2 I. INTRODUCTION The City of West Lake Hills is committed to ensuring the highest quality of development and best use of land within the City limits. The City of West Lake Hills is a unique and pleasant place in which to live. The City s very special quality is derived from its rugged terrain, beautiful views, dense foliage, unspoiled creeks, wildlife and large areas of relatively low population density. The highest priorities of the City s Master Plan and Code of Ordinances is to protect and preserve the native trees, shrubs and wildlife throughout the City and to protect and respect individuals privacy in all building projects and use of land. II. PROJECT SUMMARY The City of West Lake Hills (City) is inviting the submission of Proposals (RFP) from qualified development firms (Developer) with the intent to develop the city owned, currently vacant property at 110 Westlake Drive. III. BACKGROUND The City of West Lake Hills wants to sell the property at 110 Westlake Drive, but in addition to the compensation offered by potential buyers, the City is interested in development proposals (site plan, land use, etc.) for the property. Compensation or price will not be the only factor considered by the City Council. IV. THE PROPERTY 110 Westlake Drive is a 2.46 acre tract (107,157 square feet), that is zoned Government, Utility, Institutional (GUI). The property is vacant and the legal description is Lot 1 For By Grace Subdivision. A topographical and tree survey is included at the back of this RFP document. The property is abutted by properties zoned GUI, B-2 (Business 2) and O (Office) zoned properties to the south; R-1 (Single-Family Residential) properties to the north and west, and R-1 properties across Westlake Drive. 3 V. ACCEPTABLE LAND USES Acceptable uses for the land are Single-Family Residential with a maximum of five (5) homes or Two-Family Residential (duplexes) with a maximum of two (2) duplexes. The development will be allowed to have one driveway that will be shared by the properties. It is expected that, due to the unique nature of the property and the City Council s desire to mitigate the impact on neighboring properties, the property will be rezoned as a Planned Development District (PDD). This will allow the City and the Developer to negotiate the details of the development to make sure that the development is reasonable in its scope and is compatible with the area especially with regard to lot size. Conditions or requirements in the PDD will include, but not be limited to, the following: A. The maximum number of lots allowed is based on the size (conditioned space) of the largest proposed single-family home or duplex: Maximum Single-Family Home Size Maximum Lots 4,500 square feet 5 5,000 square feet 4 5,500 square feet 3 6,000 square feet 2 6,500 square feet 1 No home over 6,500 square feet will be allowed. Duplexes are limited to 6,000 square feet of conditioned space (total of both units). B. Minimum of 60% masonry on the exterior of the homes or duplexes. C. All utilities to be installed underground. D. Maximum impervious cover as show in Section of the West Lake Hills City Code. E. Single, shared, private driveway. F. Creation of Homeowners Association that will be responsible for maintenance of share drive and any common areas. G. Fire safety elements including the following: a. removal of all dead wood (standing or fallen) from property b. installation of 13D sprinkler systems in each home (see Section of the West Lake Hills City Code for sprinkler requirements) c. exteriors of the structures are constructed with class 1 ignitionresistant construction materials and methods in accordance with Section 504 of the International Wildland-Urban Interface Code, 2012 edition, as amended H. Proposed vegetation replacement in accordance with Sections to of the West Lake Hills City Code. I. All homes must be connected to the City of Westlake Hills Wastewater System. 4 VI. MINIMUM BID No proposal will be accepted without stating the dollar amount of the proposed purchase price, and the minimum bid that will be accepted for consideration is $1.4 million. VII. PROPOSAL REQUIREMENTS The selected firm will have the right to purchase the property contingent on the successful negotiation of a PDD and obtaining all necessary approvals from the City. The City has developed the following schedule. The City reserves the right to modify the schedule as needed and will notify firms of any significant changes. October 23, 2018 October 24, 2018 Firms submit Proposals by 2:00 PM Discussion (and possible selection) of Firm at City Council meeting VIII. RESPONSE INSTRUCTIONS A. Responses shall include at a minimum the following and be presented in the following format: I. Section One: 1. Primary Contact 2. Proposed Purchase Price 3. Proposed Use of the Property 4. Proposed Site Plan for the property including driveway, lot lines, building setback lines, all necessary utility easements, impervious cover, and all trees with a trunk diameter fourteen (14) inches or greater. A list of all trees with a trunk diameter of fourteen (14) inches or greater is also required. The list shall be numbered to correspond with the trees shown on the site plan. 5. Length of time that your firm has been in business. II. Section Two: 1. Specific services your firm will provide and your firm s availability, capacity, and capability to provide each of these services. 2. Specific qualifications and relevant project experiences of your firm. 3. History of prior work done in the Central Texas Area, listing details of all relevant project(s). 5 III. IV. Section Three: Qualifications of the proposed project manager(s) and all key personnel who will participate in the development. Section Four: 1. Description of approach to the project/service quality assurance, especially regarding technical competence, cost estimating reliability, and project planning/schedule reliability. 2. Specific evidence of work quality and performance, such as listing of prior awards for project excellence, etc. 3. Complete and descriptive disclosure of any alleged significant prior ongoing civil or criminal litigation or investigations pending, which involves the proposer or in which the proposer has been judged guilty or liable. 4. Contact information of prior client references, including name, phone number and address. B. Submission: Submission deadline is 2:00 PM on Tuesday, October 23, One original and fourteen copies of the Proposal must be submitted along with a digital copy of the Proposal. The Statement of Qualifications (sections two through four above) shall be limited to a total of fifteen letter sized (8.5 x 11) pages. Any cost incurred by the vendor in responding to the RFP is the responsibility of the vendor and cannot be charged to the City. 6 Questions or comments may be addressed to: Robert. J. Wood City Administrator (512) Interviews with selected developers may or may not be requested by the City. Selection may be made strictly from the information provided. The City reserves the right to reject any or all proposals and to waive any informalities and irregularities in proposals received. If a proposal is selected, it will be the proposal that provides the best value to the City. In evaluating proposals, the City Council will consider many factors including, but not limited to, the following: A. Adherence to the West Lake Hills Master Plan B. Adherence to the West Lake Hills City Code C. Traffic Impact 1. Emergency access 2. Immediate area 3. Larger area north of Bee Cave Road D. Locations of buildings on property 1. Sensitivity to neighboring residential properties 2. Impact on trees 3. Sensitivity to view from Westlake Drive E. Potential dedication of green space F. Noise G. Lighting The selected proposal will be required to comply with all City of West Lake Hills Exterior Lighting Regulations and be Dark Sky compliant. H. Proposed purchase price relative to fair market value for the property. I. Drainage impact on neighboring properties J. Green building/design elements Proposals will be opened at 2:00 pm on Tuesday, October 23, Once the proposals are opened, they will be considered public documents which means that any member of the public will be able to review and/or request copies of the documents.
