4 T17574 Land South of Monmouth Road, Raglan 1.0 INTRODUCTION 1.1 Background PTB Transport Planning Ltd has been commissioned by Richborough Estates to provide transport advice for a proposed residential development to the south of Monmouth Road, Raglan The site currently comprises open fields and is bound by Station Road to the west, Monmouth Road to the north and open fields to the east and south It is intended that the site will provide up to 111 dwellings; the site location is shown on Figure This Transport Assessment has been prepared following several preapplication discussions with Monmouthshire Council between October 2017 and December The pre-application advice letter is provided at Appendix A. 1.2 Structure of the Report This Transport Assessment (TA) has been prepared in accordance with current best practice guidance and demonstrates that: The site is accessible by public transport, walking and cycling; Suitable and appropriate access to the site can be achieved from Monmouth Road; The site will be able to accommodate access by HGVs and service vehicles; and, The proposals will not have a detrimental impact on the local highway network Following this introduction, the TA is split into 6 sections as follows: Section 2 outlines the transport planning policies that are considered to be pertinent to this application; Section 3 considers the baseline conditions of the site and reviews the accessibility by all modes of transport; Section 4 provides an overview of the proposed development; Section 5 assesses the vehicular trip generating potential of the proposed development; Section 6 analyses the development traffic impact on the local highway network; and, Section 7 summarises the key findings and conclusions of the report. 6 T17574 Land South of Monmouth Road, Raglan 2.0 POLICY CONTEXT This section summarises relevant transport policy documents against which the development proposals would be considered at a national, regional and local level. The most relevant policy documents relating to this study are detailed below: Planning Policy Wales (November 2016); Wales Transport Strategy; and, Monmouthshire Local Development Plan (February 2014) Consideration has also been made to Technical Advice Note (TAN) 18, when preparing this report. 2.2 National Policy Planning Policy Wales sets out the land use policies of the Welsh Government. With regards to development management and transport, Paragraph states: When determining a planning application for development that has transport implications, local planning authorities should take into account: the impacts of the proposed development on travel demand; the level and nature of public transport provision; accessibility by a range of different transport modes; the opportunities to promote active travel journeys, and secure new and improved active travel routes and related facilities, in accordance with the provisions of the Active Travel (Wales) Act 2013; the willingness of a developer to promote travel by walking, cycling or public transport, or to provide infrastructure or measures to manage traffic, to overcome transport objections to the proposed development (payment for such measures will not, however, justify granting planning permission to a development for which it would not otherwise be granted); the environmental impact of both transport infrastructure and the traffic generated12 (with a particular emphasis on minimising the causes of climate change associated with transport); and the effects on the safety and convenience of other users of the transport network The Wales Transport Strategy outlines the importance of considering sustainable accessibility of new developments early in the planning process and states: To avoid future access problems, it is vital to consider sustainable accessibility early in the planning process. 7 T17574 Land South of Monmouth Road, Raglan 2.3 Regional Policy wherever possible, be located at sites already well served by walking, cycling and public transport links, or where such services are provided up front as part of the development. Existing demands on the transport system reflect the locations of homes, employment, shops and leisure facilities. We aim to reduce those demands, for example by encouraging home-working, flexible working hours, and teleconferencing as well as full integration of sustainable modes of transport into developments The Monmouthshire County Council Local Development Plan was adopted on 27 th February 2014 and sets out the development plan for the County With regards to Transport, Policy S16 states: Where appropriate, all development proposals shall promote sustainable, safe forms of transport which reduce the need to travel, increase provision for walking and cycling and improve public transport provision. This will be facilitated by: Reducing the need to travel, especially by car; Favouring development close to public transport facilities; Promoting public transport, walking and cycling; Improving road safety; Minimising the adverse effects of parking; Improving public transport links between the County s main towns and other key settlements in the region, in line with the WSP; Developing the role of the key settlements of Abergavenny and Chepstow, as identified in the WSP, and Monmouth, around which high capacity sustainable transport links can be developed With regards to proposed developments and highway considerations, Policy MV1 states: All planning applications for developments which are likely to have a significant impact on trip generation and travel demand must, as appropriate, be accompanied by a Transport Assessment that includes a Transport Implementation Strategy for the development detailing the measures proposed to improve access by public transport, walking and cycling and reduce the number and impacts of car journeys associated with the proposal. Development that is likely to create significant and unacceptable additional traffic growth in relation to the capacity of the existing road network and / or PTB Transport Planning Ltd T Transport Assessment

