5 PURPOSE As part of an ongoing effort to develop and maintain an accurate computerized base map of Pittsburgh International Airport (Airport), the Allegheny County Airport Authority (ACAA) has established a common coordinate system for all Airport surveys. A network of control points has been established at various strategic locations throughout the Airport and in the surrounding area. The physical monuments are metal-capped rebar set in concrete. All surveys completed at the Airport should reference these established monuments. This system is consistent with the Pennsylvania State Plane Coordinate System, South Zone, North America Datum of 1983, 1996 Adjustment, and North American Vertical Datum of By basing all Airport surveys on a common set of control points, the ACAA can achieve significant benefits including: consistent results across various survey companies, the potential to share survey data and use separate surveys in conjunction with each other, the ability to update and maintain the ACAA s Geographical Information System with survey information that is already routinely gathered. The following pages provide information about the coordinate system and describe the basic standards that need to be followed to ensure compatibility with the ACAA coordinate system. Specifications that detail the individual elements of a survey will continue to be the responsibility of the ACAA or the department contracting for the survey. 1

6 EXECUTIVE SUMMARY GPS/Geodetic Reference Control Network Allegheny County Airport Authority Pittsburgh International Airport/Base Mapping Project Prepared by BSC Group, Inc. 15 Elkins Street, Boston MA This report describes the network of geodetic control stations established by Geonetics through its affiliate BSC Group, Inc. (BSC) and Monaloh Basin Engineers (Monaloh) over an area of Western Pennsylvania in and around the Pittsburgh International Airport and includes a total of 43 new survey control stations, and 4 existing control stations. BSC coordinated with ACAA, PB Aviation, Inc., Geonetics and Monaloh to ensure that this phase of overall mapping effort for the Airport met the proposed cost, time and quality constraints. BSC developed the scope of services and accuracy standards for the proposed network and monitored the progress of the field survey by Monaloh. BSC reviewed the final constrained network adjustment and accompanying survey control point data sheets provided by Monaloh to ensure accuracy and completeness and that the proper horizontal and vertical accuracies were achieved. Satellite-based Global Positioning System (GPS) techniques were used to provide a precise horizontal control framework with a relative horizontal accuracy of Federal Geodetic Control Committee (FGCC) Second Order Class I (20mm + 20ppm or 1:50,000) or better. The final control system is comprised of 43 new points and 4 High Accuracy Reference Network (HARN) points. Six points were used to constrain the vertical components of the adjustment. All station locations were computed in the Pennsylvania State Plane Coordinate System, South Zone reference to the North American Datum of 1983, 1996 Adjustment and the North American Vertical Datum of The GPS survey was performed by Monaloh using two two-person teams working separately, with an additional operator monitoring an external control point. This approach allowed for sufficient redundancy in the GPS network to provide for the necessary accuracies. In addition, the network structure ensured that all baselines between the new monuments were the result of independent sessions, thus reducing the probability of systematic errors in the network. The first network adjustment was performed with the minimum number of constraints possible. The resulting coordinates from this adjustment were then used, along with precise satellite ephemeris, for the final processing run, utilizing the final control system as outlined above. The resulting coordinates were then adjusted using a least squares adjustment to provide a statistical groundwork upon which to judge the results of the geodetic control survey. The final GPS least squares adjustment of the network included 735 quasi-independent GPS baselines ranging from 0.09 km (0.06 mi) to km (31.3 mi) in length, and exhibited a redundancy of 581 degrees of freedom. In other words, there were 581 additional baselines 2

