3 LIBRARY DEVELOPMENT SERVICES State Library Services and School Technology, a division of the Minnesota Department of Education, is the Minnesota state library agency. The state library provides leadership and support to the Minnesota library community in planning, developing and implementing high quality library and information services statewide. The school technology program provides leadership and support to school information technology coordinators and library media specialists. This includes development of a statewide school technology plan and coordination with other state and federal programs to maximize resources for educational technology integration. State Library Services and School Technology administers federal and state grants-in-aid programs for libraries and schools. Vision Statement The Library Development Services section, acting as the State Library Agency for the Minnesota Department of Education, leads in developing, planning, and implementing excellent library and information services statewide. The State Library Agency ensures that Minnesota libraries and their communities have access to the present and future information resources they need through partnerships with public information and cultural institutions. Mission Statement To provide the library services and information resources needed by Minnesotans, the Minnesota State Library Agency will: Administer statewide library services; Develop and implement standards of accountability of state and federal funding recipients; Develop and implement statewide and regional library services, initiatives and programs; Implement statewide planning and evaluation for library development for all types of libraries; Develop and implement standards for libraries; Provide leadership for career and education opportunities; Certify library eligibility for state and federal assistance; Advise the Governor, the Legislature and regional and local governing bodies on library-related issues; and Facilitate partnerships between libraries and other agencies. Minnesotans deserve equitable access to library services and information resources regardless of geographic location, economic or social status, cultural background, age, or level of intellectual or physical ability. The library network of trustees, friends, librarians, administrators, and their communities must work together to voice their concerns and support for equitable access to their funding entities, including their congressional, legislative, county, and city officials. This collaboration will help to foster a more informed citizenry, a stronger democracy, and more economically viable communities statewide. 7 NOTES 1. Officially, as cited on 2003 Statistical Highlights, page i, Minnesota has 140 public libraries. The Metropolitan Library Service Agency (MELSA) and Traverse des Sioux Library System do not provide any public library services. However, these two regional public library systems administrative services and staff are included in the remainder of this compilation. Their omission in many categories would lead to lower statistics that do not reflect actual public library numbers. For the purpose of consistency, they are included in the summaries and tables whether the category is applicable or not. 2. The survey and the definitions for the data elements are available online at State Library Services and School Technology website 3. Populations served by individual libraries are estimated by the library directors. Because of overlapping estimates by directors, it is possible for the sum of populations served by the individual libraries to exceed the population of a regional public library system designated population. 4. Changes from the 2002 Report: The Collections category Materials in Electronic Format has been eliminated. This category had been defined as the number of physical units such as CD-ROMS, magnetic tapes and magnetic disks that are designed to be processed by a computer. New collection categories include databases and electronic books (e-books). State licensed databases and the total of databases licensed by individual regional library systems for their respective members are in the Materials Sharing table on page 2. The federated regional systems totals for materials do not include totals for databases and e-books. Most databases and e-books available at the local library are licensed by the state for all libraries or by the regions for their members. Consequently, an over-count would result if all the databases available at the individual libraries were tallied. Maintenance of Effort for the individual regional public library systems, compiled by Nancy Walton, Library Development Specialist, are included in this publication. 5.
