Ninety six community level sub-projects have been executed of which 60 are highly satisfactory, 29 are satisfactory and 7 moderately satisfactory. This was possible because of the close support to the community level projects provided by AGAIBs (Agencies in Support of Grass Root Initiatives), the project coordination and the WB. The project had supported the implementation of 96 community level sub-projects on the field of disaster flood reduction, sustainable land management including forest sustainable management; provided equipment to all institutions involved in disaster risk management and support the training of 903 people from public and private services. Regarding the Early Warning System (EWS), the MERF needs to continue working to strengthen the link between the various players, to clarify the role and responsibility of each actor, and to harmonize the exchange tools (software, file format, servers) between these actors. Therefore, it is very important for the country to continue developing capacities on disaster risk management especially on the role and responsibility of all the actors and sectors, including the civil society, involving in climate change and its consequences such as flooding, land slide and drought. The new operation on the modernization of meteorology and hydrology services known as Hydromet project which has EWS as one of eligible activities need to capitalize on the results of the current integrated disaster and land management project. The project team and all stakeholder involving in the project implementation had already prepared the Government Implementation Completion and Results Report (ICR). The draft ICR report is available and the national validation is planned for second half of June 2017 before the project closes on June 30. Page 2 of 11

6 Public Disclosure Copy Value Overall Comments New equipment purchased has increased the number of sites installing hydrology equipment. Nineteen hydrometric stations were equipped; 14 beacons were installed in localities identified by Red Cross. This has resulted in increasing the area covered by the EWS in vulnerable areas. The l EWS has allowed to inform population in Maritime and Savana regions, the most vulnerable ones about the upcoming flood in Mono and Oti rivers basin on time so no dead person was recorded in The three institutions, including Red Cross, Hydrology and Meteorology services have been working closing on the EWS focusing on flood. Forty Sustainable Land Management (SLM) and Sustainable Forest Management (SFM) sub projects were carried out in the country, improving agricultural yields on degraded lands. A total of ha benefited from good SLM practices with ha of land recovered. The determination of number of the project direct beneficiaries was discussed many times during the WB missions. Neither the government nor the PIU has a tool to monitor the number of people listening to the 20 local radio stations that the PIU has signed a contract with for information, education awareness in the whole country. It is the same for televisions. The value of this indicator was determined by the sum of the values of the following elementary indicators: Number of Income Generating Activities (IGA) beneficiaries initiated under the sub-projects; number of persons paid for all reforestation activities; number of farmers who have improved their productivity applying the SLM technology; number of persons trained on nursery and who have made seedling production a profession through the IDLM project;; number of people exploiting the water reservoirs created by the subprojects; number of people paid for gutters clearing and other works community works; number of people saved by emergency operation with new equipment provided to the fire fighters service; number of flood victims saved and protected from community infrastructures such bridges, gutters, etc. ; number of people benefiting from the functional Early Warning System (SAP); number of people recruited through various services (consultants and others); et number of staff receiving benefits or salaries in AGAIBs but paid by the IDLM project. The project provided the civil protection service with 04 motors pumps with a total capacity of 500 m3 / h and a submersible pump of 1152 m3/h. In addition, the project has restored the warehouse for the storage of sub-regional emergency equipment, which has 912m 3 / h capacity suction and discharge pumps. Sixty radios were provided to Civil protection service plus two relay antennas. This covers the country communication needs and strengthens the response capacity for the early warning system. Two meteorology stations have been built and 17 hydrological stations installed. With the construction of 13 meteorology stations to be completed by June 30, the country will have 30 stations at the end of the project, including 14 meteorology stations and 16 hydro stations. Sixty radios were provided to Civil protection service plus two relay antennas. This strengthens the response capacity for the early warning system. The value attributed to the indicator on people informed is the sum of the number of people informed about the disaster risk reduction through the community activities; the number of people informed about the SLM through community activities; the number of pupils and villagers sensitized by the NGOs during the launching of sub-projects and the awareness-raising rounds; the number of members of the 19 platforms established as part of the decentralized operationalization of the EWS. Regional awareness-raising workshops for local decision-makers on climate-friendly agriculture have been organized in the country's five regions. Several activities have improved the score on the Protected Areas (PAs) effectiveness management. Training to forest administration staff in the use of the forest inspection manual, supporting community-based projects around the protected areas, the construction of the forestry brigades for the protected areas of Abdoulaye, Alédjo and Amou Mono, implementation of Missahoe protected forest Management Plan. Project supported the elaboration and validation of texts implementing the forestry code. Training of forest administration staff as judicial police officers. The project had increased and strengthened awareness of targeted population to risk of land degradation and flooding which improved resilience of the targeted population including students, farmers, and other groups living in climate vulnerable areas. Sensitization campaigns around protected areas, buffer forests created around PAs through community activities. The target score of 70 was not reached because the country need to perform some reforms which are beyond the project capacity. When preparing the project, the WB and Government teams have not taken into account this consideration and were too optimist by overestimated the target score. Topographical maps of Great Lomé covering area of 582 km2, Maritime and Savannes regions covering 9582 km2 were realized, these maps are used by many departments in their sectors planning. The project had supported the land degradation mapping. The indicator on the area covered by the monitoring system and land use is linking to the operationalization of the creation of an Ecological Monitoring Unit in the MERF. The project contributed to the creation of the Unit and support the capacity building of the member of the Unit constitutes of geospatial and GIS experts. So after the projects closes, the Unit will continue to follow up the country vegetation cover and can easily update how the vegetation is moving.
