3 SCOPE of the WORK In late Spring of 0, HBA Architecture & Interior Design was contracted by Norfolk Public Schools to perform Facilities s Assessments for all of its school facilities with the exception of those either recently constructed or those school facilities currently under construction. The purpose of conducting Facilities s Assessments is twofold:.) To develop Facility Index [FCI] scores for each school facility so that this information can be used to support the Facilities Master Planning process and ultimately inform the decision making process as to whether school facilities should be replaced or modernized. School Board Staff grouped the schools in order of their perceived priority of need as follows: Category Original sixteen () School Facilities believed to have the most need in terms of facilities improvements Category All other School Facilities older than years [new or modernization] Category School Facilities 0 years old or less [new or modernization].) To develop Preliminary Capital Budgets and Capital Renewal Budgets for CIP planning. Note: The scope of this study excluded Maury HS, Madison Alternative Center, Camp Young, Coronado Open Campus, and JJ Roberts. FACILITIES ASSESSMENT DEFINITIONS The following terms and abbreviations define the various types of facilities assessments and analysis that have been performed by HBA Architecture in the context of this study: - Index: A numeric score between 0 and which quantifies the condition of building and/or site systems and components in the context of their anticipated useful life. 0 = new and.0 = exceeded useful life. FCI - Facility Index: A numeric score between 0 and which quantifies the condition of a site/ building facility or group of building facilities on the same site. FCI = Sum of all [SCls x relative value of each system or component as a percentage of the total value of the facility]. As with the, 0 = new and.0 = exceeded useful life. This score allows us to compare the condition of facilities against other facilities in a school division and also against the average or median FCI conditions for the school division. 4 FACILITY CONDITIONS ASSESSMENT PROCESS Over the span of approximately weeks, HBA Architecture s Educational K- Studio Director, Michael Ross, AIA, and our Senior K- Architect, Hasten, Jr., AIA, visited each school site along with Hazelette, a former NPS Director of School Planning and Transportation. For each visit, we were accompanied by a senior maintenance staff person from the Department of Facilities Management and also by each school s head custodian. During the course of our site visits, our team members visually observed the conditions of all site and building systems and components and each of us gave each system or component a [ Index] score based on its observed condition and/or supplementary information provided by our NPS representative guides. The average of our three separate scores was then calculated. Each averaged score was then weighted by a percentage factor that represents the cost value of each system or component divided by the total cost value of all systems and components. The sum of these weighted scores equals the total Facility Index [FCI] of each school campus. INTERPRETING the FACILITY CONDITIONS ASSESSMENT DATA Facilities s: The generally accepted standards for FCI Facility Index ratings are as follows: POOR FCI >.00 FAIR.00 < FCI <. GOOD.000 > FCI Three () of six () High Schools have an FCI greater than.00 (Maury HS relative FCI is assumed). One () of six () High Schools has an FCI less than.000. Three () of eight () Middle Schools have an FCI greater than.00, and a th MS is very close with an FCI of. One () of eight () Middle Schools has an FCI less than.000. Twenty-one () of thirty-six () Elementary Schools have an FCI greater than.00. Seven () of thirty-six () Elementary Schools have an FCI less than.000. 5 Facility Age: The average age of NPS six () high school facilities is years old. The average age of NPS s eight () middle school facilities is years old. The average age of NPS s thirty-six () elementary school facilities is years old. The average age of all fifty (0) NPS school facilities is years old. According to the National Center for Educational Statistics (NCES), the national average age of all school facilities nationwide is years, and the average age of school facilities in the US Southeast Region is years. Therefore, NPS school facilities are, on average, years older than the national average and years older than the regional average. PRELIMINARY CAPITAL REPLACEMENT and CAPITAL RENEWAL BUDGETING Definitions: Capital Improvement A facilities project that adds building area or provides for extensive renovations to an existing facility. Capital A facilities project that replaces an older facility with a new facility. Capital Renewal A facilities project that replaces a school building system and component that has reached the end of its useful life. Current Capital Value - The cost to totally replace a school facility of equal size and character to the existing school in today s dollars, including soft costs such as design, testing and contingencies, based on the existing facility s total gross building area. Current Capital Renewal Value - The cost to totally replace a school building s systems and components in today s dollars, including soft costs such as design, testing and contingencies, based on the existing facility s total gross building area. This renewal cost is less than replacement cost because building structural elements and infrastructure are typically not included in renewal strategies. This value is usually equated to a full Renovation. Capital Renewal Cost / SF - The cost per square foot of building area to totally replace a school building s systems and components in today s dollars, including soft costs such as design, testing and contingencies. This renewal cost is less than replacement cost because building structural elements and infrastructure are typically not included in renewal strategies. st Century Modernization - The estimated cost to modify and adapt existing facilities to provide modern learning environments that support current and future educational programming. 6 Findings and Analysis: School Facilities Managers typically utilize one of the following two methodologies when developing projected annual budget expenditures for [building system and building component replacements and/or renewals]..) Building a Capital Renewal Budget by Projects as prioritized by critical need, or.) Utilizing a school facilities industry standard of.00% of Total Current Capital Renewal Value per year to establish recommended overall levels of funding for Capital Renewal Budgets and then identifying specific renewal projects and recommended replacement timeframes based on critical need. Norfolk Public Schools currently uses the first methodology of building a Capital Renewal Budget by projects as prioritized by critical need. This methodology is a good system for identifying critical building system and component renewal needs, but it typically tends to undershoot the big picture needs of the school facility in the context of maintaining all building systems and components in good condition and replacing or renewing them promptly when they have exceeded their useful life. A typical result of this methodology is that some building systems and components tend to be neglected, and over time the FCI of the facility steadily increases such that a major renovation project is needed every or 0 years to catch up Methodology is a more proactive approach to planning and budgeting for Capital Renewal Projects as it builds in a steady funding mechanism and timetable to replace facility systems and components as they wear out, and not after they have completely failed. This methodology has an added benefit of providing less stress on the quality of the learning environments and the people who work in them. For these reasons, we recommend that the Methodology be utilized to establish required annual Capital Renewal Budget allocations and replace facility systems and components as they reach the end of their useful life. 7 It is important to note that the Capital Renewal Budget planning scenario outlined in Methodology essentially maintains the school division s division-wide FCI score at its current level at the point time in which this funding level is initiated. If it is the desire of the school division and the community to lower the division-wide FCI score to the level of or below, which is generally considered Good, then a higher level of annual funding for Capital Renewal will be required - at least until such point in time that the division-wide FCI reaches the target level. At this point funding can be reduced back to the.00% Total Current Capital Renewal Value per year recommended level for FCI maintenance. It is also extremely important to note that the Capital Renewal Budget planning scenarios outlined above do very little to improve educational adequacy deficiencies which may be present in the division s school facilities, as the focus of Capital Renewal is replacing and renewing building systems and components in kind along with code compliance and/or energy usage improvements. Additional funding in the form of Capital Improvement Projects will be required to adequately address deficiencies related to student capacity and utilization and/or to improve the capacity of learning environments to support the desired educational programs.
