5 Speed Limit Review Montague Road, West End 1 Introduction 1.1 Background Cardno has been commissioned by Brisbane City Council (BCC) to undertake a Speed Limit Review (SLR) of Montague Road between Jane Street and Orleigh Street, West End. The road being assessed has been divided into two segments: 1. Jane Street to Vulture Street, and; 2. Vulture Street to Orleigh Street. 1.2 Methodology This report documents the assessment approach and the outcomes of the SLR. The process has been conducted in accordance with the Manual of Uniform Traffic Control Devices (MUTCD): Part 4 Speed Controls. The SLR is undertaken in four stages, as follows: > Stage 1 Road Function. > Stage 2 Prevailing Traffic Speed. > Stage 3 Environment Assessment. > Stage 4 Speed Correlation Check and Recommendations. Each stage provides a recommended speed limit for the individual road section being assessed. However, the final speed limit recommendation relies upon engineering judgement, whilst considering the information and recommendations provided by the preceding stages and site visit observations. 1.3 Data Required To undertake the SLR, the following categories of information were obtained or captured as follows: > The existing speed profile and traffic demands were provided by Austraffic. The traffic data was recorded over a seven day period from Monday 10 October 2016 to Sunday 16 October The results of the speed and traffic demand surveys are attached at Appendix A. > Crash data was sourced for the most recently available years of data from the Department of Transport and Main Roads (DTMR). 6 Speed Limit Review Montague Road, West End 2 Existing Situation 2.1 Road Location The SLR considers the following two road segments along Montague Road, West End: 1. Jane Street to Vulture Street, and; 2. Vulture Street to Orleigh Street. The road is located within the inner-south Brisbane urban area. The adjacent developments vary greatly, including residential, commercial and light-industrial uses. The location of the two road segments and local context is illustrated in Figure 2-1. 7 Speed Limit Review Montague Road, West End 2.2 Road Characteristics Montague Road is classed as a District Road and is a primary cycle route, in accordance with the BCC Road Hierarchy and Bicycle Network Overlay Maps. It has a two lane, undivided cross section, with two-sided onstreet parking along the majority of its length. It is line-marked as a bicycle awareness zone (BAZ) along the entire length being assessed. Table 2-1 summarises the characteristics for the road segments being assessed. There are pedestrian footpaths running along both sides of the road. There is a formal pedestrian crossing of Montague Road at the signalised intersection with Jane Street. There is an informal pedestrian crossing (Refuge Island) of Montague Road just south of Raven Street. There are multiple intersecting side streets, and direct property access points along the segment. 8 Speed Limit Review Montague Road, West End 3 Stage 1 Road Function The BCC City Plan describes a District Road as a road which provides for through-traffic including local freight and public transport and provides links for minor roads and local centres to suburban and arterial roads. Typical signposted speeds are suggested to be between 40km/h and 60km/h as appropriate to adjoining land uses. Intersections with major roads and minor roads are suggested to be signalised or priority controlled, while direct lot access is generally not permitted. 3.1 Montague Road between Jane Street and Vulture Street The road type and function that best describes the road segment in the QLIMITS assessment is a trunk collector road that transports people within suburbs, providing a district movement. Therefore, the road segment has been assessed based on the intended function as a trunk collector road, in reference to the MUTCD, which typically has a speed limit of 60km/h or higher. The suggested speed limit based on the road function for this segment is 60km/h, as per Table B1 of the MUTCD Part 4. This is consistent with the existing posted speed limit (60km/h). 3.2 Montague Road between Vulture Street and Orleigh Street The road type and function that best describes the road segment in the QLIMITS assessment is a trunk collector road that transports people within suburbs, providing a district movement. Therefore, the road segment has been assessed based on the intended function as a trunk collector road, in reference to the MUTCD, which typically has a speed limit of 60km/h or higher. 9 Speed Limit Review Montague Road, West End 4 Stage 2 Prevailing Traffic Speed Austraffic installed two automatic traffic recorders which collected classified traffic volumes and speed data over a continuous seven day period, between the following mid-blocks: 1. Jane Street and Scott Street, and; 2. Forbes Street and Cordeaux Street. Figure 4-1 illustrates the locations of the traffic recorders along Montague Road. The speed data survey considers vehicles operating in free flowing bi-directional traffic conditions, which is represented by a minimum headway of four seconds. 