1 PRE FEASIBILITY REPORT 1. INTRODUCTION Thiru S. Baskar Babu, S/o. Late Sri S. Selvaraj, No.2, First cross street, Anna Nagar, Nellithope S.O., Pondicherry has a mining lease area for the production of black granite at S.F. No. 9/1B extent ha of Eriyur Village, Vanur Taluk, Viluppuram District. He has five years of experience in quarrying. The applicant Thiru S. Baskar Babu Individual has already obtained for grant of Mining lease to Black Granite Mine over an extent of Ha in S.F. No. 9/1B of Eriyur Village, Vanur Taluk, Viluppuram District, Tamil Nadu for 20 years. The quarry lease was granted in vide Government Order (3D). No.13 Industries (MMB-2) department dated for twenty years and the lease deed was executed on and the lease of period will expiry in The Mining plan was approved by Commissioner of Geology and Mining, Guindy Chennai vide letter No. 7082/MM5/2009 dated Thiru S. Baskar Babu, S/o. Late Sri S. Selvaraj, propose to Mine Black Granite 2340 m 3 for five year from the Existing mine lease area by open cast semi - mechanized mining technique. This feasibility report is prepared towards obtaining the Environmental Clearance. As per MOEF O.M. No. L / 47/ 2011 A.II (M) dated 18 th May 2012, leases of minor minerals also require environmental clearance. For getting environmental clearance, depending on the nature magnitude and capacity, the projects are categorized as A Category & B Category. A Category projects have to be cleared by MOEF while B Category by the State Environmental Impact Assessment Agency (SEIAA). This being a small mine of just Ha (< 25 Ha) it can be treated as B-2 category. GO. In order to obtain EC 1 SEPTEMBER 2017

2 we are applying to SEAC, Tamil Nadu to get EC as per the procedure prescribed in Notification dated Accordingly the lessee has to evaluate the possible environmental aspects and their associated impacts that will be raised due to the production of Quartz & Feldspar and to delineate the management plan to prevent, control, mitigate or minimize the adverse environmental impacts envisaged. In this regard, the applicant has appointed M/s. ABC Techno Labs India Private Limited, Chennai, who is accredited by National Accreditation Board for Education and Training (NABET), Quality Council of India (QCI), New Delhi to prepare Environmental Impact Assessment (EIA) report including Environmental Management Plan to mitigate any adverse impacts to the Environment. 2. DETAILS ABOUT THE MINE Individual Mine Thiru S. Baskar Babu mine lease ( ha) is a patta Land at S.F. No. 9/1B of Eriyur Village, Vanur Taluk, Viluppuram District, Tamil Nadu. Eriyur Black Granite mining method is semi mechanized open cast - drilling and blasting method. The applied area is about 2.0 km, away from Eriyur Village. Mine lease area is well connected with roadways, the nearest roadway is SH 136 road, 0.22 km North. Nearest Railway station is Vikravandi Railway station which is located about km SW, from the mine lease area. Nearest Air Port is Chennai International Airport of about km NE from the mine lease area. Nearest Port is Chennai at a distance of 130 km NE. The applied area is easily accessible by means of roadways (Lorries and trucks). The lease area comes in SOI, Toposheet No. 57 P/12. The detailed Google Image of the project site is show below. NEED FOR THE PROJECT AND ITS IMPORTANCE Black Granite is very important chemical mineral and is the principal raw material for the production of countertops, tile floors, stair treads and many other design elements etc. The need for mining of the chemical grade Black Granite from the project (Quarry lease area) has arisen to meet the current situation of demand supply gap faced by company. Multi colour Granite is used in countertops, tile floors, stair treads and many other design elements. The smaller domestic sales will also bring good returns financially to state governmental and central governmental in the form of taxes, cesses, duties, etc. As the Multi colour Granite mining operations in the proposed Quarry will employ about 18 persons directly and about 100 persons on indirect basis through allied opportunities in logistics, trading, repining works etc good employment potential will arise in this internal rural backward area, which will provide a great fillip for raising income levels and standards of living in the area. As per EIA notification 2006 project proponent is submitting the proposal to get Environmental Clearance for Black Granite mining with production capacity of 2340 m 3 for five years and average of 468 m 3 Per Year from State Environmental Appraisal Committee constituted by MoEFCC, GOI for the purpose of grant of Environmental clearance. 4. All operations of mining, including drilling, blasting, excavation, loading & transportation on single shift basis shall form the complete mining operation. 5. NEED FOR THE PROJECT AND ITS IMPORTANCE TO THE COUNTRY AND OR REGION. The demand for granite increased due to rapid industrialization and growth in infrastructure. So the number of granite producing quarries is increasing in India. Granite is the chief material in this sector, for the export industries like monuments, flooring slabs, Kitchen articles, sculptures & export. Based on the demand of Granite, the lessee intends to produce the required quantity of Black & Colour granite for domestic & international market. Chemical grade Multi colour Granite has high, specific levels of Calcium Oxide (Cao), Magnesium Oxide (MgO), or both. Additionally, chemical grade Multi colour Granite has a high level of purity in that it contains very low levels of residuals typically found in Multi 5 SEPTEMBER 2017