8 T17574 Land South of Monmouth Road, Raglan fails to provide a safe and easy access for road users will not be permitted, unless appropriate proposals for related improvements to the highway system or a contribution towards mitigating traffic management / reduction measures are made. Where appropriate, development proposals will be expected to satisfy: a) the adopted highway design guide; and b) the adopted parking guidelines. In town centres, if the parking provision cannot reasonably be achieved onsite, then suitable alternative provision should be made Policy MV2 details the requirements of the sites sustainable transport access and states: The development of sites shall, dependent on their location, size and local need, include provision for and the integration of appropriate sustainable transport links, including public transport, walking and cycling. Non-car access will be supported and prioritised over access by car. Development should link into the existing or proposed public rights of way, walking, cycleway and green infrastructure networks and this will be reflected in the layout and conditions / obligations on any permission granted. Where deemed necessary, financial contributions will be required towards improvements in transport infrastructure and services, in particular to support sustainable travel links / public transport, cycling and walking For residential parking standards the Monmouthshire CC Supplementary Planning Guidance, Parking Standards 2013, indicate that one space should be provided per bedroom up to a maximum of 3 spaces. In addition to this, one visitor space should be provided per 5 dwellings. PTB Transport Planning Ltd T Transport Assessment

9 T17574 Land South of Monmouth Road, Raglan 3.0 BASELINE CONDITIONS 3.1 Site Location The proposed development is located to the south of Monmouth Road, Raglan. The site currently comprises open fields and is bounded by Station Road to the west, Monmouth Road to the north and open fields to the east and south. 3.2 Local Highway Network Monmouth Road is subject to a 30mph speed limit in the vicinity of the site which changes to 40mph at the site s eastern boundary, adjacent to Castle Road To the west, Monmouth Road connects with High Street and Raglan village centre Station Road forms the site s western boundary and connects to Monmouth Road via a priority junction. To the south, Station Road provides connections to a nursery, golf course and commercial units To the east of the site Monmouth Road meets the A40, which is managed by the South Wales Trunk Road Agent (SWTRA) on behalf of the Welsh Assembly. 3.3 Site Observations Site visits were undertaken in September Some on-street parking was observed to the east of the site on Monmouth Road during the morning peak periods however the parking was relatively low and did not unduly impact on the operation on the local highway network. Traffic volumes along Monmouth Road were low and traffic was free-flowing in the vicinity of the site, with the exception of occasional limited delay to eastbound traffic waiting for westbound traffic to clear the parking During the morning peak hour of the site visit on-street car parking was observed along Raglan High Street which resulted in vehicles effectively operating in a one-way shuttle arrangement at certain points on this route. 3.4 Baseline Traffic Flows A Manual Classified Count (MCC) survey of traffic movements, including queue surveys was undertaken at the following junctions to establish the baseline traffic flows: Monmouth Rd/A40/Groesenon Rd Monmouth Rd/Station Rd/High St (3-arm priority) Chepstow Rd/High St/Castle Hill (4-arm priority) PTB Transport Planning Ltd T Transport Assessment

10 T17574 Land South of Monmouth Road, Raglan High St/Usk Rd (3-arm priority) In addition, Automatic Traffic Counts (ATCs) have been undertaken to collect flow, speed, and vehicle classification data over a seven-day period on Monmouth Road. These have been used to help inform visibility splay calculations. The ATCs were undertaken between the 6 th and 12 th November 2017 and can be seen at Appendix B The MCC surveys were undertaken on Wednesday 25 th October 2017 during the morning and evening peak periods (07:00 10:00 and 14:00 19:00). The morning peak hour was found to occur between 08:15 and 09:15 whilst the evening peak was found occur between 17:00 and 18:00. Flow diagrams showing the surveyed turning counts during the morning and evening peaks can be found in Figures 3.1 and 3.2. The full survey data can be found at Appendix C. 3.5 Active Travel It is generally accepted that walking and cycling provide important alternatives to the private car, and should also be encouraged to form part of longer journeys via public transport. Indeed, it is noteworthy that the Institute of Highways and Transportation (IHT) has prepared several guidance documents that provide advice with respect to the provision of sustainable travel in conjunction with new developments. The suggested acceptable walking distances to common facilities is presented in Table 3 below. Guidance suggests that 5km is a useful benchmark for a commutable distance by cycle In addition to this, MfS states that walkable neighbourhoods are typically characterised by having a range of facilities within 10 minutes (up to about 800m) walking distance of residential areas which residents may access comfortably on foot. 11 T17574 Land South of Monmouth Road, Raglan MfS also states that the 800m walking distance is not an upper limit and references the former PPG13 guidance in respect of walking replacing short car trips, particularly those under 2km It is considered that the site is well located to provide future residents with a real choice of travel modes. The following sections consider the opportunities for sustainable travel that are available in the vicinity of the site. 3.6 Accessibility by Foot Footways are located on the northern side of Monmouth Road which provide connections west into Raglan village centre. Within Raglan village centre footways are provided on both sides of High Street All roads within the vicinity of the site are subject to a 30mph speed limit A PROW is located along the site s eastern boundary and provides a link south to the commercial units The proposed development site is located in close proximity to a range of local services and facilities including; a local primary school, restaurant, pharmacy and convenience store The key local services in the vicinity of the application site are displayed in Table 2 and can be identified in Figure 3.3. Usk Road forms part of the 423 cycle route. 3.8 Accessibility by Bus The nearest bus stops to the site are located approximately 230 metres from the centre of the site to the east, on Monmouth Road and adjacent to Castle Road. Both stops benefit from a flagpole and timetable information. PTB Transport Planning Ltd T Transport Assessment

