2 1. Introduction This report details activities associated with implementation of Clean Watersheds for a Clean Bay (CW4CB) Task 4, Year 2 monitoring conducted within the Ettie Street watershed in Oakland, CA as part of the Ettie Street Pump Station Enhanced Cleanout Pilot Study. All sampling was conducted on September 16 th by ADH Environmental (ADH) personnel under the management of AMS. 2. Field Sampling Report 2.1. Objectives The objectives of the sampling effort were to collect the following: 1. Composite sediment samples collected via coring from 4 locations (i.e., wet wells) within the Ettie Street Pump Station for analysis of PCB congeners, Hg, Total Organic Carbon (TOC), particle size analysis, and bulk density by ALS Group (ALS). 2. Composite sediment samples collected via coring from 1 location (i.e., wet well) within the Ettie Street Pump Station as a split sample for blind field duplicate analysis of PCB congeners, Hg, Total Organic Carbon (TOC), particle size analysis, and bulk density by ALS. 3. Record a measurement of the depth of material accumulated at each target sampling point Personnel The personnel and work assignments for Year 2 sampling are shown in Table 1. Table 1. 3 Per the programmatic SAP, field duplicates were collected for analysis at a minimum of ten percent of sites sampled (i.e., one sample, at wet well 3) and submitted blind to ALS. Samples collected by site are shown in Table 3. Table 3. The containers used and sample handling implemented for Year 2 sampling are identical to those for Year 1, and are summarized in Table 4. Table 4. Photos No photos were collected as part of monitoring operations. Photos from Year 1 sampling event were deemed sufficient to describe sampling activities. 3
4 2.7. Discussion In Year 1 sampling conducted at the Ettie Street Pump Station on May 14, 2013, samples were collected from within wells 3 and 4 only, the two wells cleaned out during that effort. Precipitation occurring since that cleanout is shown in Figure 1 and a spreadsheet of compiled data is attached to this report Precip (in.) Figure 1. Precipitation Reported Between Alameda County Public Works Agency Cleanouts of Ettie Street Pump Stations Conducted in 2013 and For the Year 2 sampling, ADH personnel conducted confined space entry sampling of sediments accumulating in wet wells 1, 2, 3, and 4 under a sampling scheme developed by a Geosyntec-led design team. For this effort, cores samples were collected over the entire depth of sediment present at sampling points pre-determined through the design process within the four wells (Figure 2 and Figure 3). 2 Depths of sediment at targeted sampling points ranged from zero to twelve inches (Tables 5 through 8). The typical core was described by sampling personnel of consisting of a thin layer of organic material and soil 1 Daily precipitation information from preferred weather stations (Oakland Museum and Oakland International Airport) was unavailable for the desired reporting period. Precipitation records were obtained from Weather Underground station KCAALAME7 at the High Street Bridge in Oakland ( 2 Figures excerpted from Geosyntec (2013). 4
5 (<1/4 ) overlying a fairly homogenous mixture of soil, organic debris, and trash. Sediments collected from each individual wet well via coring were composited and distributed to ALS for analysis as individual composites representing the four wells. Table 5.
