5 1.0 INTRODUCTION This noise report was prepared for the proposed Isabella Street residential building at 114 Isabella in Ottawa, ON. The purpose of this report is to assess the sound levels resulting from potential noise sources and makes recommendations per the City of Ottawa s Environmental Noise Control Guidelines (ENCG). This report is being submitted on behalf of the developer, NMR Engineering, in support of the proposed site plan control application. 2.0 BACKGROUND The subject land is bounded by existing residential building to the East (Retirement Life Community), Isabella Street to the North, an existing restaurant to the West and existing residential to the South. The land is currently vacant. Figure 1 (in Appendix A) shows the site location. 3.0 NOISE SOURCES The first noise source used in this study was Isabella Street, which is identified in the Transportation Master Plan as a one way 2 lane urban arterial road with an annual average daily traffic volume of 7,500 vehicles per day with an assumed 92% of traffic occurring during the day and 8% at night. The traffic volume is assumed to have 7% medium truck traffic and 5% heavy truck traffic. Isabella Street has a posted speed limit is 50 km/hr. The second noise source used in this study was highway 417, which consists of 6 lane divided roadway, with an annual average daily traffic volume of 18,333 vehicles per day per lane. The traffic volume was divided into 3 eastbound lanes and 3 westbound lanes. The day/night traffic split as well as truck traffic percentages are as described above and conform to the City of Ottawa ENCG. The highway posted speed limit is 100 km/hr. The highway is approximately 7 meters higher than the base of the proposed building. Noise source height used was 1.5m. There are no airports or aircraft noises that could affect the development. 4.0 NOISE RECEPTORS The noise receptor for the outdoor living area (OLA) condition was taken 3m from the back of building and at 1.5m in height. There are no balconies to be considered as OLA. For the indoor conditions, the receptor was located on the front face of the building. The receptor heights of 2.5m for daytime (living room) and 4.5m for nighttime (bed room), were selected. The elevation view and floor plans of the proposed building are included in the Appendix D.

6 5.0 NOISE LEVELS AT RECEPTORS Noise levels were determined at the critical receptor locations using STAMSON 5.0 modelling software. Appendix B contains the software output reports. The Leq 16hr and Leq 8hr results of the model can be summarized in the table below. Table 5.1: MODEL OUTPUT Indoor Day (2.5m) Indoor Night (4.5m) OLA (1.5m) dba dba dba Proposed Building RECOMMENDATIONS The building has Leq 16hr and Leq 8hr values that are higher than 65 dba and 60 dba respectively so mitigation measures are required. It is recommended that air conditioning be provided. Additionally, building components (walls, windows, etc.) must be designed to achieve indoor sound level criteria. A few examples of building component considerations are: Acoustic treatment of walls and roof; Selection of windows and doors; Installation of sound reducing fittings in ducts and opening to the outside. Additionally, it is recommended that a type D warning clause is registered on title and is added to all future leases and purchase and sale agreements. The type D warning clause is as follows: "This dwelling unit has been supplied with a central air conditioning system which will allow windows and exterior doors to remain closed, thereby ensuring that the indoor sound levels are within the City s and the Ministry of the Environment's noise criteria." The building has an OLA noise level greater than 60 dba so mitigation measures were investigated. With a barrier along the front lot line, the noise level is marginally reduced. The table below summarizes the effects of the front barrier height on OLA noise level reduction. 114 Isabella Street Noise Report July 2013 Page 2

Drastically lowering the site grading to allow the OLA to be within the shadow zone requires extensive excavation and retaining wall installation and is therefore not considered an option. Extending the back building face to reduce the angle of exposed road segment is also not possible due to the current proposed rear yard already being only 3 meters. A 3m noise fence located 3m from the rear lot line reduces the OLA noise level to dba. The table below summarizes the effects of the rear barrier height on OLA noise level reduction. Tuf Barrier noise fence as manufactured by Atlantic Industries Ltd (or equivalent) is recommended for installation and use.