6 Colour Granite composites such as, silica, clay, organic matter, iron oxide, and siliceous skeletal fragments. The optimum chemistry and purity of chemical grade Multi Colour Granite makes it ideal for Granite dimension stone is used in buildings, bridges, paving, monuments, and many other exterior projects. Indoors, polished granite slabs and tiles are used in countertops, tile floors, stair treads and many other design elements. DEMAND SUPPLY GAP The quarried Black Granite blocks are either exported as raw blocks or processed as value added products such as slabs, tiles, fancy items, Monuments, precision surface plates for engineering application in their own captive granite processing unit situated at KARUR district. The export market for granite is china, European Country, North America, Middle East, Far East, Japan, Taiwan & Canada besides catering local markets. Products and Application areas of Granites: Broadly there are six categories of granite products rough blocks, slabs, panels, tiles, monuments and others. Granites are most adoptable as interior veneers in sky scrapers. In architecture, granites are mostly used for artistic veneers as they enrich other aspects of buildings. Slabs, Panels, Tiles and Monuments: Granite in the form of slabs of various sizes is mainly used in building monumental institutions, commercial and residential buildings. Slabs : A semi finished block of rectangular size with one side polished and the other outside sawn and thickness in the range of 20mm upto 20 cm. are used for interior wall panels in the building. Panels: Panels are used for covering the interior surface of the buildings, as tabletops and as interior wall paneling. Size of panel range from 50 cms x 100 cms upto 100 cms x 100 cms and thickness correspondingly varying from 20mm to 50mm. 6 SEPTEMBER 2017

7 Tiles: Granite tiles are used as flooring material and also for wall cladding most preferred size is 30 x 30 sq. cms with 10mm thickness though sizes vary within the range 15 x 10 sq.cms and 60 x 60 sq. cms. Tolerance requirement in the international market on thickness is generally 0.1 cm to 0.2 cm. Monuments: Indian Black Granite is being exported in finished / semi-finished form for making monuments and tomb-stones for graveyards. Granite with good polish are mostly selected for making memorials ranging from simple markers and head stones to elaborate monuments and mausoleums. Some export of red granite monuments have also begun recently. Other Uses: In India granite is used as kitchen platform, kitchen sink, nameplates, foundation / inaugural stones etc., Granites ashtrays; flower vases and other art pieces which have both domestic and export markets. Other uses for dressed or cuter shaped forms of different sizes are as flagging stones in the form of flat slabs or rectangular or irregular shapes over steps, walk ways, parks and terraces, parking streets and highways or other traffic areas with rectangular blocks. Less known is the fact, that granites find important applications in the engineering fields as they possess high stability, non-denting and wear resistance qualities. These engineering grade granites are used in the construction of bridges, piers, sea and river walls, dams and related structures, bridges, super structures, grade separations and retaining walls. Granites are often used for the manufacture of inspection equipment, like surface plates, parallels, cubes, squares, straight edges, measuring prisms, guide ways of precision instruments and other metrological aids such as in weight measurements. 7. INDIGENOUS PRODUCTION There is no import of Black Granite at present in India. India especially the southern India has good resource of Black Granite and has a great demand in the international super market. Indigenous Black Granite almost shares more than 50% requirement in the world. 8. EXPORT POSSIBILITY Not envisaged. 7 SEPTEMBER 2017

