In 198 1, Disabled Per sons Welfare Act was en act ed an d t h e 88 Paralympics brou gh t t h e n ations att ent ion t o th e welfare an d reh abilit ation of person s with disabilities. Since th en, t h e facilit ies and th e services for th e disabled per sons h ave expan ded r apidly an d t h e reh abilit ation tr eatment and nu rsing int ervention ar e drawin g mor e att ent ion. Against th is backgr ou nd, th e su rvey on t h e cu rr ent st at u s of disabilit ies, welfare service, facilities, and reh abilit ation nur sin g was condu ct ed. Th e resu lt s of th is survey are as follows. 1. Accordin g t o t h e 2000 census of disabilities, t h e nu mber of person s with disabilit ies in Kor ea is estimat ed at 1,449,500, or 3.09% of t h e entire Korean population, 0.74 % u p from 2.35% in disability and, in 2000, th e number increased by 4.7 times t o 1,024,37 1. Th ese figu res are differ ent fr om th e actu al nu mber of disabled person s. Accor ding t o th e censu s, 1,053,486 were disabled per sons bu t only 378,32 3 regist ered for disabilit y. An d, in t h e 2000 census, 1,024,371 out of th e 1,44 9,4 96 of disabled persons regist ered for disability. 5. Welfare Service for Persons with Disability 62.6 % of th e t ot al disabled people ar e r egist er ed and ph ysically disabled per sons accou nt ed for th e h igh est per cent age of 96.7%. 26.5% of non-regist ered disabled people said th at t h ey didnt k n ow th e r egistr at ion procedure. Th e rest of th em r eplied t h at th ey didnt t hink th ey wer e disabled or th at registration didnt seem to give any benefit s. 2. Disability Types in 2000 Th e 2000 census sh owed th at th e per sons with disabilit ies number ed 1,44 9, 496 out of th e t ot al population and 1,024,37 1 person s are regist er ed for disability, makin g u p 70.7% of t h e estimat ed disabled population. Amon g th em, ph ysically disabled per sons accou nt ed for t h e largest 4 1.7% (605,12 7) and m ent ally r et ar ded person s st ood at t h e smallest 9 % (13,48 1). 3. Per cent age of Disability Presen ce Th e su rvey sh owed t h at m ore t h an 90% of disabilit y wer e acqu ir ed. However, 44.8% of ment al disability an d % of h earin g / speakin g disabilit y wer e n ot acqu ir ed aft er birt h. Th is mean s th at th ese disabilit ies h appen ed by congenit al cau se or birth accident. 6. Welfare Policies for Disabled Persons Th e welfare ben efit s given t o t h e disabled ar e as follows : Issu an ce of disabled sign for car drivers, P ermission t o u se LP G fuel, Commu nication fee redu ction, Tax exemption r elat ed t o cars, Redu ction of public facility fees, Hou seh old allowan ce, Tax r edu ct ion or exem pt ion, Medical allowan ce an d edu cation su bsidy for ch ildr en, and Hou sin g. 7. Current Con dition of Welfar e F acilities by Disability Type Th e welfare institu tions for disabilities numbered 188 in t otal and th ey can accomm odat e 16,82 3 per sons. Cat egories of t h ese in st it ut ion s ar e physical disabilit y (37), visu al disability (10 ), h earin g/ speakin g disability (14 ), m ent al ret ar dat ion (59 ), an d sanat orium s (68 ). 4. Th is organization is also m aking effort s t o develop t h e edu cation progr am for qu alified reh abilit ation nur sing pr ofession als and t o develop t h e st andar ds of r eh abilit at ion nu rsin g pr actice. In t h e professionals of th e reh abilit at ion, th ere are reh abilit ation specialist, physical therapist, speech th erapist, occu pational th erapist. It is n eeded t o com e u p with th e m easu res t o su pply st able hu man r esour ces followin g t h e dem an d of disabled p er son s a n d t o r ecogn ize t h e privat e cert ificat es for r eh abilit ation pr ofession als as official ones aft er r eviewin g th e edu cation and t rainin g pr ograms of privat e in st it ut ion s. 9. Reh abilit ation Nu rsin g 1) Reh abilit at ion nur sin g was t au ght as an indepen dent subj ect in 11 u ndergradu at e progr am s an d 9 gradu at e progr am s. 2) Research on r eh abilit ation nu rsing in Korea were 24 experiment al research and 11 non- experiment al research. Th e int ervention of experim ent al r esear ch wer e most ly edu cation and exercise reh abilitation pr ograms. 3) In th e th ree reh abilit ation h ospit als, nu rsin g is divided int o t wo cat egories, direct nur sin g and edu cat ion & cou nselin g.
