9 Project Ranking a New Requirement The Texas Administrative Code requires TxDOT to develop criteria to rank the priority of each project listed in the UTP based on the transportation needs for the state and department goals. Generally, all projects must be ranked as Tier 1, 2 or 3. 10 Major Transportation Projects a New Requirement Why? The 2014 UTP is the first opportunity to provide a list of Major Transportation Projects, as now required under the Texas Administrative Code. How? All projects in the 10-year UTP are candidate projects. Eligibility is determined with a screening process considering the criteria provided in the code, including: (1) Total project cost (2) Level of public or legislative interest (3) Level of local or private entity funding (4) Project complexity (5) Department time sensitive critical need Projects must meet critical benchmarks if listed in 1 st year of UTP Currently no projects have been designated as Major Transportation Projects. 11