8 9. DOMESTIC/EXPORT MARKETS Viluppuram District is bestowed with abundance of Black Granite deposits as such the state has enriched in production of Black Granite. The mine lease area is 22.5 km from the district headquarter Viluppuram and the proposed site is easily accessible through roadways to the various places and Black Granite marketing will not be a problem. 10. EMPLOYMENT GENERATION (DIRECT AND INDIRECT) DUE TO THE PROJECT The mine will have a potential of direct employment comprising of managerial, skilled, semiskilled and unskilled staff. Due to proximity of villages near the mine lease area there is not much problem about the labor forces for mining operation such as loading and other associated jobs. The existing employment potential status is given below. Total manpower on site is 18 on direct basis. Indirectly more than 100 persons can derive benefits in allied services like logistics, polishing, loading/ unloading repair works trading etc. PROJECT DESCRIPTION i) Type of project including Interlinked and Interdependent project, if any. The project is Black Granite mine by opencast method in the lease hold area of Ha. The project meeting the Black Granite requirement for production granite material stone used is used in buildings, bridges, paving, monuments, and many other exterior projects. Indoors, polished granite slabs and tiles are used in countertops, tile floors, stair treads and many other design elements etc, for various applications at, Eriyur Village, Vanur Taluk, Viluppuram District, Tamil Nadu. ii) Location (map showing general location, specific location, and project boundary & project site layout) with coordinates. The mining lease area is located at S.F. No. 9/1B of Eriyur Village, Vanur Taluk, Viluppuram District, Tamil Nadu and the entire mining lease area falls in patta land and the area is contoured terrain at an elevation of about 32 m from general ground level. It is sloping towards South. The mine lease area is covered in parts of Survey of India Toposheet No. 57 p/12 and having elevation of 32 m AMSL and located at Latitude of N Longitude of E Detailed Topo map & Site Layout is enclosed Annexure IV. 8 SEPTEMBER 2017

11 iii) Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental consideration gone into should be highlighted. The occurrence of mineral is site specific and the mining/exploitation is to be taken up to that particular location only therefore no alternative sites were required to be explored. iv) Size or magnitude of operation. The mining of Black Granite will be carried out from the leasehold area of Ha. It has been observed from the Geological Plan that the topography of the area is contoured terrain at an elevation of about 32 m from general ground level. It is sloping towards South. a. GEOLOGY OF THE AREA : The hard rock terrain of Archean to late proterozoic comprises predominantly hornblende biotite gneiss, North east South west trending and their magmatic derivatives supracrustal sequences. The rock has a hardness of 6.5 to 7.5, specific gravity 2.8n to 3.3 wear factor unit weight 3.2 tonnes/cu.m Strike = Trending east and west direction Dip = Almost vertical dipping b. RESERVES The lease area is an existing mine. The geological and mineable reserves are estimated by cross sectional method. 12 TABLE 4 - ESTIMATION OF RESERVES AS PER CROSS SECTIONAL METHOD Recoverable Reserves: Top Soil - the thickness of top soil is noticed in this area is 3.0 mts and the total volume of top soil will be 4842 m 3. The geological reserves were calculated and estimated as 1530 m 3. the mineable reserves were calculated as 1260 m 3. Actually the geological and mineble reserves was calculated by applying recovery percentage of 0.6% and depth is taken up to only 15.0 mts. 12 SEPTEMBER 2017

SELECTION OF MINE BOUNDARY: The mine boundary is demarcated in line with the following conditions / stipulations laid down by the Mining plan was approved by the Commissioner of Geology and Mining Guindy Chennai vide letter No. 7082/MM5/2009 dated (Copy of Mining Plan approval letter enclosed). Proposed rate of Production and expected life of the Mine: The mineable reserves is estimated by cross-sectional method having considered the recovery factor, depth of mining, safety barriers etc., The mineable reserves is estimated 1260 m 3 and the recoverable reserves is 3349 m 3. The life of the mine is computed as Five Years at a production rate of 2340 m 3 of Black granite for Five years. The wastes are generated during the mining period is m 3 shall be proposed to dumping the Side burden and mineral waste in the 7.5m boundary barrier of the Northern west Eastern side of the lease area. v) Project description with process details (a schematic diagram/ flow chart showing the project layout, components of the project etc. should be given). Physiography The area is contoured terrain at an elevation of about 32 m from general ground level. It is sloping towards South. Method of Mining a) Type of Mining: Open cast method of mining is carried out in this mine by manually and semi mechanization by using compressor operated jack hammer drills, excavators, and dumper etc., Transportation will be made by trucks to dispatching point. b) Brief Description: (Proposed method of working): The mining operations are carried out by semi-mechanization as open cast mining. Hydraulic excavator and compresses operated jack hammers were used for cutting the rock. Close spaced drilling of 0.2m was adopted along a straight line and charged with low explosives to avoid feather cracks. c) Removal / Excavation of O.B. and other Quarry Waste: There is an overburden on the deposit. Boulders are exposed on top of the Black Granite. The wastes are generated during the mining period is m 3 shall be proposed to Backfilling to the Middle Side of the lease area. This material can be utilized to fill the pits after quarry operations are over. d) Separation of large primary Blocks from the mother rock by pre - splitting (Primary): i) The mining will be followed in the form of linear cut method. This involves loosing of the primary block from mother rock. Hence primary cutting will be done by line drilling 14 SEPTEMBER 2017

