5 National Development Framework To accelerate growth in the economy, Govt in 2007 approved the Comprehensive National Development Planning Framework Policy (CNDPF) Provides for the development of a 30 year Vision implemented through: three10-year plans; six 5-year National Development Plans (NDPs); Sector Investment Plans (SIPs); Local Government Development Plans (LGDPs), Annual work plans and Budgets. 5

7 Who is in charge of data collection in Uganda? The Uganda Bureau of Statistics (UBOS) 7

8 UBOS Established by the 1998 UBOS Act Plays a dual role in the development and maintenance of the National Statistical System (NSS): 1. It is the Principal Agency responsible for collecting, processing, analyzing and disseminating official statistics; 2. It is also responsible for coordinating, monitoring and supervising the National Statistical System (NSS). 13 Survey Surveys The Bureau has Long Term Census and Survey Program Spells out the surveys to be undertaken in the country, e.g. Uganda National Household Survey (UNHS) Uganda Demographic & Health survey(udhs) Periodicity 3 Yearly 3 Yearly National Service Delivery Survey(NSDS) Uganda Business Inquiry (UBI) Uganda National Panel Survey (UNPS), Informal Cross Border Trade, Annual Business Inquiry, Non Profit Institutions Survey etc 4 Yearly 5 Yearly Annually 13

14 How is Survey Data collected UBOS develops Instruments, survey methodology & reviews with Stakeholders Recruits & trains Field & data processing Staff Recruitment and supervision done centrally Teams are constituted of 4-5 people each with a driver and given a specific area to cover Editing and coding is done in field and office Questionnaires retrieved to UBOS for data capture 14

15 Survey Data Once complete, the data analysis is done and report writing Shared in dissemination workshops at the centre and the regions Through the website Data is stored on UBOS Servers The Public can have copies of the reports Grouped data is shared to ensure confidentiality 15

16 Disaggregation of data For Business Surveys disaggregation is by Industry Classification and region For socio economic surveys disaggregation is by region, rural and urban. For all, there is disaggregation by sex There are different regional tiers depending on the level of sampling 16

19 Action Triggered Government holds a bi-annual and Annual Government Performance Reviews (GAPR) Uganda operates a decentralised system of Governance; there are 112 Districts and 16 Sectors constituted of Ministries, Departments and Agencies (MDAs) GAPR is a retreat of: Ministers Permanent Secretaries Heads of Local Governments Heads of Agencies 19

22 Mode of Assessment Done by OPM and NPA Out put for each sector is reported against target If results are differing, specific actions are taken e.g Increase indoor spraying to reduce Malaria Increase Advocacy for embracement of Family Planning Increase revenue sources/ expand Tax collection etc etc 22

23 Challenge For the assessment to be effective, there is need for good quality data Absence of data inhibits good assessments To stem this UBOS developed the Plan for National Statistical Development (PNSD) PNSD is a Strategic Plan for Strengthening Statistical Capacity across the NSS developed by PARIS21 23

25 WHY the PNSD? Ensure coordination and management of the National Statistical System (NSS), Strengthen institutional and organisational frameworks, Reduce duplication in data production Increase appreciation of statistics Improve allocation of resources for statistical activities. 28 What is being done Impact and Outcome - through Surveys/ Censuses done by UBOS Output indicators produced by LGs and MDAs Monitored by MoFPED- through the Output Budget Tool NPA & OPM through the GAPR Next is to map the NDP II indicators to the SDGs 28

29 Conclusion We believe with this clear indicator set up, we shall be able to measure progress in the achievement of the NDPII and SDGs This will be done by supporting each MDA and LG to have a strategic plan for statistics This will guide the production of data required for the NDPII and the SDGs 29

30 Next Steps Finalise the Indicator development for NDPII Align the NDPII to the SDGs Support the Development of SSPS for MDAs and LGs 30