7 generated above the minimum requirement of 154 baselines needed to generate coordinates for the network. This provided for substantially improved accuracy of the network coordinates. The standard statistical analysis of this data is the Chi-Square test. The computed a posteriori variance factor did not meet the Chi-Square test at the 95% level of confidence. There are many reasons why the test may fail for a given network, including GPS signal multi-pathing, atmospheric effects, and inaccuracies in the mathematical modeling. It is not uncommon for a network to be well designed and accurate and yet still not meet the 95% level of confidence. As the Chi-Square test is a statistical analysis of a wealth of data, it can be virtually impossible to single out the few bits of data that can cause the given results. However, the relative confidence regions (areas in which the actual point is located) ranged from 7 to 16 mm (0.023 to ft), which can be expected of observations of this network design and duration. Analysis of these confidence regions along with the a posteriori variance factor yielded estimated horizontal accuracies of the established stations (control network points) to be ±0.02 m (0.07 ft), which is within the Second Order Class I accuracy of 20mm + 20 ppm or 1:50,000 or better. Orthometric heights were established for all stations utilizing a least squares analysis of digital differential leveling runs from known benchmarks. The information calculated through the GPS network was then checked against this information. It was desirable to provide this extra step to the vertical component of the geodetic control survey to strengthen the orthometric values of the control points. GPS derived vertical values are typically of less accuracy due to the nature of satellite geometry, and the leveling efforts provided solid values for the control network. Heights are referenced to the North American Vertical Datum of The computed variance factor passed the Chi-Square test at the 95% confidence level, which yielded estimated vertical accuracies of the established stations to be ±0.02 m (0.07 ft). The results indicate that the overall accuracy of the network well exceeds that which was required (Second Order Class I (horizontal) of 20mm + 20 ppm or 1:50,000 or better and Second Order Class II (vertical) of 30mm + 50 ppm or 1:20,000 or better). The excellent geometric distribution of 21 sets of inter-visible points with an additional point inter-visible with two others provide a strong groundwork upon which to build further survey and mapping efforts. The construction of the monuments, poured in place concrete cylinders with rebar and an aluminum cap, provide semi-permanent markers that can be expected to maintain the stability required of future endeavors. In order to meet the ACAA s requirement that all surveys completed at the Pittsburgh International Airport reference their established monumentation, a second GPS and differential leveling network was performed by Monaloh. Similar field techniques were followed to complete the second GPS network, except that a third receiver was not utilized to monitor an external control point. Due to the limited number of network points and overall geographical size, these techniques were adequate to tie into the existing control network. Monaloh searched for eight monuments along the Airport s runways, finding four of usable quality. A GPS network was set up including these four control points and PIA06 and PIA44 of the original network. To establish elevation control, differential levels were run between the four control points and PIA43, PIA09, and PIA21 of the original network. 3

8 Due to airport restrictions the field crews could only work at night, thus disallowing use of the digital level. Therefore it was necessary to perform the level runs using standard optical instruments. The least squares analysis of the second network utilized both the GPS vector data and the differential leveling data. As a result, the network passed the Chi-Square test at the 95% confidence level. The resulting relative confidence regions ranged from 3 to 10 mm (0.010 to ft). The Pittsburgh International Airport provided coordinates from a previous survey of the recovered monuments. Two sets of coordinates were provided, both labeled as Pennsylvania State Plane Coordinates, South Zone, U.S. Survey Feet, referenced to NAD 1983, 1986 Adjustment, and NAVD Although not labeled as such, one set of coordinates appeared to have been scaled to convert state plane grid coordinates to ground level values. The scaled coordinates were not used to compare to the surveyed values. The difference between NAD 1983, 1986 Adjustment and NAD 1983, 1996 Adjustment in the airport area is approximately 0.30 feet in the northing and 0.55 feet in the easting. Surveyed coordinate deltas ranged from 0.25 to 0.35 feet in the northing and from 0.51 to 0.57 feet in the easting, displaying a maximum difference of 0.05 feet in the northing and 0.04 feet in the easting. Derived NAVD 1988 elevations differed between 0.04 and 0.05 feet. In addition, baseline azimuths and distances were computed between runway points 10R-28L and The azimuths checked very well, within one arc second each. However, the computed distances differed by 0.06 and 0.09 feet, respectively. The discrepancies between the surveyed monuments and the existing coordinates are within the normal range for projects of this size and scope. The coordinates supplied by the airport were surveyed and calculated at an unknown time and certainly under different circumstances. Therefore it is not out of the ordinary to obtain deviations as noted above due to the changing situations. The estimated accuracy of the resulting coordinates of the runway monuments is ±0.01 m (0.033ft) relative to the monuments in the original network and ±0.02 m (0.066 ft) relative to NAD 1983, 1996 Adjustment and NAVD Quadrant maps showing the control point locations and detailed recovery notes for each control point are provided in Section V of this report. 