreements at member state and EU levels) IN SITU TAC responsible of the implementation of operational data service: technical interfaces with upstream data providers, day to day operations, internal (TACs and MFCs) and external services. Partnership with EUROGOOS for definition of in-situ requirements and the identification of areas of potential improvements for in-situ observing systems relevant to CMEMS. C M E M S a n d i n - s i t u CMEMS In situ Thematic Assembly Centre (INSTAC) - a distributed service integrating data from different sources. INSTAC collaborates closely with networks both at international scale and European scale through the EuroGOOS ROOSes. Cooperation with EMODNET/Physics and CMEMS is working very well and is extended to EMODNET/Chemistry. Cooperation with SEADATANET/CLOUD. INSTAC has strong quality assurance and control based on internationally agreed standards and Best Practices. One month of data from CMEMS in-situ TAC. 5

6 C M E M S I n - S i t u R e q u i r e m e n t s W o r k s h o p In-situ requirements for CMEMS have been previously gathered in the framework of the GISC project lead by the European Environmental Agency (2012). Latest updates have been collected during a dedicated workshop, held in Toulouse on July 3rd 2018, and organized by Mercator Ocean International in collaboration with EUROGOOS that brought together all CMEMS TACs and MFCs, ROOSes representatives and EUROGOOS Task Team members. C M E M S R e q u i r e m e n t s & R e c o m m e n d a t i o n s Critical gaps for biogeochemical observations (e.g. carbon, oxygen, nutrients, chl-a). Identified gaps in sampling for physical observations(e.g. currents, temperature, salinity, sea level) In terms of platforms priorities to : Sustain the global Argo array, consolidating its regional components, and implementing its extensions (BioGeoChemical Argo and Deep Argo); Improve EuroGOOS ROOSes and key observing systems (e.g. FerryBoxes, gliders, tide gauges, high-frequency radars, etc). Data harmonization and their access need to be improved as well. A specific effort for the Arctic region is needed; there are severe limitations with measurements over the seasonal ice zone, which is growing broader and none of the platforms available today can collect data there. Development of a dedicated network able to collect Fiducial Reference Measurements for all the ocean variables estimated by the Copernicus Satellite component is also important for CMEMS, since these data are also used for the development of new products and their validation. 6

7 C M E M S R e q u i r e m e n t s & R e c o m m e n d a t i o n s Ensure sustained data provision through improved coordination and co-funding Strengthened coordination between EU delegated entities, member states, European infrastructures (e.g. Euro-Argo, EuroGOOS, international networks and organizations: GOOS, JCOMM, GEO). Co-funding mechanism (pan European networks) to complement national activities. Many critical networks will be more effectively sustained at European level. Leverage effect on national funding. These new mechanisms can be considered in the framework of a future European Ocean Observing System (EOOS). C M E M S R e q u i r e m e n t s f o r S a t e l l i t e O b s e r v a t i o n s 7

Provision of data from Contributing mission European Commission Report on user requirements Status of activities C M E M S r e q u i r e m e n t s s y s t e m s Based on user requirements and the evolution of the CMEMS for the next decade, the main CMEMS recommendations for the evolution of the Copernicus Satellite Component are as follows: Ensure a continuity of the present capability of the Sentinel missions (S1, S3, S6) (+ S2) Develop new capabilities for wide swath altimetry Fly a European microwave mission for high spatial resolution observations of ocean surface temperature and sea ice concentration, thickness and drift. Fly a geostationary ocean colour mission over Europe to strongly improve the time resolution of ocean colour observations over European seas. Ensure continuity (with improvements) of the Cryosat-2 mission for sea ice thickness monitoring and sea level monitoring in polar regions. R&D actions should be developed to advance our capabilities to observe sea surface salinities and ocean currents (e.g. SKIM) from space. s a t e l l i t e o b s e r v i n g +CMEMS Requirements for Polar/Snow monitoring (June 2016). Participation of MOI/CMEMS experts in the EU Polar Expert Group [PEG-I/PEG-II reports]. The EG recommends to retain as first priority the Copernicus Imaging Microwave Radiometer (CIMR). 8

9 C o n c l u s i o n s CMEMS offer is highly dependent on the satellite and in-situ observing capabilities. CMEMS has defined its requirements both for in-situ and satellite observations (future Sentinels). Future service evolution requires 1/ continuity and 2/ significant improvements of ocean observing capabilities : In-situ observing systems: Major sustainability and sampling gaps (biogeochemistry, deep ocean). Improve the data access. Satellite : High space and time resolution. Improve monitoring of Polar Seas. Satellite observation infrastructure is already well organized at EU level (EU, ESA, EUMETSAT). EOOS framework very much needed to strengthen the coordination and development of in situ infrastructure. Summary of recommendations are reported in dedicated OceanObs19 Paper 9
