3 History Since passage of Act 159 of 1928, DOTD, through its predecessor agencies, has had the responsibility for topographic mapping of the State of Louisiana For some time, this responsibility was exercised by contracting with the USGS to produce paper topographic maps

History Over the years, advances in geographic information systems (GIS) have transformed mapping from a process of fieldwork and cartographic design to a continuum of digital data collection,

5 History Using GIS, maps are now produced from geospatial data stored in a database, referred to as a geodatabase. This transition has decreased the time and cost to make maps, as well as, providing an efficient way to share and distribute the information contained in the data behind the map For example, digital maps can transform a map of Parishes to a map of population, revenue, crime, healthcare, or whatever the Parish database contains

7 Breakdown of R.S. 48:36 - Topographic Mapping Act 409 of the 2012 Legislative Session Department will develop a statewide geospatial database for topographic mapping with assistance of other state agencies. Department will act as authority for Geographic Names. Department will set standards for mapping topographic features. Department will plan and manage data collection and incorporation into a statewide geospatial database for topographic mapping. Rules and regulations will be promulgated by the department with APA for planning and managing geospatial data for topographic mapping. Department will submit a written report and plan of implementation by December 31, 2012.

11 Statewide Topographic Mapping Program at DOTD Hydrography Layer GOHSEP and DOTD invested in the development of the Hydrography Layer completed in 2014 using the 2010 Imagery Layer Plans are to perform updates as necessary to the USGS National Hydrography Dataset for Louisiana and the Louisiana Hydrography Layer Plans are to acquire more recent imagery and LiDAR to perform additional updates

14 Statewide Topographic Mapping Program at DOTD Structures Layer DOTD is working with the Stephenson Disaster Management Institute (SDMI) at LSU to develop this layer Continue to acquire additional Structure and Address Data Incorporate existing Structure and Address Data into the Structures Layer

15 Statewide Topographic Mapping Program at DOTD Implemented organizational structure to better support the Program Program Manager and in-house technical positions established Cross divisional teams of experts at DOTD Tasked OTS GIS resources assigned to DOTD in support of the Program Developed the Statewide Topographic Mapping Advisory Committee

16 Statewide Topographic Mapping Advisory Committee The primary mission of the Statewide Topographic Mapping Advisory Committee is to advise the Program and oversee the efficient use of all resources available to the Program. The Committee will work with Program leadership to accomplish the following: Develop current and long-range plans Establish policies and procedures Establish state priorities for the geospatial database Minimize duplication of effort and maximize resources Identify specifications and standards Increase communication and cooperation among users of the database

17 Statewide Topographic Mapping Advisory Committee Committee membership is comprised of decision makers from organizations such as: Louisiana Department of Transportation and Development (DOTD) Louisiana Governor s Office of Homeland Security and Emergency Preparedness (GOHSEP) Louisiana Division of Administration (DOA) Louisiana Coastal Protection and Restoration Authority (CPRA) Louisiana Department of Natural Resources (DNR) Louisiana Department of Environmental Quality (DEQ) Local government partners of the Program

18 Statewide Topographic Mapping Advisory Committee Likewise, the Committee includes advisory members from organizations such as: Louisiana Geographic Information Systems Council United States Geological Survey (USGS) United States Department of Agriculture, Natural Resources Conservation Service (USDA, NRCS) United States Army Corps of Engineers

19 Statewide Topographic Mapping Program at DOTD Enhanced in-house data collection and processing capabilities Upgrade of fixed-wing air platform and data collection sensors Beechcraft King Air Leica DMC III digital camera Leica ALS 80 LiDAR sensor Upgrade of hardware, software, and infrastructure to support data processing Partnering with OTS Procurement of consulting services with Dewberry Engineers, Inc. to assist in Planning, collecting, and processing LiDAR and photogrammetry data Training of DOTD employees in processing and leveraging the data Developing and establishing standard operating procedures

Documenting SOPs with the assistance of Dewberry Engineers, Inc. DOTD personnel have commenced initial training activities associated with processing data collected Documenting SOPs with the assistance of Dewberry Engineers, Inc.

21 Statewide Topographic Mapping Program Activities Worked with Dewberry Engineers, Inc. to submit pilot LiDAR data and products collected by DOTD to USGS to review and assess for compliance with 3DEP standards Baton Rouge AOI collected in late summer 2017 Verified QL1 No major issues found

22 Statewide Topographic Mapping Program Activities Contracted with Dewberry Engineers, Inc. to collect LiDAR and perform modeling of the Amite Basin River Basin Currently awaiting proper environmental conditions (i.e. water levels) in the Amite Basin River Basin AOI to proceed with LiDAR collection there. Commenced initial LiDAR collection efforts in the Northeast Louisiana Partnered with USGS/NRCS to maximize LiDAR collection in Louisiana this year

24 Statewide Topographic Mapping Program Activities Participating in the 3D Nation Elevation Requirements and Benefits Study The Study will document and refine the requirements and benefits of mission critical needs that depend on 3D elevation data. Louisiana State Champion Working with USGS, NOAA, and Dewberry to organize Louisiana s response to the study.

25 Path Forward Topographical Data Collection Specifications Work with the Statewide Topographical Mapping Advisory Committee and other partners of the Program to ensure the broadest application of the Base Map Desired Data Collection frequency To refresh the data the map is built upon every 4 5 years Leveraging the GIS products made available by the enhanced data collected
