5 Mission & Background - MISSION - Facilitate cooperation among agencies/departments within the County of Orange to promote the development, acquisition and dissemination of GIS infrastructure, data and services. - BACKGROUND - Prior to ELA, the County had spent over $2.7M on various GIS software and services, yet had not begun to utilize or develop GIS to a fraction of its full potential, lagging behind many Orange County Cities and neighboring Counties. In 2013, the County Executive Office facilitated the creation of the OC GIS User Group and OC GIS Steering Committee in an effort to break down silos and pursue a collaborative GIS efforts between the departments and agencies.

7 Objective of County Wide GIS Leveraging resources and coordinating policy through a collaborative effort that will increase the cost effectiveness, accuracy and comprehensiveness of geographic information within Orange County : Eliminate duplication of efforts within County Agencies to procure separate contracts for Software and IT resources Consolidate all licenses into one County Wide Agreement Create county wide standards and policies for common branding of all internal and external mapping products Allow agencies and departments who were currently utilizing GIS to expand their services Allow other agencies or departments who were considering using GIS to access the full resources of OCPW at little or no startup cost

8 Challenges prior to ELA Lack of EASY access to authoritative datasets No County level base-maps Minimal to no collaboration between departments and agencies Limited staff time for GIS mapping and analysis IT Infrastructure was not suited for GIS use (specifically concurrent use licenses) No public-facing web servers within Public Works GIS server security- Complex IT Infrastructure No central GIS database No GIS Classifications to recruit and retain GIS staff

9 Benefits of ELA Lower cost per unit for licensed software. Reduced administrative, management and procurement time Reduces IT hardware costs, including utilizing managed cloud services Industry standard platform used by 54 Counties in California and 34 incorporated cities within Orange County Maintenance upgrades and support for all software Flexibility to deploy software when and where needed Access to ArcGIS on-line data services, including census, demographic, imagery and other data products authored by ESRI Creation of OC GIS standards for common layers and branding Recruitment and retention of talent
