It is composed of a policy-making body data producers data users research and training institutions data providers government-wide system of providing statistical information and services to the public. 2

3 Statistics Law? No statistics law Executive Order 121, Reorganizing and Strengthening the Philippine Statistical System (PSS) and for Other Purposes (30 January 1987). The law, among others, created the NSCB and SRTC and renamed the National Census and Statistics Office to NSO. The NSO, the major data producer in government, was created in 1935 (CA No. 591) 5 Statistics Law? NSO reorganized through different government issuances through the years with the last under EO No. 5 (1998) Census Law mandates NSO to take censuses of population and housing every ten years, or in years ending with 0 (1980). 6

5 Statistical Master Plan and the Social Sector PSDP is presently being updated to cover the years chapters including the 8 of the chapters that are devoted on various social sectors: Poverty and Income Statistics Labor and Productivity Statistics Education and Culture Statistics Health and Nutrition Statistics Population and Housing Statistics Social Protection Statistics Statistics on Gender and Development and Children Peace and Security Statistics 9 Statistical Master Plan and the Social Sector frameworks of specific sectoral concerns Example: gender statistics is based on internationallyagreed frameworks while reflecting the sectoral needs/concerns of the Philippines. framework of gender statistics in the Philippines outlined in the PSDP is consistent with the Beijing Platform for Action, the Philippine Plan for Gender and Development, Core Gender and Development Indicators System approved by the NSCB Executive Board 10
6 On Gender Statistics On gender-based violence: Survey-based prevalence of gender-based violence was collected for the first time in the 2008 National Demographic and Health Survey (NDHS), through the Women s Safety Module. Other administrative-based data on reported cases of violence against women is available from the Philippine National Police; number of cases served on violence against women is available from the Department of Social Welfare and Development. 11 On Gender Statistics On time-use statistics: To date, a National Time Use Survey has not been undertaken in the Philippines. In 2000, a Pilot Time Use Survey (TUS) was conducted by the National Statistics Office in two barangays (village) in the country. Using the results of the pilot TUS as well as data from other sources, the NSCB generated estimates of GDP and GNP by sex and adjusted GDP and GNP by sex (i.e., accounting for unpaid house work of women and men). 12
7 On Gender Statistics On time-use statistics: To date, a National Time Use Survey has not been undertaken in the Philippines. In 2000, a Pilot Time Use Survey (TUS) was conducted by the National Statistics Office in two barangays (village) in the country. Using the results of the pilot TUS as well as data from other sources, the NSCB generated estimates of GDP and GNP by sex and adjusted GDP and GNP by sex (i.e., accounting for unpaid house work of women and men). 13 On International Classifications Philippine Central Product Classification (PCPC) standard classification of goods and services in the Philippines, including tangible assets based on their physical properties and intrinsic nature as well as industrial origin Philippine Classification of Individual Consumption According to Purpose (PCOICOP) - a detailed classification of individual consumption expenditures on goods and services incurred by the three institutional sectors of the 1993 and 2008 System of National Accounts Philippine Standard Classification of Education (PSCEd) -a detailed classification of all educational levels in the Philippine Educational System. 14
8 On International Classifications Philippine Standard Commodity Classification (PSCC) -a detailed classification of all commodities that enter the Philippine trade Philippine Standard Occupational Classification (PSOC) -a classification of the different occupations of the working population, including the military workforce of the country Philippine Standard Geographic Classification (PSGC) -a classification and coding of the geographical-political subdivisions of the country, such as the region, the province, the municipality/city and the barangay Philippine Standard Industrial Classification (PSIC) -a classification of all economic activities obtaining in the country 15 PHILIPPINES Inception Meeting
