2 EXECUTIVE SUMMARY This document describes a feasibility noise assessment performed for a proposed mixed-use redevelopment of the Westgate Shopping Centre in Ottawa, Ontario. The master plan of the development comprises five residential towers with commercial podia. The redevelopment would take place over three phases, with Phase 1 being a stand-alone tower on the southeast corner of the property. Phase 2 would be a mirror of Phase 1 on the southwest corner of the property with a partial deconstruction of the existing mall. The final Phase 3 is a long-term buildout plan where potentially there could be three taller residential towers and commercial podia along the northern side of the site. Phase 1 and 2 residential towers will rise approximately 70 meters (m) above local grade (20 storeys), along with the western tower of Phase 3. The other residential towers will rise approximately 122 m above local grade. For the purposes of clarity within this report, we have assigned each building a letter. From Phase 1 building going clockwise, they are labelled as Building A, B, C, D and E respectively. Figure 1 illustrates a site plan with surrounding context. The major sources of noise in the area are roadway traffic along Highway 417, Carling Avenue and Merivale Road. The assessment is based on: (i) theoretical noise prediction methods that conform to the Ontario Ministry of the Environment and Climate Change (MOE) and City of Ottawa requirements; (ii) noise level criteria as specified by the City of Ottawa s Environmental Noise Control Guidelines (ENCG); (iii) future vehicular traffic volumes based on the City of Ottawa s Official Plan roadway classifications; and (iv) architectural drawings received from Roderick Lahey Architect Inc. The results of the current study indicate that noise levels due to roadway traffic over the site will range between 59 and 78 dba during the daytime period (07:00-23:00) and between 52 and 70 dba during the nighttime period (23:00-07:00). The highest noise level (i.e. 78 dba) occurs along the north façade of Building C which is nearest and most exposed to Highway 417. Minimum building construction in all areas is required to satisfy the Ontario Building Code (2012). In addition, upgraded Sound Transmission Class (STC) ratings are required for building components where noise levels exceed 65 dba. Westgate Shopping Centre Redevelopment: Feasibility Noise Study i

3 In addition to upgraded building components, the installation of central air conditioning (or similar mechanical system) will be required for all buildings. Warning Clause (Type D 1 ) will also be required in all Agreements of Lease, Purchase and Sale, as outlined in Section 5 of this report. Noise levels at the Building A and B podium terraces are expected to approach 72 and 74 dba respectively during the daytime period. According to the ENCG, if these areas are to be used as outdoor living areas, noise control measures (barriers) are required to reduce noise levels to below 60 dba and as close to 55 dba as technically, economically and administratively feasible. To preserve terrace views, typically a 1.1 m noise-mitigating guardrail is recommended surrounding the terrace. 5 1. INTRODUCTION Gradient Wind Engineering Inc. (GWE) was retained by RioCan Management Incorporated to undertake a feasibility noise study of a proposed mixed-use multi-phase redevelopment of the Westgate Shopping Centre in Ottawa, Ontario. This report summarizes the methodology, results, and recommendations related to a feasibility noise assessment. GWE s scope of work involved assessing exterior noise levels generated by local roadway traffic and stationary sources at a qualitative level for rezoning application. The assessment was performed on the basis of theoretical noise calculation methods conforming to the City of Ottawa 2 and Ontario Ministry of the Environment and Climate Change 3 (MOE) guidelines. Noise calculations were based on architectural drawings received from Roderick Lahey Architect Inc., with future traffic volumes corresponding to the City of Ottawa s Official Plan (OP) roadway classifications. 2. TERMS OF REFERENCE The focus of this feasibility noise assessment is a proposed mixed-use development where the master plan comprises five residential towers and commercial podia. The site is surrounded on all sides with mixed-use land, primarily commercial and institutional zones. Figure 1 illustrates a complete site plan with surrounding context. OBJECTIVES The main goals of this work are to: (i) calculate the future noise levels on the study building produced by local roadway traffic and stationary sources, (ii) provide a preliminary baseline assessment to determine what noise control measures may be required ensure that interior noise levels can be reasonably met in terms of feasibility in relation to allowable limits specified by the City of Ottawa s Environmental Noise Control Guidelines (ENCG), as outlined in Section 4.2 of this report. 