11 BASIC SURVEY STANDARDS 1. REFERENCE POINTS For all surveys, at least three ACAA Monumented Control Points shall be incorporated into the survey and shown and dimensioned on the map. Other landmarks and/or property stakes shall also be tied into the survey in combination with the ACAA Monumented Control Points. A description of said landmarks and/or property stakes, and recovery notes for utilized ACAA monuments are to accompany each survey map. Prior to beginning each survey, the Surveyor will discuss with ACAA whether it will be cost effective to set extra monumentation to densify the control network for a specific survey area. 2. ACCURACY All surveys, GPS or conventional, shall meet or exceed a relative horizontal accuracy of Second Order Class II (30mm + 50ppm or 1:20,000) and a relative vertical accuracy of Second Order Class II (30mm + 50ppm or 1:20,000). These accuracies shall have the meaning and definition as put forth by the Federal Geodetic Control Committee (FGCC) in the document Geometric Geodetic Accuracy Standards and Specifications for Using GPS Relative Positioning Techniques dated May 11, 1988 and revised with corrections August 1, The Surveyor shall certify the accuracy of the Survey in terms of minimum relative accuracy between established and existing control points. (i.e. out of five pairs of control points the minimum relative accuracy is 1:25,200) The Surveyor will also make available to the ACAA the results and date of the last calibration of the equipment to be used in the survey. 3. DRAWINGS All survey maps and drawings are to be prepared and delivered in Microstation digital format. All measurements and dimensions on the drawings should be in feet and decimals. The drawings should also include a North arrow, state plane grid ticks, a legend of symbols and abbreviations, locus map, a scale, a drawing title, date and the name, company and phone number of the surveyor. The ACAA will provide the Surveyor with a prototype drawing, and a copy of the ACAA CADD standards prior to beginning the survey. The CADD standards define the levels, symbols, and line types to be used in preparation of the survey. A reproducible Mylar of all surveys are to accompany the digital files and will be suitable for recording if the scope of work specifies a boundary survey is to be performed. These copies will be the record drawings. The surveyor s stamp, signature and certification of accuracy must be present on the Mylar copies. 7

12 4. PROGRESS PRINT Before the final plan is certified, and if the scope and or schedule of the project warrant, a progress print and drawing file shall be submitted to the ACAA for review. The ACAA will mark suggested revisions and return with the progress print for revision by the surveyor. Prior to beginning survey work, an understanding as to whether a progress print will be required will be agreed upon by all parties involved. 5. DELIVERABLES Digital, reproducible Mylar, and associated survey reports of any survey conducted on behalf of the ACAA must fulfill all contractual agreements and ACAA Basic Survey Standards contained herein. Two sets of all materials identified as deliverables must be submitted, one set to the party contracting for the service and one set to the ACAA, unless the ACAA is directly contracting for the survey. 6. GENERAL The Surveyor will be responsible for arranging rights of entry to all lands on which work will be required and, as necessary, obtaining record documents and title information. The final survey must bear the stamp of a Land Surveyor registered in the Commonwealth of Pennsylvania. The ACAA will make survey information, including but not limited to deeds and plans, contained in its files available to those contracted to perform survey activities. Unless more stringent requirements are contained herein, the Surveyor shall adhere to all requirements of current Pennsylvania Code, the current Manual of Practice for Professional Land Surveyors in the Commonwealth of Pennsylvania as published by the Pennsylvania Society of Land Surveyors, and the current Minimum Standards of Practice for Professional Land Surveyors in the Commonwealth of Pennsylvania (currently in Draft form). All of the aforementioned documents and codes may be revised and modified from time to time and shall be construed to be those in effect on the date of the authorization of the survey to be performed. 8

