2 Fishing boats and other small seacrafts were advised not to venture out into the seaboards of Luzon and the western seaboard of Visayas due to the combined effects of TY AMBO and the southwest monsoon. B. EFFECTS 1. Casualties (Details on Tab A) There were 15 casualties reported: 3 dead ( 2 in Cainta, Rizal and 1 in Busuanga, Palawan); 7 injured (5 in San Mateo and 2 in Antipolo City Rizal); and 5 missing (2 in Lagonoy, Camarines Sur and 3 in Pandan, Catanduanes) There were 33 persons rescued: 1 in Sta Maria, Romblon and 32 in Sto Domingo, Albay 2. Reported Strandees There were 523 passengers, 2 light vehicles, 25 motor bancas and 2 vessels stranded in Pasacao, Camarines Sur; Coron, Palawan and Basco, Batanes Ports. Two (2) vessels and 21 motorbancas cancelled trip and took shelter 3. Incidents Monitored (Details on Tab B) Eleven (11) incidents occurred in various regions: 1 collapsed structure, 1 drowning, 3 flooding incident, 1 landslide, 3 sea mishaps and 1 overflowing of river 4. Flights Cancelled On June 2, 2112, a total of 32 flights in Ninoy Aquino International Airport (NAIA) were cancelled: Philippine Air Lines (2); 19 Cebu Pacific (19) and Air Philippines (11) 5. Damaged Lifelines There were three (3) bridges and 2 national roads reported impassable to either light and heavy vehicles due to heavy downpour, strong water current, and damaged/ washed-out/collapsed bridge approach. Garasgas Bridge in National Highway, Brgy. Bil-Loca, Batac City Mongpong Bridge, Brgy Malisbong, Sablayan, Occidental Mindoro (damaged bridge approach B Sto.Niño Detour Bridge in Brgy Sto. Niño, Busuanga, Palawan (collapsed/washed out) Sablayan National Road - damaged portion/ approach and box culverts due to heavy downpour from Mongpong River Kennon Road- reported closed to traffic due to falling rocks along Camp 5 II. EMERGENCY RESPONSE MANAGEMENT A. NDRRMC NDRRMC-OPCEN upgraded its alert status from White alert to Blue alert as early as June 1, 2012, and subsequently, at 8:00 AM of June 3, 2012, it was upgraded into Red alert status due to the intensification of TS AMBO into a typhoon; Continuously disseminated PAGASA s weather advisories (Severe Weather Bulletins); Gale Warnings; Flood Advisories; Dam Discharge Warning Operation of Binga and Magat Dams, and status of Magat and Agno Rivers to respective regions affected through SMS and facsimile; 2
3 Uploaded all sort of advisories at the NDRRMC Website, Facebook, and Twitter accounts for further dissemination to local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels. Directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibility (AOR) and subsequently advised local DRRMCs to initiate pre-emptive evacuation of families in low-lying and mountainous areas if situation warrants PAGASA continuously provided NDRRMC OPCEN with General Flood Bulletins/Advisories ; Gale Warnings; and Severe Weather Bulletins on Typhoon AMBO. PCG CGD directed DRG Team of CGDBCL Stations/Detachments on standby alert for possible deployment; implemented the HPCG Memo Cir and compliance with HPCG Memo Cir and observed the PCG SOP Continuously provided NDRRMC with updates and status of strandees. AFP 9ID, PA directed the following units on standby: (DRUs of 901BDE in Albay and Catanduanes and 903 BDE in Masbate and Sorsogon; three (3) DRTUs, six (6) M35 trucks and six (6) KM450 of 902BDE in Camarines Norte and Camarines Sur; two (2) DRRU Teams of NAVFORSOL and one (1) DRT Team of TOG5, PAF; Likewise, issued a Memorandum to COMSOLCOM, COMNOLCOM and COMNCRCOM especially in provinces most likely to be hit by Typhoon Ambo such as: Cagayan, Catanduanes, Camarines Sur, Camarines Norte, Polilio Island, Aurora and Isabela to alert their respective DRTGs/ DRTUs. NAVFORSOL requested from HPN the availability of PN aircrafts for SAR operations in Catanduanes DSWD-CO alerted all DSWD Field Offices along typhoon path and advised them to closely monitor the situation particularly the known flashflood/ landslide areas for any eventuality and the status of their standby funds and stockpile; placed all SWAD teams on alert status to monitor any possible effects of Typhoon AMBO; and prepositioned P1.49M standby funds and P9.16M worth of relief supplies in Field Offices (FOs) II, III, and V. B. RDRRMCs and Local DRRMCs Preparedness and Response Efforts RDRRMCs/OCDRCs I, II, III, IV-A, IV-B, V, VIII, and CAR continuously disseminated severe weather bulletins issued by PAGASA to the local DRRMCs (Provincial, City and Municipal levels) through SMS and facsimile; advised local DRRMCs to undertake precautionary measures and initiate pre-emptive evacuation of their constituents in low-lying areas if necessary; activated their respective OPCENs at the regional and provincial levels for timely and continuous dissemination of NDRRMC advisories to all concerned local DRRMCs, RDRRMC member-agencies, and trimedia thru facsimile and SMS; alerted concerned response agencies; prepositioned their respective assets in strategic areas; continuously monitored the situations in their respective areas of responsibility; and alerted their respective emergency responders for possible conduct of evacuation and relief operations. 1. NCR OCD-NCR advised OAAP to roll down all their billboard/tarpaulins in areas that maybe affected by strong winds and gustiness; continuously monitored the situation in Metro Manila particularly the water levels of dams and status/ amount of rainfall. 3