4. METHODOLOGY 4.1 Background Noise can be defined as any obtrusive sound. It is created at a source, transmitted through a medium, such as air, and intercepted by a receiver. Noise may be characterized in terms of the power of the source or the sound pressure at a specific distance. While the power of a source is characteristic of that particular source, the sound pressure depends on the location of the receiver and the path that the noise takes to reach the receiver. Measurement of noise is based on the decibel unit, dba, which is a logarithmic ratio referenced to a standard noise level ( Pascals). The A suffix refers to a weighting scale, which better represents how the noise is perceived by the human ear. With this scale, a doubling of power results in a 3 dba increase in measured noise levels and is just perceptible to most people. An increase of 10 dba is often perceived to be twice as loud. 4.2 Roadway Traffic Noise Criteria for Roadway Traffic Noise For vehicle traffic, the equivalent sound energy level, L EQ, provides a measure of the time varying noise levels, which is well correlated with the annoyance of sound. It is defined as the continuous sound level, which has the same energy as a time varying noise level over a period of time. For roadways, the L EQ is commonly calculated on the basis of a 16-hour (L EQ16) daytime (07:00-23:00) / 8-hour (L EQ8) nighttime (23:00-07:00) split to assess its impact on residential buildings. The City of Ottawa s ENCG specifies the recommended indoor noise limits in Table 1. Based on GWE s experience, more comfortable indoor noise levels should be targeted toward 3 dba less than ENCG criteria to control peak noise and deficiencies in building envelope construction. 9 4.2.2 Roadway Traffic Volumes The ENCG dictates that noise calculations should consider future sound levels based on a roadway s classification at the mature state of development. Therefore, traffic volumes are based on the roadway classifications outlined in the City of Ottawa s Official Plan (OP) and Transportation Master Plan 7 which provides additional details on future roadway expansions. Average Annual Daily Traffic (AADT) volumes are then based on data in Table 1.7 of the ENCG for each roadway classification. Table 4 (below) summarizes the AADT values used for each roadway included in this assessment. Appendix A includes the STAMSON 5.04 input and output data. Roadway noise calculations were performed by treating each road segment as separate line sources of noise, and by using existing building locations as noise barriers. In addition to the traffic volumes summarized in Table 4, theoretical noise predictions were based on the following parameters: Truck traffic on all roadways was taken to comprise 5% heavy trucks and 7% medium trucks, as per ENCG requirements for noise level predictions The day/night split was taken to be 92% / 8% respectively for all streets Absorptive and reflective intermediate ground surfaces based on specific source-receiver path ground characteristics 7 City of Ottawa Transportation Master Plan, November 2013 Westgate Shopping Centre Redevelopment: Feasibility Noise Study 5

10 The study site was treated as having generally flat topography, with Highway 417 being elevated approximately 4 m above local grade Consideration of building phase order in calculations Noise receptors were strategically placed at 18 locations around the study area (see Figure 2). 5. RESULTS AND DISCUSSION 5.1 Roadway Noise Levels Appendix A contains the complete set of input and output data from all STAMSON 5.04 calculations. The results of the roadway noise calculations are summarized in Table 5 below. 11 The results of the current analysis indicate that noise levels will range between 59 and 78 dba during the daytime period (07:00-23:00) and between 52 and 70 dba during the nighttime period (23:00-07:00). The highest noise level (i.e. 78 dba) occurs along the north façade of Building C which are nearest and most exposed to Highway Noise Control Measures The noise levels predicted due to roadway traffic exceed the criteria listed in the ENCG for building components. Therefore upgraded building components will be required. The highest noise levels will occur along the north façades of the Phase 3 buildings (Building C, D and E). Building layouts should considered placing non-sensitive uses such as bathrooms, utility rooms along the north façade, reducing area of windows to reduce STC requirements for glazing elements. Due to the limited information available at the time of the study, which was prepared for zoning application, detailed STC calculations could not be performed at this time. As per city of Ottawa requirements, detailed STC calculations will be required to be completed prior to building permit application for each unit type. Results of the calculations also indicate that all buildings will require central air conditioning (or similar mechanical system), which will allow occupants to keep windows closed and maintain a comfortable living environment. Warning Clauses will also be required be placed on all Lease, Purchase and Sale Agreements, as summarized in Table 6 below. Outdoor living areas should be positioned away from the roadway to reduce noise levels. 5.3 Impacts of Existing Stationary Noise Sources A site visit was conducted on October 16, It was observed the dominant source of noise across the site at grade level was roadway traffic from Highway 417 and Carling Avenue. A hydro substation is located across Merivale Road from the development; however there was no audible noise from the facility. No other major industrial land uses are within 300 m of the development. HVAC equipment on the existing mall consists of small rooftop units. Given the separation distances to the new residential towers and the size of the equipment, noise from the HVAC equipment is unlikely to be audible over roadway traffic noise at the plane of window of residences. 6. CONCLUSIONS AND RECOMMENDATIONS The results of the current study indicate that noise levels due to roadway traffic over the site will range between 59 and 78 dba during the daytime period (07:00-23:00) and between 52 and 70 dba during the nighttime period (23:00-07:00). The highest noise level (i.e. 78 dba) occurs along the north façade of Building C which is nearest and most exposed to Highway 417.
