Joseph White Re: Discharge Monitoring Report September 2011 SPDES Permit No. NY ExxonMobil Greenpoint Petroleum Remediation Project Greenpoint, Brooklyn, New York Dear Mr. White: ExxonMobil Oil Corporation is submitting this Discharge Monitoring Report (DMR) for the On-Site Free-Product Recovery System (RCS) and the Off-Site Free-Product Recovery System (ORS) for the month of September The RCS was sampled on September 12, 2011 for the monthly DMR (Outfalls 001 and 01A), with the RCS operating at a flow rate of approximately 391 gallons per minute (gpm). The average operational flow rate for the period of September 1, 2011 through September 30, 2011 was approximately 405 gpm. The total amount of flow treated and discharged by the RCS during this reporting period was approximately 16,809,648 gallons, of which, approximately 2,606,159 gallons were conveyed from the BP remedial system and approximately 10,737,994 gallons were conveyed from the OU-7 recovery wells (formerly known as the Off-Site wells). The RCS sample results indicate no exceedances of either the discharge quality or flow limits for the parameters specified in the monthly DMR (Outfalls 001 and 01A). A summary of the RCS DMR analytical results is provided in Tables 1 and 2. A summary of the analytical results for additional parameters detected is provided in Table 3. The RCS laboratory analytical data are provided in Attachment 1. RCS photographs of the discharge point and receiving water taken in September 2011 are enclosed in Attachment 2. Based on visual inspections of the discharge location performed by RCS operations personnel on a periodic basis, the RCS discharge is in compliance with the narrative water quality standard for turbidity (NYCRR Title 6, Chapter X, Part 703.2). The DMR forms for Outfalls 001 and 01A are provided in Attachment 3. The ORS was sampled on September 8, 2011 for the monthly DMR (Outfall 002), with the ORS operating at a flow rate of approximately 389 gpm. The average operational flow rate for the period of September 1, 2011 through September 30, 2011 was approximately 397 gpm. The total MC Y /ML

The ORS sample results indicate no exceedances of either the discharge quality or flow limits for the parameters specified in the monthly DMR (Outfalls 002). A summary of the ORS DMR analytical results is provided in Table 4. A summary of the analytical results of additional parameters detected is provided in Table 5. The laboratory analytical data are provided in Attachment 1. Photographs of the discharge point and receiving water taken in September 2011 are enclosed in Attachment 2. Based on visual inspections of the discharge location performed by ORS operations personnel at the time of the sample collection, the ORS discharge is in compliance with the narrative water quality standard for turbidity (NYCRR Title 6, Chapter X, Part 703.2).