13 T17574 Land South of Monmouth Road, Raglan Both stops are served by the number 60 and 83 bus services The number 60 service provides connections between Newport and Monmouth, Monday to Saturday, at a frequency of one bus every two hours between 07:00 and 18:00 (with an additional service around 5pm). There are 4 services across the day on a Sunday The first weekday service of the day arrives in Monmouth at 08:22 and Newport at 07:50; with the last service departing Monmouth at 17:35 and Newport at 17: The number 83 bus service provides connections between Monmouth and Abergavenny, Monday to Saturday, at a frequency of one bus every two hours between 07:25 and 19: The first weekday 83 bus service arrives in Abergavenny at 08:25 whilst the last service departs at 17: On the basis of the above, it is considered that the site benefits from a bus service suitable for residents travelling to work. 3.9 Accessibility by Rail Abergavenny Rail Station is located approximately 14 kilometres west of the development site. The station benefits from 64 parking spaces, 3 or which are accessible. Whilst that station is located in excess of generally acceptable walking and cycling distances, it is considered that residents may travel to work by a combination of car and train The station provides a direct hourly service to Manchester Piccadilly (via Shrewsbury) and Carmarthen. There is a direct service approximately every two hours to Milford Haven, Chester and Holyhead whilst there are between one and two services an hour to Cardiff Central Services generally run from 5am until late into the evening and as such it is considered that travel by car/rail to employment destinations is a realistic choice for future residents Personal Injury Accident Data In order to establish road safety conditions on the highway network in the vicinity of the site, Personal Injury Accident data has been obtained from the Welsh Government for the most recent 5-year period available. The study covered the A40 between and including the roundabout with Usk Road to the west of the site, and the crossroads junction with Monmouth Road and Groesenon Road to the east Over this period there were five accidents recorded that resulted in personal slight injury and two accidents that resulted in personal serious injury. 14 T17574 Land South of Monmouth Road, Raglan Three accidents occurred at the A40 roundabout junction with Usk Road and High Street; of which one accident was recorded as serious. Four accidents occurred at the junction of Groesenon Road with the A40; of which one accident was recorded as serious Although all personal injury accidents are regrettable, the volume and pattern of accidents on the A40 in the vicinity of the development site does not give any undue cause for concern Furthermore, Chapter 5 of this report demonstrates that the proposed development will not generate any additional trips to the junction of Groesenon Road with the A40; and a negligible increase to the roundabout junction of the A40/Usk Road/High Street Summary of Baseline Conditions The above review demonstrates that the site is readily accessible by a variety of modes of transport that have the potential to reduce reliance upon the private car. It is therefore considered that residents will have a real choice about how they travel and that the proposals therefore accord with the guiding principles of Planning Policy Wales. 15 T17574 Land South of Monmouth Road, Raglan 4.0 DEVELOPMENT PROPOSALS 4.1 Introduction The applicant is seeking planning permission for the construction of up to 111 residential units, together with associated access and parking. An emerging masterplan can be seen at Appendix E. 4.2 Proposed Access It is intended that access to the site will be provided via a new priority junction onto Monmouth Road Visibility splays at the proposed access junction have been calculated in line with recorded vehicle speeds and guidance included within Manual for Streets The 85 th percentile speeds have been calculated based on week days between the 6 th and 10 th October Data from Tuesday 7 th was removed from the calculation as it rained at some point during this day, therefore it was not possible to know whether the road surface was dry or wet The recorded 85 th percentile speeds are shown to be 35mph eastbound and 41mph westbound. The speeds stated have been subject to a wet weather reduction as they were collected during dry conditions. The eastbound speeds were based on the ATC located to the west of the site whilst the westbound speeds were based on ATC located to the east of the site The resulting stopping sight distances in accord with MfS2 are 53.1m to the west and 82.5m to the east. Drawing T shows that these visibility splays can be achieved at the junction and are within the adopted highway In addition to the above, it is proposed that emergency access will be provided on Station Road. 4.3 Parking Strategy Car parking will be provided at a level agreed with the Highways Authority at the relevant time and will be compliant with the Monmouthshire Parking Standards SPG. 4.4 Pedestrian Access Pedestrian access will be provided via a footpath adjacent to the vehicular entrance to the site, with informal crossing provision to link with existing footway provision on the northern side of Monmouth Road It is proposed that an internal footpath will be provided west across the site to Station Road, where an informal crossing point will be located to provide access to the Primary School. 