12 Speed Limit Review Montague Road, West End 5 Stage 3 Environment Assessment The speed environment was analysed for the road segments with consideration of the following factors: > Roadside Accesses. > Road Divided or Undivided. > Number of Lanes. > Function of Road. > Restriction of Access. > Roadside Activities and Hazards. > Crash History Data. 5.1 Roadside Accesses The roadside accesses are assessed on the type and quantity on both sides of the road, for the full road length of the segment being assessed Montague Road between Jane Street and Vulture Street The number of accesses are: > 20 average commercial establishment, which generates frequent activity. > An access to a sports facility and carpark, which generates light activity. > A priority controlled intersecting road of substantially lesser importance than the road being assessed, where side traffic and turning movements have little effect on the traffic flow pattern of the road being considered. Therefore, for the 220m section of Montague Road between Jane Street and Vulture Street being assessed, this equates to accesses per 100m Montague Road between Vulture Street and Orleigh Street The number of accesses are: > 36 residences, small commercial establishments, small public buildings and other units which generate light, occasional activity. > 47 average commercial establishment, which generates continuously light activity. > 16 priority controlled intersecting road of substantially lesser importance than the road being assessed, where side traffic and turning movements have little effect on the traffic flow pattern of the road being considered. For the 1.18km section of Montague Road between Vulture Street and Orleigh Street being assessed, this equates to accesses per 100m. 5.2 Road Divided or Undivided The road is categorised as divided or undivided, where divided roads have a clear division between vehicles travelling in opposing direction. Montague Road is undivided along its whole length between Jane Street and Orleigh Street. 5.3 Number of Lanes The total number of lanes includes the through traffic lanes in both directions of travel. Montague Road has a total of two traffic lanes along its whole length, between Jane Street and Orleigh Street. 5.4 Function of Road The function of a road can vary between servicing traffic movements, distributing traffic between arterials and local road networks, and providing access to abutting properties. The primary function of the road segment being assessed has been identified as distributing traffic between arterials and local road networks, also referred to as traffic movement. 13 Speed Limit Review Montague Road, West End 5.5 Restriction of Access Access to a road is usually from a property or side road. However, there are means of restricting access to prevent vehicles directly entering the road from abutting properties. Access restrictions could apply to one or both sides of the road, in forms of a service road, ramps on freeways and rivers or train lines alongside the road. The road being assessed does not have access restriction. 5.6 Roadside Activities and Hazards In addition to the physical road environment, the roadside activities and hazards have been considered as they may have a large impact on traffic operation and the safety of vulnerable road users. QLIMITS considers factors such as nearby schools, frequent bus stops, and high pedestrian and cyclist traffic in the process Montague Road between Jane Street and Vulture Street The following relevant factors have been taken into account for this segment: > Frequent bus stops. > Large numbers of pedestrians and/or cyclists. > Frequent parking manoeuvres. > Presence of roadside hazards. > West End Markets located on the northern side of the road. It is noted that there is a formal pedestrian crossing at the Jane Street and Montague Road signalised intersection Montague Road between Vulture Street and Orleigh Street The following relevant factors have been taken into account for this segment: > Frequent bus stops. > Large numbers of pedestrians and/or cyclists. > Frequent parking manoeuvres. > Substantial crossing and turning traffic. > Presence of roadside hazards. It is noted that there is an informal pedestrian crossing utilising a pedestrian refuge island approximately 470m north of the Orleigh Street intersection along Montague Road, just south of Raven Street. 5.7 Crash History Data The crash history data is important to consider for the road corridor being assessed, as a high crash rate may be an indicator of an inappropriate speed limit. If a high crash rate is identified, it is recommended that a crash investigation be completed to understand the cause of crashes, however the scope of works undertaken herein for the Montague Road SLR does not include a full crash rate investigation. QLIMITS provides an indication whether the further investigation may be required. The crash data was considered as bi-directional for the road segment, and the crash rate was compared against the average and critical crash rates, for roads with similar functions and traffic volumes. The MUTCD SLR approach requires an assessment of causality crashes which exclude Property Damage Only crashes. Incidents at intersections are also excluded, as these are generally a result of the higher degree of potential vehicular conflict, where speed is less influential. Cardno has sourced crash history data for the road segment being assessed from the publically available record published by the Department of Main Roads and Transport (DTMR). Due to challenges involving the collection, collation, and processing of the crash data, there are time delays in the available data, relating to lower crash severity incidents. The following is a summary of the available crash data recorded by injury severity: > Fatality crashes 1 January 2006 to 31 December > Hospitalisation crashes 1 January 2006 to 31 July > Medical Treatment and Minor Injury crashes 1 January 2001 to 31 December > Property Damage Only crashes 1 January 2001 to 31 December CEB November 2016 Cardno 2 November 2016 Prepared for Brisbane City Council Page 9
