5 1 Introduction Within the FP7 funded GMES In-Situ Coordination project (GISC) conducted by EEA, five Quick Wins were selected to exemplify how an operational in-situ data provision can be achieved. By applying different solutions for facilitating access to in-situ data, the Quick Wins demonstrate the in-situ coordination role in practice and provide a proof of concept for an operational in-situ architecture. GISC will come to an end in October The Copernicus services stated their interest in continuing the initiated activities beyond the lifetime of the project. To achieve this, a takeup of the proposed solutions through the Copernicus unit and the Copernicus services is needed. This note provides a short overview about actions needed to ensure this sustainability. A detailed review of the Quick Wins is available through GISC deliverable D4.3 Report on review process and changes in the approach of the project. 6 2 The Air Quality Quick Win 2.1 Background Background MACC-II requires access to near real time air quality observations to produce and validate air quality analyses and forecasts for Europe, primarily hourly average surface concentrations of ozone, nitrogen dioxide, sulphur dioxide, carbon monoxide, and particulate matter with a timeliness of 3 (goal) to 24 (threshold) hours. Countries provide NRT air quality data from their regulatory air quality networks to the Eionet NRT Airbase database at the EEA. MACC-II can retrieve this data from the EEA server and use the data for production and validation of the air quality products and services. Instead of bilaterally relating to 18 different countries, MACC-II will access the data through a single data node at EEA. Through Eionet, the EEA can provide access to NRT air quality data from 39 countries, e.g. more than 1600 stations providing ozone observations. 2.2 Status Status Operational few technical issues to be solved Acceptance through MACC 2.3 Recommendations Recommended actions beyond GISC EEA: The NRT air quality data flow is an EEA priority data flow. For long-term sustainability EEA has expressed their readiness to maintain it as such. EEA/ Atmosphere service: Due to evolving requirements from MACC- II (and future atmosphere service) a continuous dialogue between MACC-II and EEA is needed for a continuous use of the solution by MACC-II. 9 3 The EUMETNET Quick Win 3.1 Background Background Meteorological observation data are essential for the Copernicus services. The objective of the Quick Win is to secure access to meteorological data for all services. The Quick Win proposes to facilitate a data access agreement between EUMETNET and EEA allowing the different Copernicus services access to the required meteorological data. According to the objectives of the agreement, EUMETNET would provide the interface, technically and coordination-wise, between the Copernicus services and the meteorological community as regards meteorological observations. 3.2 Status Status The position of the EUMETNET General Assembly (GA) didn't change since EUMETNET members unanimously decided do not sign the Copernicus agreement for the reasons of the remaining uncertainties around the Copernicus governance, clear definition of user requirements and distribution of roles and responsibilities, as well as clear conditions for in-situ provision. Another reason for not having this agreement signed is the non-clarity around the EEA role in Copernicus, knowing that GISC ends in a short time. 3.3 Recommendations Recommended actions beyond GISC However, EUMETNET considers addressing a letter of Intent to the EC and EEA re-confirming EUMETNETs commitments and readiness to provide data and play an important role in Copernicus. EC/Copernicus unit: Maintain the dialogue with EUMETNET and discuss in the light of the negotiations of the new Copernicus regulation their interest to sign a partnership agreement. 11 4 The Emergency Management Quick Win 4.1 Background Background An agreement between EEA and EuroGeographics is securing access to countries reference data to be used by the emergency management service. The QW shows that though partnerships with networks the availability and access of detailed national geospatial reference data is improved. 4.2 Status Status Operational 4.3 Recommendations Recommended actions beyond GISC EC/Copernicus unit/ DG JRC: The agreement between EEA and EuroGeographics provides a solution until the end of As Copernicus EMS activities will continue also beyond 2014 there is a need for continuous data provision beyond the end of this agreement. 13 5 The Land Quick Win 5.1 Background Background The objective of this Quick Win is to secure that part of the in-situ data offered by Member States in the frame of GIO Land activities can be used for other Copernicus services. No operational objective. Analytical approach. 5.2 Status Status Advanced analysis for the two data themes transport networks and hydrology. GISC was conducting an in-depth analysis of country feedbacks as part of the grant procedures in GIO Land and in combination with the GISC country visits and the RDA survey. 5.3 Recommendations Recommended actions beyond GISC EC/Copernicus unit/ future Pan-EU Land service: Raise more awareness among Member States on in-situ needs e.g. in Copernicus UF and Committee. Gain commitment from more Member States willing to share their data for the needs of Copernicus. Explore how the Inspire directive will solve Copernicus in situ needs (see Article 17). 14 6 The EuroArgo Quick Win 6.1 Background Background The EuroARGO Quick Win aims at demonstrating the necessary steps to prepare for the operational use of European research infrastructures (ERIC) in support of Copernicus. These comprise: 1) Identification of in-situ needs together with Copernicus services and ERICs. 2) Determine funding needs. 3) Identify potential funding sources. 4) Provide legal support. No operational objective. Analytical approach. 6.2 Status Status Completed and handed over to DG MARE 6.3 Recommendations Recommended actions beyond GISC EC/Copernicus unit: Continue dialogue with EuroARGO and MyOcean-II. Consider current activities of DG MARE.
