3 cope of Project his project was performed as a subcontract to Geoerra, nc. dba 3i West of ugene, regon for the city of Nampa, daho. he purpose of this project was to expand an existing permanent GP control network as a basis for future geo-referenced G, mapping and surveying projects. he project area lies within portions of ownships 2 North through 4 North and Ranges 1 West through 3 West of the Boise Meridian. Recent istory of Control and/or Mapping urveys in the Nampa rea rbiech, LLC provided mapping control for da County, via a subcontract to 3i, LLC of ugene, R. hat project consisted of a total of 60 control points and a report was prepared and submitted to da County that subsequently was made available on line at hose points are not reported herein with the exception of any common points incorporated in the Nampa projects rbiech, LLC provided mapping control for city of Nampa, via a subcontract to 3i, LLC of ugene, R. hat project consisted of a total of 98 photo control points along with six existing NG points for a total of 104 points. hose 104 points are reported herein as ppendix to this control report rbiech, nc. established a permanent GP control network as a basis for future geo-referenced G, mapping and surveying projects for city of Nampa, via a subcontract to igh esert Geo-echnologies of Bend, R. hat project consisted of 19 new points and eight existing NG points for a total of 27 points. hose points were documented in a report of survey provided to the city of Nampa, in he 2002 report is superseded by the current report and those points are incorporated with updated information herein rbiech, nc. provided mapping control for city of Nampa, via a subcontract to Geoerra, nc. dba 3i West of ugene, R. hat project consisted of 28 new points and two new NG points for a total of 30 (new) points. his project was performed as two separate projects, one in March followed by the second in eptember. hose points are reported herein as ppendix B to this control report rbiech, nc. provided a permanent GP control network as a basis for future geo-referenced G, mapping and surveying projects for city of Caldwell, via a subcontract to Geoerra, nc. dba 3i West of ugene, R. hat project consisted of a total of 11 new control points, 10 temporary mapping points and six existing control points for a total of 27 points. hose points were documented in a report of survey provided to the city of Caldwell, in hose points are not reported herein with the exception of any common points incorporated in the Nampa projects rbiech, nc. provided an expansion of the permanent city of Nampa GP control network as a basis for future geo-referenced G, mapping and surveying projects via a subcontract to Geoerra, nc. dba 3i West of ugene, R. hat project consisted of a total of 19 additional control points; those points are reported herein. n addition, seven new mapping Page 1

While all of the projects have the same horizontal basis of N83(92) (based on RN points 67 and UL ), there are slight local variations in the NV88 elevations reported as the various projects were localized to the incorporated bench marks as each project was completed. While the 2000, 2003 and 2006 Nampa mapping points are included in this report as appendices, it should be understood that these were generally surveyed to a lesser standard than the permanent control network points and many were of a temporary nature that have since been destroyed by construction activities. he purpose of those points was for aerial photo control and wwasprimarily surveyed to support that task and the associated accuracy required and should probably be considered accurate to approximately +/- 0.2 feet both horizontally and vertically. he combined 2002/2006 network reported herein should be the basis of all subsequent survey activities. escription of Methods mployed he project required daho tate Plane Coordinates (PC) (based on N 83(92) RN) and NV 88 elevations to be established on 16 new points. n addition to the new points, existing points included in this project consisted of 19 city of Nampa 2002 control points, six U Coast & Geodetic urvey (UC&G) or National Geodetic urvey (NG) bench marks and two NG igh ccuracy Reference Network (RN) points for a total of 43 points in the network. t should be noted that at the present time (2006) the N 83(92) adjustment N the current adjustment of N83 by the NG; however, the city would like to maintain continuity from the mapping project completed in 2000 that predated the current NG adjustment of N83(99) and so the decision was made to maintain the current project on the same datum that the city is currently using. ll of the 16 new points established during this survey consist of a 2 diameter aluminum concrete disk with a 2 long stem and attached ceramic magnet. ach concrete disk was set in an existing concrete structure such as a curb, sidewalk, irrigation structure, etc. t each point a hole was drilled in the existing concrete and then the disk was affixed with concrete grout. ypical disk stamping is as shown in the diagram below: Page 2