16 T17574 Land South of Monmouth Road, Raglan It is acknowledged that Monmouthshire Council have an improvement scheme proposed for Station Road which comprises pedestrian facilities connecting north to Monmouth Road. It is anticipated that these development proposals will provide funding for the improvement scheme via s106 agreement. 4.5 Servicing and Deliveries The layout of the site will be designed to ensure that that the largest vehicle that will require access on a regular basis is able to enter and leave in forward gear. It is intended that refuse collection for the dwellings will be carried out from within the curtilage of the site. Turning areas will be provided at the end of the access roads to enable the refuse vehicle to manoeuvre appropriately Swept path analysis of the site access has been carried out using the AutoTrack software, the results of which are included in Drawing T It is apparent that the layout of the site is appropriate to accommodate refuse vehicles. 17 T17574 Land South of Monmouth Road, Raglan 5.0 TRIP GENERATION, DISTRIBUTION AND ASSIGNMENT 5.1 TRICS Assessment The TRICS (7.4.2) database has been interrogated in order to quantify the levels of vehicle trips that are likely to be associated with the proposed development. The trip rates that have been extracted from the database are based upon the following search parameters: Land Use Residential, Privately Owned Houses Regions United Kingdom (excl. Greater London & Northern Ireland) Units 0 to 200 Date Range 01/01/07 to 29/03/17 Selected Days Weekdays Selected Locations Suburban Area, Edge of Town Copies of these TRICS output reports are provided at Appendix F, while Table 1 below indicates the forecast vehicle trips to be used within the TA. Table 3 - Trip Rates per Dwelling and Forecast Vehicle Trips Peak Period Trip Rate (per Dwelling) Trips (111 units) In Out In Out AM PM NB: AM peak is 08:00-09:00 and PM peak is 17:00-18:00; trips have been rounded. Total Table 1 demonstrates that the proposed development is likely to result in 63 two-way trips during the morning peak period and 68 two-way trips during the evening peak period. This would equate to just over one vehicle movement every minute, on average, during these periods. 5.2 Traffic Distribution and Assignment The predicted development traffic generated by the site has been distributed across the highway network based on 2011 Census Origin/Destination Travel to Work data (using Monmouthshire as the place of residence MSOA area Monmouthshire 005) Full details are provided as Appendix G Traffic has been assigned to the network using an appropriate online route mapping tool and knowledge of the existing area The analysis indicates that 66% of traffic will assign east to/from the junction with the A40, 10% to/from Chepstow Road and the remaining 25% will assign west along Monmouth Road to the A40 junction. 18 T17574 Land South of Monmouth Road, Raglan On the basis of the above, it is estimated that 42 and 46 two-way AM and PM peak vehicle movements respectively will assign via the A40 junction to the east. 7 and 8 two-way vehicle movements will assign west to/from Chepstow Road whilst the remaining 15 and 17 two-way vehicle movements will assign to/from Raglan town centre in the AM and PM peaks, respectively The development traffic flow diagrams can be seen in Figures 5.1 and Traffic Growth Traffic growth rates for the local highway network have been obtained from TEMPro for Monmouthshire and for a period of five years after the year of planning submission. The traffic growth rates to be used within the TA are set out below: Weekday AM Peak Weekday PM Peak The TEMPro factors presented above have been applied to the surveyed traffic flows and used to calculate the 2023 baseline traffic flows on the local highway network. The 2023 traffic movements for the weekday morning and evening peaks are presented in Figures 5.3 and 5.4. PTB Transport Planning Ltd T Transport Assessment

19 T17574 Land South of Monmouth Road, Raglan 6.0 TRAFFIC IMPACT AND ANALYSIS 6.1 Introduction This section sets out the results of the junction modelling undertaken to assess the capacity of the local highway network assessments will be carried out for the following future year scenarios: 2017 Base (for Validation); 2023 Future Year; and, 2023 Future Year + Proposed Development The traffic flows for the full development scenario can be seen in Figures 6.1 and Monmouth Rd/A40/Groesenon Road Junction The two priority junctions of the A40 have been modelled using Junctions 9 software. The full output files for the junction, showing the geometry and capacity calculations, are shown in Appendix H Table 4 and 5 summarises the capacity assessment for the two junctions with the A40 for the 2017 validation scenario. It is pertinent to note that the models do not take into account the on slip to the A40, and as such is considered to provide a robust assessment The results reflect on-site observations and recorded queue length surveys. 25 T17574 Land South of Monmouth Road, Raglan 7.0 SUMMARY AND CONCLUSIONS 7.1 Summary PTB Transport Planning Ltd has been commissioned by Richborough Estates to provide transport advice for a proposed residential development to the north of Monmouth Road, Raglan The site currently comprises undeveloped farm land and is bound by Station Road to the west, Monmouth Road to the north and open fields to the east and south This TA demonstrates that the proposals are likely to have a negligible impact in terms of traffic generation. The results of this analysis indicate that the development proposals could have the potential to generate 63 and 68 twoway vehicles movements during the morning and evening peak periods respectively. Safe and suitable access is provided for all users In summary, this report demonstrates the following: 7.2 Conclusions The location of the site accords with the relevant national, regional and local transport planning policies; The site benefits from access to a sustainable transport network that provides alternatives to the private car; Appropriate provision can be made for access, parking and servicing in accordance with relevant guidance and standards; and, The proposals will not have a significant impact on the operation of the local highway network On the basis of the above, it is considered that the development proposals are compliant with Planning Policy Wales, and in particular achieves the key points for consideration as set out in Paragraph PTB Transport Planning Ltd T Transport Assessment

