3 Introduction CoK (2010) fragmented the country into multi-sphere system of government county and national government. both governments operate in independent but interrelated manner particularly in revenue sharing governance framework is prone to division of political power, administrative accountability and fiscal responsibilities. Fiscal responsibilities is associated with revenue generation and application of the same in the provision of public goods and services.

4 Introduction Revenue sources for County governments include own revenue and disbursement from the national government: equitable share and conditional and unconditional allocations, borrowing, grants and donations. Own revenue sources: imposing taxes and charges property taxes, entertainment taxes.. Services: water, sanitation, electricity, garbage collection and disposal Public goods entails parking lots, cemeteries, access roads, recreational centers GIS helps in identification and determination of of geospatial attribute of the properties hence a vital tool in revenue generation.

5 Problem statement Lack of sufficient spatial and non-spatial data of properties within the county Misclassification of properties Property owners avoiding payment of property rates Redundancy in record keeping due to decentralized departments. Revenue collectors no remitting all collected cash to relevant revenue organs. Lack of updated Valuation Rolls.etc

6 Objectives Main objective To demonstrate the role of GIS in revenue generation. Specific objectives To produce a land use map for study area. To put in place a GIS based Property Tax information system to streamline the process of property tax collection. To improve record keeping, increase the tax compliance rates and enable the officials to make informed decisions based on classification of Real Estate properties. To maximize coverage by bringing unauthorized properties into tax net.

7 Area of study Choice was based on proximity to transport networks, diverse classes of land use and distinct property types, the data sets obtainable mainly covered the region (limited supply). Area coverage 8.38 sq kms

18 Analysis The area of study has distinct classes land uses..12 classes of land use were identified. Existence of properties which are not registered, valued and surveyed. There exists some land rates defaulter in the study area. There is uneven geographical distribution of both natural and man-made features. Redundancy in record keeping arising from the departmentalization.

19 Conclusions Both main and specific objectives were achieved thus GIS a vital tool in revenue generation. GIS plays a role in creation of a GeoManager

20 Recommendations Revenue generation can be enhanced: Use of Geographic Information System, Provision of good infrastructure and Staff motivation. Given humble time and relevant resources I will be able create digital tax maps for all other revenue streams which are geographical in nature. Further research to be carried out.