15 method where close spaced parallel holes along straight line will be made. Line drilling method is used for separation of primary blocks. ii) Once the free face is developed in working place, the primary cuts are taken up over a maximum length of 10mts to a width of 3mts and to a depth of 6mts depends upon the joints availability. These dimensions are confirmed as for field studies. Primary block will be cut into secondary blocks by Jackhammer drilling and wedge cutting and this block will be dislodged from in-situ position by an excavator. iii) Line drilling method will be used for cutting the primary blocks which involve drilling and blasting. iv) The holes are charged with low explosive cartridge like gun powder and non-delay detonators for smooth blasting. v) The use of delay detonates causes fragmentation and cracks in rocks. The nondetonating cords are inserted into the holes and the holes are stemmed with muck and plugged at the mouth and fired. vi) Thus the block will separate from the mother rock, which is pulled off from the face with cranes or shovel. e) Sub-Division of large Primary Blocks into Secondary Block: This will be done drilling close spaced holes (along a line) down to the depth and the secondary block will be removed easily by just pulling it with the help of proclaim. Close spaced holes will be drilled to the half the length of the block on either side of it by using wedges blocks can be separated. f) Production of Commercial Blocks:- After primary separation the rock mass will be carefully examined to avoid hair line cracks, mineral segregations and veins etc., The dressing of the rough blocks will be made by chipping the edges and geometrically equating the edges of the block at the dressing yard. The rough blocks obtained after primary cut it will be dressed for obtained good geometric shape of granite. Thus the commercial blocks are produced. There is no requirement of any Raw Material for the production of Black granite from this project except the explosives required for blasting, diesel for movement of machinery and electricity. vii) Resource optimization / recycling and reuse envisaged in the project, if any, should be briefly outlined. No optimization / recycling and reuse envisaged in the mine lease area. viii) Availability of water its source, Energy / power requirement and source should be given. The quantity of water required for the mine lease area of ha is estimated to be 2.5 m 3 /day. Drinking water is available from well & tube well near the project site which is potable and will fulfill the requirement of drinking water at site. TABLE 8 - WATER CONSUMPTION DETAILS S. 17 Power Requirement - As already mentioned the simple methods adopted and the limited scale of activities involved in Black Granite dimensional stone mining does not require high- tension electric power. The mining work is restricted to one general shift during daytime only. No electricity is needed for Mine operations etc as mainly diesel operated mining machinery are used for Mining However, the power requirement of the administrative buildings, roads etc can be met from state grid. Besides, standby generator will be available to meet the emergency power requirement of the mines. ix) Quantity of waste to be generated (liquid and solid) and scheme for their Management /disposal. The wastes are generated during the mining period is Tonnes shall be proposed to dumping the Sideburden and mineral waste in the 7.5m boundary barrier of the North & South Eastern side of the lease area. Domestic effluent from the mine office is discharged in septic tank and soak pit. 18 11. SITE ANALYSIS i) Connectivity. The area is approachable by well-developed road network. The road connectivity map for the mine lease area is given below. The mine lease area is Patta land. iii) Topography (along with map). The topography of the lease area is contoured terrain at an elevation of about 32m from general ground level. It is sloping towards South. In this area, there are only one distinctive band of Black Granite trending in East West direction with a dipping of about 80 due towards South. The detailed Topo map of the site is given as Annexures iv) Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including area under CRZ), shortest distances from the periphery of the project to periphery of the forest, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from the HFL of the river), CRZ. 19 The mining lease of Ha is categorized as patta land has been used for extraction of the Black Granite. The detailed site surrounding features are given in Topo map which is enclosed as Annexures. 20 v) Existing Infrastructure Approach road is available from the village road up to the mining Lease Area. Office Shed containing basic facilities such as Office, store room, First Aid Station, Rest Shed, Toilet etc. as per Mines Rules, 1960 are available within the lease hold area. vi) Soil classification The Topsoil is in red colour and thickness of 3.0 mts and it is fertile followed by weathered pediments. The Black Granite is overlain by Weathered Formation. vii) Climatic data from secondary sources. The area receives rain during NE monsoon. Wind direction is NE to SW and vice-versa. The temperature in summer rises above 43 C and fall down to 27 C in winter months. The average amount of rainfall is about mm per annum. There are no national monuments, places of worship or archaeological interest, public buildings, permanent structures near the area. There is no river, tank or reservoir, sanctuary or forest near the area. There is no reserve forest or places of Archaeological interest or national monument within a radius of five km. from this area. 12. PLANNING BRIEF i) Planning Concept (type of Industries, facilities, transportation etc) Town and country planning/development authority Classification. Open cast semi mechanized method of mining is adopted for exploitation of Black Granite from this area. Transportation and commodities infrastructure facilities are locally available near the project site. The mining of Black Granite is transported from mine head to processing plant by tippers. The entire mine out mineral is being sold in domestic market and to industries nearby the lease area. ii) Population Projection There are few villages located in the 5 km radius of mining site and approximate distance and population are given below. 21 Karasanur km E Perumbakkam km W Kanniyam km W Basic human welfare needs such as schools, communications facilities and commercial centers etc are available at perubakkam located at a distance of 3 km from the Eastern side of the mining area. iii) Land use planning (breakup along with green belt etc.) Green belt will be developed in the safety zone area etc, and at all possible places. Local trees like Neem, Banyan etc will be planted along the lease boundary and avenues as well as over Non- active dumps at a rate of 40 trees per annum with interval 5m in between. The rate of survival expected to be 80% in this area. iv). Assessment of Infrastructure Demand (physical & social). The existing roads facilities are already available which shall be used and maintained. The labors requires to operate the mine is drawn from the nearest villages. V) Amenities/Facilities. Associated buildings like mine office, store, First Aid Station, rest shelter, Toilets, etc. as per Mine Rules 1960 are available within the leasehold area. 13. PROPOSED INFRASTRUCTURE i) Industrial area (processing area). Mineral Processing operation only breaking and hand sorting of ore is involved ii) Residential Area (Non processing Area). No Residential area are envisaged iii) Green Belt. 7.5 m safety distance on all sides of lease boundary is selected for green belt development by planting and maintaining native species of Neem, banyan will be planted along the lease boundary and avenues as well as over Non- active dumps at a rate of 40 trees per annum with interval 5m in between in a area. iv) Social Infrastructure. Social infrastructure like primary school at Perubakkam secondary schools, banks and hospitals are located at District headquarters Vilupuram. Since the mine site is located 21 SEPTEMBER 2017

