4 --- Software --- ESRI GIS Software Available to County staff: ArcExplorer - free data viewing software (about 40 users) ArcGIS ArcView,, 40 single seat licenses ArcGIS ArcView,, 20 concurrent licenses ArcGIS ArcInfo,, 20 concurrent licenses ArcPad Mobile GIS software 4 licenses And the central data repository (IT) team also employs: ArcSQL- SDE Spatial Database Engine, 2 server licenses ArcIMS Internet Map Server software, 3 server licenses ArcGIS Server (Enterprise), 1 server license Over 150 GIS users on staff are supported on the county network. 5 --- People --- Organizational Structure Volusia County s s Organizational Model is a hybrid Small central group within Information Technology and relying on general IT support and infrastructure The core group provides coordination, RFI & RFP support, GIS administration, central library support, software purchasing and maintenance, and user training Distributed data custodians & GIS power users in County line departments are responsible for data layers GIS Staffing
6 --- Data --- Asset Collection Using Video Van Technology County Public Works had County maintained roads driven and street level imagery collected. From this asset information can be accurately collected (street signs, sidewalk information, etc.) and put into GIS. The roads shown in red above and in more detail to the left provide County GIS users the ability to point at a road and view what was seen from any of the 6 cameras mounted on the van.
7 Coincident with the County aerial photography project in February 2006, LiDAR (Light Imaging Detection and Ranging) data was collected. Across the entire County an elevation data point was collected every 3 feet. This dataset was used to generate 1 foot contours countywide.
8 County Wide Aerial Photography The County has 25 separate year sets of digital aerial coverage starting in 1943 available on the network aerials are available from the County Website or to check out of our public libraries like a book, just copy and return! March & September 2008 aerials are also available internally for staff use
9 Pictometry Electronic Field Study (EFS) Software from Pictometry was acquired in May 2008, and we took advantage of it for TS Fay
10 The image to the left, shot in February 2006, shows the house at 216 Eagle Estates Dr under construction. The lower left image shows that home and its neighbor in March Immediately below is a shot taken on Sept. 7 th showing evidence of flooding after Tropical Storm Fay.
11 --- Data layers of data available on our network in both SQL-SDE SDE and Shapefile formats. We do repackage some state and federal datasets for ease of use and efficiency.
12 --- Methods --- GIS Staff Tasks Integrate new and existing technological assets to improve communication, efficiency and data sharing Initiate and maintain strategic partnering & inter-local agreements with city, regional and state agencies Accomplish Ad hoc work requests as needed Maintain the central GIS library (6+ terabytes of data), software, Metadata, GIS web pages County inter-active web mapping applications and a public access presence. Day to day GIS server/network administration Provide technical expertise, consulting & training to 150 in- house users
13 Examples of County Departments Using GIS for Day to Day Workflow PW - storm water engineering applications, flood prevention and monitoring, infrastructure inventory, automation of water, reclaimed water, and sanitary sewer system data Property Appraiser s s Office - property appraisal & valuation; damage assessment Elections - determination of voting precinct and municipality for quicker registration of voters; Redistricting/re-precincting Growth Management - maintain land use data to support the Comprehensive Plan; automation and maintenance of County zoning maps; automated address data collection, improve quality of addressing, data sharing and display capabilities Public Safety (Fire Services / Sheriff s s Office / Emergency Management) data analysis, planning, mitigation, E911 Environmental Management T & E species monitoring, development review
14 --- Methods --- Actively Share Data with State, Federal, and Local Agencies... The County regularly provides and receives data from: State Department of Revenue (DOR) Florida Department of Emergency Management (FDEM) and the Federal Office of Homeland Security U.S. Geological Survey, NOAA & the U.S. Census Volusia MPO East Central Florida Regional Planning Council (ECFRPC) St Johns River Water Management District (SJRWMD) We also answer academic data requests from Daytona Beach State College, UF - GeoPlan Center, UCF, and Stetson University.
15 Memorandums of Understanding (MOUs( MOUs) ) in place to share Pictometry imagery & GIS data - Currently have formal data sharing agreements with FDOT District 5 and with 9 of our 16 cities: Daytona Beach, Deltona, Deland, Holly Hill, New Smyrna Beach, Ormond Beach, Orange City, Port Orange and South Daytona. Currently working on one with the Volusia County School Board Deland and Daytona Beach are both directly connected to the County network for GIS data sharing.
16 Visit Volusia County GIS on the Web Our goal is to.. educate the public about County wide GIS efforts and make data & metadata readily available. Improve our citizens access to County data (120 layers available to download/use) Make a variety of interactive applications and queries available (920,000 visitors this year!) using PALMS, MapIt,, and the Kiosk Or get data at the Library County data is also available on DVDs from our local libraries including aerial photography, LiDAR elevation data, plat maps, USGS 7.5 minute quadrangle data, and over 100 layers of other GIS data!