4 QC DRRMC alerted 142 barangays to preposition rescue boats and responders are on standby. 2. Region I RDRRMC/ OCDRC I activated their respective OPCENs at the regional and provincial levels for timely and continuous dissemination of NDRRMC advisories to all concerned local DRRMCs, RDRRMC member-agencies, and tri-media thru facsimile and SMS other organization. 3. Region II DSWD-FO2 alerted Field Offices and SWAD DMRTs; prepositioned 2,283 family food packs, 2,579 packs relief clothing and PhP 814, worth of standby fund readily available for augmentation; PRO2 alerted the Police Provincial Offices in Batanes, Cagayan, Isabela, Nueva Vizcaya and Quirino and placed on alert status for possible deployment; BFP units are on standby for possible rescue operation. 4. Region III PDRRMC Aurora is closely monitoring the situation in its AOR; propositioned food packs and readied all evacuation centers for possible evacuation operations; Aurora Rescue on full alert and ready to conduct evacuation and other DRR operations if needed PDRRMC Nueva Ecija activated its Emergency Operations Center on June 2,2012, 11:00 AM 5. Region IV-A DRRMO San Mateo conducted SAR Operations at the collapsed Bridge foundation DRRMO Cainta conducted SAR Operations due to drowning CDRRMO Antipolo visited the eroded rip rap to assess the damage and alerted DPWH for immediate repairs OCD-RDRRMC IV-A continuously coordinated with DPWH IV-A, DEO, CRRMO-Antipolo, PDRRMO-Rizal for updates and proper action 6. Region IV-B PDRRMO Occidental Mindoro installed early warning signs and devices on both approaches of Mongpong Bridge to caution commuters and divert traffic flow to a detour Coast Guard Romblon directed all other nearby detachments and advised all ships/ watercrafts and local populace transiting in the area to be on the look-out and provide assistance if missing motorbanca Brando is sighted Coast Guard Southern Tagalog was notified and alerted for possible SAR Operations DPWH IV B put up the new Sto Niño Detour Bridge to accommodate traffic flow DILG MLGOO activated the Disaster monitoring system PNP continuously monitored the affected areas 7. Region V RDRRMC/OCD V coordinated with OCD RC8 re sightings of missing fishermen from Pandan, Catanduanes in Borongan-Samar area; coordinated with L/PDRRMCs, PNP and AFP (Army, Air Force and Navy) to place their assets on 4
5 standby for possible DRR Operations; coordinated with CG District and PRO 5 re local SAR operations for the 5 missing fishermen, coordinated with NAVFORSOL and TOG 5-District for availability of appropriate aircraft for SAR in Catanduanes; and conducted an emergency meeting on June 1, 2012 attended by PAGASA, PHIVOLCS PDRRMC Albay, Catanduanes and Masbate,, PNP, PCGD8, TOG 5, PAF, PNP, PA DILG, DSWD and DOH Member Agencies were on heightened/alert status: PAGASA (issuance and dissemination of advisories); DSWD (prepositioned relief items); PNP (prepositioned assets for possible rescue operations); AFP (91DBDE Albay and Catanduanes, 902BDE Camarines Norte/ Sur, 903BDE Masbate and Sorsogon, NAVFORSOL, TOG5-PAF aircraft were on standby alert for SAR ready for dispatch once needed. CGDBCL (Coast Guard) were alert for possible deployment PDRRMC Albay, Camarines Norte, Camarines Sur, Catanduanes, Masbate and Sorsogon placed their recue assets on standby alert for possible SAR operations of the missing fishermen. PPO Catanduanes directed MPWS Baras and Bato to monitor and confirm location of the missing fishing vessel for possible rescue operation and to maintain coordination with all concerned in connection with the recovery of the missing fishing vessel PDRRMC Catanduanes advised all coastal barangays to be on the lookout/alert for possible sightings of the missing vessel and to provide assistance PDRRMC Camarines Sur coordinated with MDRRMC Lagonoy, PNP and PCG to conduct SAR Operation for the 2 missing fishermen 8. Region VIII RDRRMC/ OCDRC VIII coordinated with PCG Catbalogan regarding status of ferry operations at Allen, Northern Samar and placed response team on standby for possible deployment. These response teams were PCG-DRT (Tacloban City); Catarman Rescue (Northern Samar); Catbalogan Rescue; Southern Leyte Provincial DRT; Guiuan Rescue; TOG8 DRT (Tacloban City); BFP-EMT (Tacloban City); Eastern Visayas Regional Medical Center-Emergency Medical Responders (Tacloban City); 8 th ID, PA (Tacloban City). 9. CAR OCD-CAR coordinated with NPC for the dam status, DPWH for road conditions; and with LDRRMOs for weather situation in their respective AORs utilizing SMART info board, social media network and SMS in sending out weather bulletins and advisories. 5