43 MC/2017/ENQ/00858 Land at Station Road Raglan Residential development of circa 100 units, together with a new vehicular access from Monmouth Road and the provision of public open space and green infrastructure. Pre-Application Interim Report Planning Policy The Settlement of Raglan is identified in Strategic Policy S1 of the Local Development Plan (LDP) as a Rural Secondary Settlement. The site is located outside the Raglan Development Boundary in an area considered as open countryside, its development for a residential use would be contrary to Strategic Policy S1 of the LDP relating to the spatial distribution of new housing provision. The proposal is considered a departure from the adopted development plan and open countryside policies would subsequently apply. With regard to the claimed need for the development, the shortfall in the Housing Land Supply is an issue that has been addressed in both the September 2016 LDP Annual Monitoring Report (AMR) and October 2017 AMR. Both of these AMR s are available on the Council s website, the latest of which was formally endorsed for submission to the Welsh Government by Cabinet on 11 October The AMR recommended an early review of the LDP as a result of the need to address the shortfall in the Housing Land Supply and facilitate the identification and allocation of additional housing land. It also suggests that the adoption of a pragmatic approach to the determination of residential development sites will also assist in this context (as recognised in para 6.2 of TAN1). That is, where sites are a departure from the LDP but are otherwise acceptable in planning terms a recommendation for approval may be considered. In this respect any application would need to be assessed against the policies set out below. Policy S4 relates to Affordable Housing Provision, as the site is located outside the Raglan Development Boundary it is a departure from the LDP. The Affordable Housing Supplementary Planning Guidance was adopted in March 2016 and contains a specific section relating to departure applications in the open countryside (Section 4.4 E). This states that there is a requirement for 35% of the total number of dwellings on the site to be affordable. The proposal relates to approximately 110 dwellings, based on this figure the affordable housing requirement would therefore be 39 units. Given that one of the stated justifications for this departure application is the need to provide affordable housing then it is considered to be essential to be satisfied at this stage that the proposal is both deliverable and viable and can achieve an appropriate amount of affordable housing. It is understood

44 that Shirley Wiggam the Senior Strategy and Policy Officer for Housing will provide details in relation to the size and mix of the affordable units required. Policy LC1 relates specifically to new built development in the open countryside, the policy contains a presumption against new build development although it does identify a number of exceptional circumstances involving new built development that might be permitted (subject to policies S10, RE3, RE4, RE5, RE6, T2 and T3). None of these exceptional circumstances apply and as a consequence development in this location would be contrary to the policies contained in the Local Development Plan, most notably policies S1 and LC1. Strategic Policy S13 relating to Landscape, Green Infrastructure and the Natural Environment is of importance. Policy LC5 relating to the protection and enhancement of landscape character must also be considered. Additionally Policy GI1 should be referred to in relation to Green Infrastructure, while a site and contextual analysis has been provided along with a masterplan it was noted at the pre-application meeting that additional details will be required outlining how this was informed, which could be provided in an assets and opportunities plan. The GI team will no doubt provide more detailed comments in this relation to these matters. Policy NE1 relating to Nature Conservation and Development must also be considered. Policy CRF2 should be considered relating to outdoor recreation/public open space/allotment standards and provision. The policy requires outdoor playing space at a standard of 2.4 hectares per 1,000 population and 0.4 hectares of public open space per 1,000 population. The provision of a total area of 3.5 hectares of open space within the proposed scheme is welcomed, particularly given the location of the proposed development outside the Raglan development boundary adjacent sensitive uses including an existing Cemetery and school. As noted at the pre-application meeting Policy CRF2 also states proposals for sites exceeding 50 dwelling units should also make provision for allotments if required in accordance with the standards. It was noted at the pre-application meeting that an alternative to allotments such as a community orchard or community growing may be more appropriate in this location given the layout of the proposed scheme. Strategic Policy S17 relating to Place Making and Design should also be considered along with Policy DES1 in relation to General Design. Criterion i) of DES1 requires a minimum net density of 30 dwellings per hectare in order to ensure the most efficient use of land. The net area of the site is stated to be 4.21 hectares, giving a net density of approximately 26 dwellings per hectare. It was nevertheless noted at the pre-application meeting that this may increase above this figure due to changes to house types on the site, particularly the affordable housing mix. As the application relates to a site on the edge of Raglan, a Rural Secondary Settlement it may be considered that criterion l) is of relevance and a slight reduction in density could be more appropriate, particularly due to the quantity of open space provided within the overall site area. Policy EP1 relating to Amenity and Environmental Protection should also be considered.