14 Speed Limit Review Montague Road, West End The MUTCD recommends that the most recent five year period is used, however Cardno has suggested that due to the lag in various data sets, it is more appropriate to adopt the most recent five year period for which a full and comprehensive record is available, being 2007 to Montague Road between Jane Street and Vulture Street The crash data indicates that over the five year period ( ) of collected data there were 7 relevant crashes in the study area. The crash rate per length of road is described as high compared to the average and critical crash rate for the road type and volume. 15 Speed Limit Review Montague Road, West End 6 Stage 4 Correlation of Results & Recommendations 6.1 Correlation of Results Based on the QLIMITS assessment, the recommendations suggested for Montague Road are summarised in Table 6-1. This is consistent with the existing posted speed limit. The detailed assessment report, and Forms F1 and F3, can be found at Appendix C. 6.2 Recommendation Given a high cash rate was observed for the entire road corridor of Montague Road, further investigation is recommended to identify the cause of the crashes, to determine if remedial treatment is required, and to determine the implications of the situation with regard to the preferred speed limit. However, a detailed crash investigation has not been included in the scope of works. Notwithstanding this, it is recommended that further investigation of the crash data be undertaken for the assessed road corridor Montague Road between Jane Street and Vulture Street The QLIMITS assessment is considered in view of best practise engineering judgement, and it is recommended that the 60km/h posted speed along the assessed segment of Montague Road, between Jane Street and Vulture Street, is retained. The Speed Limit Review recommends that the 60km/h speed limit is retained Montague Road between Vulture Street and Orleigh Street The QLIMITS assessment is considered in view of best practise engineering judgement, and it is recommended that the 60km/h posted speed along the assessed segment of Montague Road, between Vulture Street and Orleigh Street, is retained. 18 Montague Road, West End Automatic Traffic Survey 1.0 INTRODUCTION Austraffic has been commissioned by Brisbane City Council to install an Automatic Traffic Recorder at the following location to collect classified traffic volume and speed data:-. Montague Road, West End, between Vulture street and Jane street <60> 2.0 METHODOLOGY The recorder was installed over a continuous seven (7) day period, between Monday 10 October 2016 and Sunday 16 October 2016 to collect the following data by direction:-. hourly traffic volume;. hourly traffic volume by AUSTROADS vehicle classification;. percentage of daily traffic volume by AUSTROADS vehicle classification;. vehicle mean speed by hourly interval;. vehicle 85 th percentile speed by hourly interval;. daily classified traffic volumes by 10km/h speed bins;. 15km/h vehicle pace speed;. percentage of total vehicles within 15km/h pace range. 3.0 RESULTS Table 1 presents the daily 95th percentile speeds of all vehicle speeds recorded. Table 2 presents seven (7) day speed analysis of free flowing vehicles only, defined as vehicles with greater than 4 seconds headway. Figure 1 presents an overview summary of the traffic volume and speed data collected. Appendix A contains the hourly traffic volume summary detailing total traffic volumes by hourly and daily interval. Average weekday and average daily volumes are also presented mjw Austraffic

56 Montague Road, West End Automatic Traffic Survey 1.0 INTRODUCTION Austraffic has been commissioned by Brisbane City Council to install an Automatic Traffic Recorder at the following location to collect classified traffic volume and speed data:-. Montague Road, West End, between Vulture street and Orleigh street <60> 2.0 METHODOLOGY The recorder was installed over a continuous seven (7) day period, between Monday 10 October 2016 and Sunday 16 October 2016 to collect the following data by direction:-. hourly traffic volume;. hourly traffic volume by AUSTROADS vehicle classification;. percentage of daily traffic volume by AUSTROADS vehicle classification;. vehicle mean speed by hourly interval;. vehicle 85 th percentile speed by hourly interval;. daily classified traffic volumes by 10km/h speed bins;. 15km/h vehicle pace speed;. percentage of total vehicles within 15km/h pace range. 3.0 RESULTS Table 1 presents the daily 95th percentile speeds of all vehicle speeds recorded. Table 2 presents seven (7) day speed analysis of free flowing vehicles only, defined as vehicles with greater than 4 seconds headway. Figure 1 presents an overview summary of the traffic volume and speed data collected. Appendix A contains the hourly traffic volume summary detailing total traffic volumes by hourly and daily interval. Average weekday and average daily volumes are also presented mjw Austraffic