13 PLAN SPECIFIC ELEMENTS Specific purpose, needs, and required content for each contracted survey shall be defined prior to authorization of any survey work. Additionally, the following general guidelines cover features that shall be added if they are consistent with the original survey purpose. 1. BOUNDARIES (A) Show on the survey map boundary lines giving lengths and bearings of lines, and radius, delta, and lengths of curves. The Surveyor shall verify this information with the Record Title. If the record boundary varies from the surveyed boundary, show the surveyed information and show in parentheses the record boundary thusly ( by deed) for distance or (N32 o E by deed) for bearing. (B) The Surveyor shall indicate the names of owners of abutting properties as indicated by the then current official tax records. (C) Show boundaries as called for by recorded deeds and existing monumentation and other observable evidence. Wherever these boundaries do not agree, the surveyor will show on the map the boundary that he/she advises should be adopted. (D) Install metal-capped rebar at lot corners if no monuments exist. (E) State on the drawing whether monuments were found or set, and describe the relationship of all monuments to the boundaries. (F) Identify found monuments on site. 2. RIGHT OF WAY/STREETS AND OTHER ROADS (A) Show right-of-way/layout lines of all existing railroads, roads and private ways bounding upon, leading to, or within the property. Indicate traveled ways, trees, turf planting strips, curbs, walks, street railways, lamp posts and utility poles, fire hydrants, manhole covers, and catch basins, and/or any other manmade physical features, if any, in these roads. Label ways public or private and indicate the width of the right-of-way. If public indicate when taken and/or dedicated, and if taken in fee or only as an easement. (B) Indicate width of traveled ways, sidewalks, and planting strips, adding figures showing width in feet if established by public authorities. 3. INTERIOR FEATURES Survey and indicate on the map: (A) All interior roads, drives, walks, trails, cultivated areas, fences, walls, ledges, ditches, culverts, catch-basins, water courses, hydrants, lamp posts, utility poles and/or any other manmade physical features. (B) Outlines of all building structures, both on the premises and within 30 feet of the property line, showing outside steps, cellar-bulkheads, verandas, terraces, etc., belonging to them. State type of construction and number of stories. 9

14 (C) Measure and label the distance from corners of structure to property lines, reference points and other buildings. (D) Give minimum dimensions of all culverts. (E) For all buildings located within the surveyed area, indicate the locations of the following items and record elevations thereof: Porches and landing, at top and at grade, including steps from grade. Spot elevations at all corners. Window wells and areaways. 4. LOCATING TREES AND FOLIAGE (A) Indicate on the map the approximate extent of overhang of branches of isolated trees, of masses of trees, and of high bushes. (B) Locate accurately and show on map by strong dots only all isolated trees over six inches in diameter and all obviously installed trees of any diameter that are part of landscaping. 5. UTILITIES (A) Locate and size all utilities in the street and on site, including gas, electric, telephone, cable television, and the like. Indicate size and type of underground utilities as indicated in record documents or in the case of accessible gravity utilities indicate size and type as observed during field investigations. Indicate location of nearest fire hydrant and size of main. Indicate invert elevations of sewers, storm drains and catch basins. Indicate location and characteristics of power and communications systems above and below grade. For all sub-surface utility lines on the site, indicate and locate intersection and manholes of the first connection to the off-site system as indicated by visible evidence or record drawings. 6. TOPOGRAPHY (A) Maximum error shall be one half contour interval. (B) Show contours at 1-foot interval on flat and gently sloped surfaces and 2-foot interval on steep sloped surfaces, with spot elevations at curbs, sidewalks, building entries, and at edge of property. (C) Spot elevations of pavements, rims, and inverts of utility structures, building floors, benchmarks, stairs (top and bottom elevations at each), and other fixed artifacts shall be to the nearest hundredth foot. (D) Provide spot elevations at street intersections and at 20-foot intervals along the edges of walkways and at top and bottom of curbs. 10