45 Policy MV1 should be referred to with regard to access and car parking. Policy MV2 relating to highway considerations and sustainable transport access is also of relevance. Policy MV2 states that, where necessary, financial requirements deemed will be required towards improvements in transport infrastructure and services, in particular to support sustainable travel links / public transport, cycling and walking. This is a matter that will need to be considered in any planning obligation / heads of terms. Colleagues in the highways section will no doubt provide comment on this matter. Part of the site appears to be located in Grade 3a Agricultural Land which is identified as Best and Most Valuable. An Agricultural Survey would therefore be required should a planning application be submitted. Affordable Housing Evidence of Housing Need There are 474 households on Monmouthshire s Common Housing Register waiting for a house in this area. The price of housing in Monmouthshire has risen to a level beyond that which many local people can afford. In 1999 the price of an average property in Monmouthshire was 4.6 times the average earnings of someone working in the County. This has now risen to over 9 times the average earnings (Source: Hometrack LQ Date 17/10/17). Ideally, more than one means of access for a development of this size is encouraged, the provision of an emergency means of access off Station Road may be considered. The development will be expected to provide, good walking and cycling links to Station Road and the Town Centre, utilising and enhancing existing pedestrian provision is essential.

47 The development shall provide suitable pedestrian and cycle links to Monmouth Road providing access at suitable location to the bus stops and route to the town centre and other amenities, this will require the need to cross Monmouth Road if no footways are provided along the site boundary with Monmouth Road. The development shall provide pedestrian and cycling links to Station Road thus providing links to the Primary School, Nursery (Private) recreational grounds, and the town centre, Doctors Surgery etc via the existing footway/pedestrian link adjacent to the Primary School. This provision will provide direct links for the development and existing development to the north subject to crossing points being provided on Monmouth Road. The applicant will be expected to undertake an active travel audit and the development should consider the existing footway provision in the vicinity of the development to promote and encourage walking and cycling Any future development places a greater demand on the facilities accessed off Station Road and the development proposed would attract the requirement to provide off site improvements particularly regarding the provision of a footway pedestrian link on Station Road providing access to the recreational area / playing field just south east of the Nursery. Internal Layout The layout submitted was generally very traditional and a number of private shared drives serving more than 3 properties were proposed, as a highway authority the number of properties served off individual private drives is a concern and where appropriate the numbers of properties and the length of the drives should be carefully considered due to the associated issues with servicing, refuse collection a particular issue in MCC where we operate a kerbside bag collection. It is recommended that the applicant liaise with the councils Waste collection service and submit a refuse audit when submitting any detailed application. Monmouthshire County Council Highways actively encourage and promote the adoption of residential streets and welcome developers entering into the appropriate adoption agreements. Building Control We look forward to receiving your Building Regulation application at the same time as your Planning Application. The Planning application outline details will be appropriate at this stage to register and log the Building Regulation application, further detailed information can be submitted when available. The cost of the Building Regulation application will be 41,625 + vat ( 8325) = 49,950 ( vat per unit) and should be paid when the application is submitted. We will consult South Wales Fire and Rescue Service at this stage or earlier if you have the outline Site Plan proposal ready. Welsh Water map of public sewers does not indicate any public sewers within the site demise (except the connection point you confirmed on Monmouth Road). If you require any further information, please do not hesitate to contact Nigel George, Building Control Manager on or Green Infrastructure Biodiversity Comments Survey level: Survey level has been discussed with Tyler Grange and I am happy to continue this dialogue until we are at a level of sufficient level of survey to register an application. A preliminary ecological appraisal and secondary surveys (gcn, dormouse, bats) will be required. It is advised that this information should be fully available at validation particularly as NRW need to be consulted, to ensure there is no delay caused to determination of the application. Protected species Great crested newt: I would welcome the creation of new waterbodies particularly suitable for the breeding of great crested newts. I would hope to see offsite improvements e.g. the existing pond but understand that this is restricted by land ownership. Bats: where bat roosts are identified in trees (or potential considered) careful buffering, planting and lighting will need to be considered to ensure the continued use of the roost in the long term. Priority habitats Hedgerows should be retained and the diversity and integrity enhanced as part of the scheme. Trees and woodland including veteran trees should be retained protected and enhanced. Landscape response The site will be subject to the following LDP policies; S13, NE 1, LC5, GI 1, and DES1 The site is a sensitive one it is identified by LANDMAP as of high value for its Visual and Sensory, Historical and Cultural aspects and both high and moderate for its Geological aspect though moderate for its Landscape habitats aspect. It is located on the edge of the Raglan Conservation Area and is part of the wider setting of Raglan Castle. The site was assessed in the LDP Inquiry in which it was considered as being of moderate sensitivity and capacity for housing forming part of Local Landscape Character Area LLCA R04, within the Landscape Sensitivity and Study Extract from Landscape Sensitivity and Study 2010; Key characteristics of LLCA R04 Gently sloping valley sloping north east to south west in a wider rolling landscape. Rectilinear mainly arable and pasture fields with low cut hedge boundaries and with trees especially along watercourse. Other uses include a sports field, highways depot and burial ground. The area is fairly open and overlooked by the settlement [in Conservation Area] and A40 [T] to the north and to an extent by Raglan Castle [a SAM] which can view its northern

