2 2.1 Objective/Purpose of the Public Authority. The Punjab State Cooperative Land Mortgage Bank Limited now The Punjab State Cooperative Agricultural Development Bank Limited, Chandigarh was established in the year 1958 with a view to provide the grant of long term loans to the owners of land or other immovable property, to enable them to discharge their debts, to carry out agricultural improvements, to acquire land for the formation of economic holdings and other like purposes and thereby to promote thrift and self help among them. 2.2 Mission/Vision Statement of the Public Authority. The vision of the Punjab State Cooperative Agricultural Bank is to establish a new social order based on Cooperative Principles and Values. The PSCADB would be able to provide need based credit to farmers and others and to achieve the said goal only if the Bank is:- To emerge as resource based, strong and vibrant financial institution capable of meeting the entire credit needs of the members. To help/improve the financial condition of the members by facilitation long term investment in agriculture and allied activities. To endeavour to provide credit to farmers for taking up ventures in Non Farm Sector. Conversion into full fledged Bank. In pursuance of the aforesaid targets the Bank shall have to introduce diversified activities & loan portfolios and to push up lending under new ventures: 2.4 Brief History of the Public Authority and Context of its Formation. The Punjab State Cooperative Agricultural Development Bank was established during the year 1958 with the basic objective to eliminate exploitation of the farmers by money-lenders by providing them long term loans at cheaper rates of interest, repayable in easy instalments for the development of agriculture and allied activities including the improvement of land and the methods of cultivation. At the initial stage, the Bank started functioning through the Central Cooperative Banks by 2

3 appointing them as agents. The agency system continued upto the year 1962 and thereafter 14 PADBs (previously known as Primary Coop. Land Mortgage Banks) were affiliated to the State Bank for the purpose of advancing long-term loans. The long term structure in the Punjab State, as such, is a Federal Structure with State Cooperative Agricultural Development Bank as an Apex Institution and member Primary Cooperative Agricultural Development Banks at the base level. At present the number of PADBs in the State is 89. This Bank was established in the year 1958 with a view to provide the grant of long term loans to the owners of land or other immovable property, to enable them to discharge their debts, to carry out agricultural improvements, to acquire land for the formation of economic holdings and other like purposes and thereby to promote thrift and self help among them. 2.4 Duties of the Public Authority. It is the duty of this Bank to provide facilities of long term credits to its loanee members and further to ensure that the loan advanced is properly utilized and the assets are created. It is also the duty of the Bank to ensure the timely recovery of the loans advanced through persuasive methods and to maintain the office/loan records till its realization. 2.5 Main Activities and Functions of the Public Authority. Since inception, the Bank has been financing various activities under the Farm Sector & its allied activities. Besides traditional and allied activities, the Bank also played a meaningful role in Green, White and Blue revolution in the State which is still continuing, the Bank has further diversified its lending portfolios. In the year , the Bank also started financing Non Farm Sector activities provide selfemployment avenues to the educated/skilled persons in the State. Main lending activities are as under:- Purchase of tractors Installation of tube-wells Purchase of Threshers Poultry Development Horticulture Eucalyptus Plantation Land leveling Bee keeping Installation of Bio-gas plants and a large number of NFS activities Purchase of agricultural implements Harvester Combines Dairy Development Inland Fisheries Poplar Plantation Laying of Under-ground pipelines Mushroom Cultivation Sheep / Goat rearing 3

Farm Sector and Allied Activities Initially, the Bank advanced loans only for Purchase of Land, Redemption of Land, Farm Mechanization, Land Levelling, Cattle Shed Construction etc. Thereafter, the Bank diversified its lending portfolios and advanced loans to activities allied to agriculture. The Bank has contributed in Green, white and blue revolution by providing loans for dairy, minor irrigation and inland fisheries. Non-Farm Sector The Bank is playing a vital role in elimination of un-employment by providing loans for NFS activities to the educated unemployed farmers/members of PADB. In order to achieve this, the Bank switched over to Non-Farm Sector in the year and started financing ventures of self-employment in Manufacturing, Processing and Service Activities with the object of generating self-employment and business expansion / diversification. RURAL HOUSING We have also started loans for rural housing to the members of the PADB. 4

6 2.8 Expectation of the public authority from the public for enhancing its effectiveness and efficiency. The Bank expects from the public to come with complete and true information, so that their loans could be processed and payments released without any hindrances and loan be properly utilized and assets created. The Bank also expects from the public that they should re-pay their loan instalments in time without fail, so that the Bank may not have to resort to coercive methods to effect recovery. They should vote in those persons who are well qualified and have interest in cooperative movement. 2.9 Arrangements and methods made for seeking public participation/contribution. The Bank calls Annual General Meeting where all the schemes and their benefits are told to the members and their views and suggestions are also sought. There is a provision to hold KISAN GOSHTIES, formation of Voluntary Vikas Vahini (VVV Clubs) & Farmer s Meet where farmers are actively involved Mechanism available for monitoring the service delivery and public grievance resolution. This Bank has formulated a fool-proof system under which every loan case advanced is checked up by different authorities to see that the loan stands utilized. Every Field Officer has to check the 100% utilization. In order to redress the grievances of the public, this Bank has a Vigilance Cell, which enquires/looks into the complaints and the guilty officials are taken to task and relief is provided to the complainants. 6
