1 SWARNJAYANTI GRAM SWAROZGAR YOJANA (SGSY):- Swaranjayanti Gram Swarozgar Yojana was launched during the year This Yojana is a holistic package covering all aspects of self employment such as organization of poor into self help groups, training, credit, technology, infrastructure and marketing. The beneficiaries under this scheme are called as Swarozgaries. This scheme is a credit-cum-subsidy programme. Subsidy under SGSY is uniform at 30 percent of the project cost subject to a maximum limit of Rs. 7,500/-. In respect of SCs/STs and disabled persons, subsidy has been fixed 50 percent or maximum ceiling of Rs.10000/- respectively. For groups of Swarozgaries (SHGs), the subsidy is 50 per cent of the project cost, subject to per capita subsidy of Rs.10, 000 or Rs lakh whichever is less. SGSY will particularly focus on the vulnerable groups among the rural poor. This scheme is being implemented by Central and State Governments on 75:25 cost sharing basis. 4 Progress made RSETI 1. RESTIs:- Apart from above in order to impart training to adequate No. of APL/BPL Rural youth, the Govt. of India has approved 10 RSETIs in respect of non tribal Districts. The tribal Districts Kinnaur will be covered by Shimla RSETIs and District L/Spiti will be covered by the RSETIs of District Kullu. For construction of these RSETIs, the land is to be provided by the State Govt. free of cost and for construction of these RSETIs buildings funds would be provided by the Govt. of India for which ceiling of Rs crore has been fixed for each RSETIs. The Govt. of India has specified batch size of 25 to 30 candidates and 30 to 40 batches in a finical year are mandatory for each RSETIs. The training funds will be mat out of SGSY training component. The rate of Rs. 200 per candidate per day to a maximum of Rs for training up to 4 weeks duration and maximum of Rs for training of longer duration. Other recurring costs for the RSETIs i.e., that of the training expenses, faculty salaries, logistics, etc., will be borne by the sponsoring banks or through other sponsoring organizations like SIDBI or NABARD. Present Status of NRLM Implantation in Himachal Pradesh Setting up of SRLM in the State (Society): A society promoted by the department of rural Development for the implementation of the NRLM (Livelihood Promotion) in the State. HPSRLM is an independent institution registered under the Society Registration Act 21 of 1860 in the year The HPSRLM has also opened a separate bank Account for NRLM in Central Bank of India (A/c No IFSC code: CBIN ) Kasumpti Branch, Shimla. HPSRLM is headed by the CEO, HPSRLM and Dr. Ashwani Sharma H.P.A.S. has been appointed to the post with independent charge by the Government of Himachal Pradesh. Besides, Sh. Robin George has been appointed as the Project Director to assist the CEO in the Implementation of the Programme. Establishment of Core Team: At the State level for developing the Strategy and also for setting up delivery mechanism for livelihood improvement, capacity building; a core team consisting of Officers/ Experts from Agriculture, Horticulture, Animal Husbandry, Industry, Tourism, Finance, Banking, SIRD has been set up.

7 SPIP preparation and initial activities: The State has appointed a specialized agency working in the field of livelihood promotion for the preparation of five year SPIP by commissioning a study in half of the Blocks in the State, which will be submitted to the Department by 30 th September, In addition to above, HPSRLM has organized exposure visits for the State and District Officials to Andhra Pradesh and Kerala for understanding the process of SHG movement and federation which will be implemented in the State. At the State level trainings at SIRD and PRTI Mashobra (two training in each) for the field level staff of the Department have been imparted which would oversee the implementation of the NRLM at the initial phases.