49 edge although it slopes away to the south. The settlement appears to have extended eastwards incrementally beyond Hill House with gaps and is mitigated to an extent by maturing vegetation. The adjacent main roads of the A40 [T] and A449 [T] are detractors although only visible to the north and they reduce the area's tranquillity. Landscape sensitivity medium The area is of medium sensitivity as it lies adjacent to Raglan Conservation Area and is part of the wider setting of Raglan Castle especially to the east. It forms open countryside east of the settlement and acts as a setting to the burial ground. The mature trees and watercourse have intrinsic value. However, it has major roads on two sides with recent settlement on the third and limited intrinsic character. Housing capacity medium The area has medium capacity for housing as it lies adjacent to Raglan Conservation Area and is part of the wider setting of Raglan Castle, especially to the east. It forms open countryside east of the settlement and acts as a setting to the burial ground. Any development would need to avoid the most sensitive areas to the north east and south west and views from the castle, respect the burial ground and be adjacent to the settlement edge. Landscape summary It is therefore clear from the above assessment that although a sensitive site there is scope for some development if carefully and sensitively delivered, however the following constraints need to be fully addressed in any proposal coming forward and incorporated into a Landscape led scheme. Key issues to address ; The site forms part of the wider setting to Raglan Castle and is on the edge of the Raglan Conservation Area thus particularly sensitive in its setting and views and vistas along its northern, eastern and south western boundaries. The site forms part of the open countryside and is the gateway to the village of Raglan and the setting to the burial ground. There are significant individual parkland trees, wooded corridors and mature hedges which must all be retained. The site is covered by a large area TPO which emphasises the value of the trees on site. In addition the site is bounded by hedges along the eastern, northern and southern boundaries all of which are in very good order and would be classified as Important under the Hedgerows Regulations. These hedges must also be retained. The site is elevated in some locations thus care in the design should address these issues. Access and entrance points should be carefully considered to mitigate impact. (Detailed urban design and historical assets are addressed separately). 2 GI Response The following GI response has been informed by colleagues from; landscape, biodiversity, prow, trees, play and open space. Please note that only those specialists consulted as part

50 of this pre-application have provided detailed separate responses, for example further information in relation to trees may be required. There are a number of opportunities for GI on this site if incorporated within the scheme which will have positive benefits contributing towards health and well-being, community access and enjoyment, biodiversity resilience, and landscape setting and quality of place, which could be delivered if the following opportunities are embraced within the scheme ; GI Opportunities Wetland creation and management to be supported. Management of the grassland sward for pollinators whilst maintaining circular routes and connections Creation of connected area of open space that visually provide a buffer along the entrance into Raglan and protects key views and vistas towards the castle and into the site. Community food growing to be incorporated e.g. community orchard. Other innovative planting opportunities are encouraged. Opportunity for development of key links between the site and to the PROW beyond sites to increase permeability of the proposal. This should include access to the POS on the opposite side of the road. Opportunity to address key issue of no walkway along Station Road between the school, nursery and playing fields. This is an issue that must be addressed either by providing a walkway within the site or by contribution to provide one on the opposite side of the road. Opportunities that would serve both new and existing residents well is the improvement of the walkway along Monmouth Road and the formalisation of the desire line from the Golf Club House to Footpath 59 (identified by a broken black line) on land which it is understood might belong to the applicant. Improved access to Footpath 52 on the northern edge of the trunk road to Abergavenny would also be of benefit to new residents and the wider community. All existing hedgerows, woodland and parkland character to be protected and reinforced as part of any new development and integrated into accessible green corridors ( reflective of the character as historical deer park) incorporation of interpretation to reflect setting and character. Veteran trees protected and management for long term and interpretation provided relating to their significance as part of the historic parkland character that was once a deer park linked to the Castle. Opportunity for an improved play offer on site, as there is only one play area on the other side of the village. A small LAP with about six items of fixed play equipment as part of a wild play provision plus a commuted sum to cover the maintenance costs for the first 20 years of the asset. Requirements for GI and Landscape ; In considering this site the following information we would need to be provided;

