2 Background The GIS (Geographic Information System) manager was hired in 2001 to develop a GIS for King George County. Prior to 2001, a permit technician maintained the E-911 addressing system (in AutoCAD) that was established by MSAG data consultants in the early 1990s. Below is a summary of milestone GIS events; In 2002, a portable GPS unit (~3 foot accuracy) was purchased to improve the location of all new buildings and driveways for addressing purposes. In 2003, 2007, 2010, 2014, and 2017 King George received aerial imagery from the State of Virginia for use in data creation and mapping. By 2004, the GIS had grown to over 30 data layers (parcels, zoning, roads, wetlands, flood zones, etc.). In 2005, King George hired MSAG Inc. to digitize the hardcopy tax maps (Commissioner of the Revenue) into the GIS, where they are currently maintained and updated on a quarterly basis. In 2005, King George hired MSAG Inc. to create/host the OnlineGIS, allowing anyone with an internet connection to use the GIS data. The OnlineGIS currently has over 3,000 users and is updated quarterly. In 2006, a GIS Analyst position was created to help with the maintenance of the GIS system. In 2007, MSAG Inc. was hired to digitize the hardcopy zoning maps into the GIS, where they are currently maintained and updated on a quarterly basis. In 2007, King George paid to have 4-ft contours derived from the 2007 aerials that we received from the State of Virginia. In 2017, the development of ArcGIS Online portal and GIS county webpage by the Numbers Plotted 92 maps for staff and citizens. Filled 33 GIS data requests from external organizations. Made 175 address changes to the GIS. Made 21 road changes to the GIS, including the addition of 5 new roads. 341 parcels were changed in the tax maps, using plats and coordinate geometry. The OnlineGIS averaged 3,437 unique users a month. 422,447 maps were created with the OnlineGIS. 5,794 water, sewer, and stormwater infrastructure assets were added to the GIS. Created 8 GIS web apps for the county website. Maintained and managed over 400 GIS layers. 2

3 2017 in Review New Land Use data The GIS continues to provide quarterly updates of; tax maps for the Circuit Court and the Commissioner of the Revenue, zoning maps for the Department of Community Development and the Circuit Court, digital updates of GIS data to the OnlineGIS, which is used by approximately 3,437 unique users a month, and digital updates to the state of Virginia, which uses our data in an array of statewide data services. The GIS also provided various analysis and mapping to County departments throughout the year, including: Analyzed and mapped possible Wayside park replacement sites, due to Maryland s Harry W. Nice Bridge replacement, for Parks and Recreation. Provided mapping to the tourism advisory committee for Route 3 landscaping project. Developed landuse layer for Community Development, 3/301 Corridor Study, and Comprehensive plan. Updated fire hydrant layer and spreadsheet for Fire and Rescue. 3

4 Analyzed NG911 data audit from state and coordinated meeting with VITA/VGIN reps, county staff, and Sheriff s Office on NG911issues and data. Created site maps for Planning Commission and Board of Supervisor meetings. Provided Industrial Park mapping to Economic Development for potential clients. Updated Metrocast fiber coverage layer and map. Analyzed the Registrar s alpha list of registered voters to compare to addresses in GIS against multiple variables, providing spreadsheets and a web app for review. Used Perennial Flow Report to update resource protection area layer and mapping for Community Development. Provided the Sheriff s Office and the Commonwealth Attorney s office with mapping and GIS queries for cases. Brought in new 2017 (flown 03/2017) 1 foot pixel resolution imagery from VITA/Fugro into the GIS and put onto the OnlineGIS. Updated database for the septic pump out program and provided mailing labels for letters to the James Monroe septic pump out district. New foot pixel resolution aerial imagery from VGIN/Fugro 4

5 Next Generation E911 Next Generation E911 is the migration from an analog E911 dispatch system to a digital dispatch system that uses GIS for call routing. It is imperative that the GIS address and road data is correct so that every call gets routed to the correct PSAP, dispatch center. The timing of the migration is at the state level and is tied to the selective routers. Prior to 2017, King George County GIS data was sent to VGIN so that they could perform an audit of our data against the MSAG and Verizon databases. On 3/30/2017, King George county stakeholders met to discus NG911 migration and implementation. King George GIS staff extensively reviewed and corrected issues from the audit that was received from VGIN regarding our data. On 6/7/2017, King George County stakeholders met with VITA/VGIN reps and discussed the King George PSAP and GIS readiness. Both the PSAP dispatch system and the GIS data were deemed ready for the next stage of NG911 deployment. ArcGIS Online Mapping In an effort to provide project specific mapping (unlike the OnlineGIS), the development of a web portal through ArcGIS Online was created. This portal will be visible on the GIS s county website and consist of a collection of project specific mapping apps. ArcGIS Online Portal, web mapping apps There were 9 web apps created during 2017: Industrial Park tour, Parks and Recreation tour, Elementary school locator, Vertical assets (for broadband) viewer, Water and sewer infrastructure viewer, Geodetic Control Monuments and Datasheets viewer, Subdivision mapper, Registrar s alpha roster list comparison viewer (staff only), and a JLUS Overlay district study map. 5

6 Future Projects 1. Develop GIS service report for departments. 2. Analyze LUCA (Census) data and provide recommendations for updates. 3. Leverage ArcGIS Online, creating useful applications for County departments. 4. Look to expand services and support that the GIS provides. 6