22 near to Mailam and Perumbakkam Town it has all the essential facilities like school, hospitals and medical facilities etc and also well connected with roadways. v) Connectivity (Traffic and Transportation Road/Rail/Metro/Water ways etc.) Adequate road facility is available from the mine lease area. vi) Drinking Water management (Source & Supply of water) Drinking water is available from well & tube well near the proposed site which is potable and will fulfill the requirement of drinking water at site. Source Bore well vii) Sewerage System The sewage generated in the mine lease area is treated through septic tank followed by soak pit. viii) Industrial Waste Management. No industrial waste will be generated from the project. ix) Solid Waste Management. The proposed Black granite mine anticipated waste during the present scheme period is about cu.m (4446 of Top Soil Cu.m of Weathered Granite + 94% of Mineral Reject). x) Power Requirement & Supply / Source. As already mentioned the simple methods adopted and the limited scale of activities involved in Black Granite dimensional stone mining does not require high- tension electric power. The mining work is restricted to one general shift during daytime only. No electricity is needed for Mine operations etc as mainly diesel operated mining machinery are used for Mining However, the power requirement of the administrative buildings, roads etc can be met from state grid. Besides, standby generator will be available to meet the emergency power requirement of the mines. 14. REHABILITATION AND RESETTLEMENT (R & R) PLAN i) Policy to be adopted (central/state) in respect of the project affected person including home oustees, land oustees and landless laborers (a brief outline to be given.) There is no rehabilitation and resettlement is involved. The deployed labors will be insured as per government norms. 22 SEPTEMBER 2017

PROJECT SCHEDULE & COST ESTIMATES The total project cost is Rs. 26,50,000/- for deployment of machinery and creation of infrastructural facilities like approach road, Mine office / Workers Shed, First Aid Room etc.., including electrifications and water supply. 16. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS) i) Financial and social benefits with special emphasis on the benefit to the local people including tribal population, if any, in the area. The project is been giving direct and indirect benefits to the peoples in around the project site, beside the government. As the Black granite mining operations in the project mine has employed with 18 persons on direct and about 100 persons on indirect basis through allied opportunities in logistics, trading, repining works etc good employment potential will arise in this internal rural backward area, which will provide a great fillip for raising income levels and standards of living in the area. The socio- Economic conditions of the village and distance has enhanced due to the project, hence, the project should be allowed after considering all the parameters.