51 LVIA (including photos of key views and vistas, cumulative impact to be addressed). GI assets and opportunities plan a GI framework Plan clearly setting out the GI open space and structure planting that will sit outside of Private ownership, plan to include design principles for scheme. GI Masterplan GI management plan (to be submitted for full applications, can be conditioned for outline application but will need to be tied into the GI framework and masterplan) Note: The above would need to be informed by supporting biodiversity surveys as identified in the separate Biodiversity response above. In addition although not part of this pre-app consultation it is likely that a full tree survey in accordance with British Standard 5837:2012 Trees in relation to Design, Demolition and Construction Recommendations will be required. (We would refer you to the GI SPG which is available on our website with examples of the types of information required in section 3 we would be happy to provide examples of good practice should you find this helpful). Offsite contributions money for highways improvements should also consider the cost of considering ecological matters in implementation of a scheme e.g. gcn assessment and licence. off-site recreation contribution to be provided at the rate of 3,132 per dwelling. Contribution to address the issue of no walkway along Station Road between the school unless provided as part of the scheme. Public Rights of Way The applicant s attention should be drawn to Public Footpaths 52, 90, 64, 59 and 58, Raglan which either run close or through the site of the proposed development. The Active Travel (Wales) Bill requires local authorities to continuously improve facilities and routes for pedestrians and requires new road schemes to consider the needs of pedestrians and cyclists at design stage. Any scheme should therefore not only be permeable to pedestrians and cyclists it should form connections to the surrounding existing developments and make provision to form connections to the surrounding areas should these be developed in the future. First impression of the preliminary draft layout is that it does identify and accommodate the key links sites and provide permeability. The development does not however address the key issue of no walkway along Station Road between the school, nursery and playing fields. This is an issue that must be addressed either by providing a walkway within the site or by contribution to provide one on the opposite side of the road. Environmental Health To be able to fully consider and comment on any application in relation to this from an Environmental Protection perspective given the proposed location, the proximity of the road network, neighbouring properties etc. The following information should be available at application stage: A noise assessment to confirm which Noise Exposure Category (or Categories) the proposed site falls within as provided in the Planning Guidance Wales Technical Advice Note (Wales) 11 :Noise. The whole site should be considered in the assessment and the report should provide appropriate recommendations based on the Noise exposure category determined. A Construction Environmental Management Plan identifying the steps and procedures that will be implemented to minimise the creation and impact of noise, vibration, dust and waste disposal resulting from the site preparation, groundwork and construction phases of the development and manage Heavy Goods Vehicle (HGV) access to the site. Other matters e.g. working hours, measures to be employed to prevent the deposit of mud, water and other detritus onto the public highway should also be included. With regard to Contaminated Land:- Whilst the site appears (based on historical mapping) to be mainly fields, and potential for contamination is low, due to the number of houses, and due to the presence of a former pond that has been in-filled with unknown material, I would recommend that a site investigation/risk assessment procedure be undertaken by the developer in accordance with CLR11 Model Procedures for the Management of Land Contamination available from: You may wish to make the applicant aware of the guidance document from the South East Wales Land Contamination Working Group The Development of Potentially Contaminated Land which is available from Monmouthshire County Councils Website. With regard to air quality As there will be more than 10 houses with more than 10 parking spaces, a traffic impact assessment would be required, to determine if an air quality impact assessment is necessary. For example:- Should the development causes a significant increase in light duty vehicles of more than 500 AADT, or 100 Heavy Goods Vehicles,

53 If roads will be realigned to change reduce proximity of receptors to traffic lanes Should the development introduce a new junction or remove an existing junction near to relevant receptors, if that junction would cause traffic to significantly change vehicle acceleration/deceleration In addition to traffic an air quality impact assessment would be required if:- the development has one or more substantial combustion processes such as any centralised plant using biofuel; any combustion plant with single or combined thermal input over 300kWh; a standby emergency generator associated with a centralised energy centre; Have a combustion process of any size where the pollutants are exhausted from a vent or stack in a location and at a height that may give rise to impacts at receptors through insufficient dispersion The air quality assessment, should consider the air quality impact on nearby sensitive receptors (e.g. houses, schools etc.), and should take into account the cumulative impacts of other permitted developments.