5 C Y N M P C N R L L P N he survey was performed using static GP methods. ll measurements were made utilizing wooden slip leg tripods. ll foot measurements shown in this report are based on the U.. urvey oot definition. ll measurements for determining the positions established by this survey were made using two (2) Leica ystem 500 dual frequency Global Positioning ystem (GP) receivers. he manufacturer s stated accuracy of this equipment is 5 mm ± 1 ppm for static surveys. GP baseline data was processed utilizing the G Precise (inal) orbit ephemeris with Leica Geo ffice (LG), Version 3.0. ll measurements were simultaneously adjusted using the LG adjustment software. V Level of ccuracy he GP baselines were combined in a minimally constrained least squares adjustment, holding NG RN station UL fixed, to check the validity of the GP measurements within themselves, with the largest error ellipse (2σ/95% confidence level) having a semi major axis of 0.05 feet (14 mm) at station , with the largest vertical residual being 0.06 feet (19 mm) at station he network was then constrained to NG RN stations UL and 67 (holding the C Cartesian coordinates) with the largest error ellipse having a semi major axis of 0.03 feet (11 mm) at station , with the largest vertical residual being 0.04 feet (13 mm) at station he adjusted N 83(92) RN based latitudes and longitudes were then transformed to daho West Zone tate Plane Coordinate (PC) by applying the zone parameters to the GP measurements. rthometric heights were derived by applying the NG geoid model G03 to the adjusted ellipsoid heights based on the fixed heights at NG stations UL and 67 and then applying a mean local datum shift as determined at NG bench marks B 141, B 143, C 143, 141, G 416 and M 223 by differencing the GP derived heights with the leveled elevations per NG for those stations. he resultant local datum shift was feet ( meters). his local shift was then applied equally to all new non-leveled stations in the network. 6 V GP eights and rthometric levations rthometric height elevations are not to be confused with GP heights. GP heights are based upon a mathematical surface called the ellipsoid, while orthometric elevations are based upon a surface called the geoid. Both of the surfaces are the zero points for their respective heights. o convert the GP ellipsoidal height to an orthometric height elevation, we need to know the difference in height between the two systems. his difference is not constant and changes gradually from point to point in any given area. t also varies due to changes in gravity associated with changing terrain, for example, mountains. his change is referred to as the geoidal undulation. ifferential leveling measures the difference in height above the geoid between two bench marks. GP, on the other hand, measures the difference in height above the ellipsoid between the two marks. he relationship between the two systems can be represented by the following formula: N + = h where N is the geoidal separation, which varies is the orthometric height h is the ellipsoidal height o convert h to, you need N. he accuracy of GP derived elevations depends upon how well N is known. ur firm employs the G03 model developed by the National Geodetic urvey to determine the value of N. he G03 model is known as a hybrid geoid model, combining gravimetric information with GP ellipsoid heights on leveled bench marks. he G03 model was developed to support direct conversion between N 83 GP ellipsoidal heights and NV 88 orthometric heights. When comparing the G03 model with GP ellipsoidal heights in the N 83 reference frame and leveling in the NV 88 datum, it is seen that G03 has roughly a 2.4 cm (0.08 feet) absolute accuracy (one sigma) in the regions of GP on bench mark coverage. n those states with sparse (150km+) GP on bench mark coverage, less point accuracy may be evident; but relative accuracy at about a 1 to 2 part-per-million level, or better, should still be obtained. Because G03 is only a model and could contain small errors, we do not currently consider geoid-corrected GP orthometric heights as a substitute for geodetic leveling in meeting the ederal Geodetic Control ubcommittee (GC) standards for vertical control networks. Work is under way on improving the model, and at present, many less stringent requirements can be met using the current model. Page 4

Both of these points are shown herein, BU neither point is believed to be in existence as of f the remaining 25 points from the 2002 network, 18 were visited and confirmed to still be in good condition; however, seven of the remaining 25 points WR N visited during 2006 and their status is unknown. t should be noted that point , which is still in existence, N usable for GP occupations at the present (2006) due to a nearby willow tree. Users should note that there will now exist slight variations in the coordinate and elevation information on the 2002 network points from what was reported in hese differences are due to adding the 2006 points and then performing a simultaneous least squares adjustment on all the data. he largest changes were 4 mm in Northing, 2 mm in asting and 7 mm in orthometric height, with the average changes being 1 mm in Northing, 0 mm in asting and 3 mm in orthometric heights. n addition, users should note that two of the 2002 points were held fixed during the 2004 Caldwell project; those fixed points now have updated positions, thus introducing a slight discrepancy when compared to the existing 2004 Caldwell report. 60 he survey was performed using static GP methods utilizing a combination of wooden slip leg tripods and an adjustable height rod with an attached bipod. nitially, a network survey was completed incorporating nine of the 104 points that included two RN points. rom the initial network the remainder of the points were measured in a radial fashion with ties made from a minimum of two of the network points. ll measurements for determining the positions established by this survey were made using two (2) Leica ystem 300 dual frequency Global Positioning ystem (GP) receivers. he manufacturer s stated accuracy of this equipment is 5 mm ± 1 ppm for static surveys. GP baseline data was processed utilizing the broadcast orbits with Leica K, Version 2.3. ll foot measurements shown in this report are based on the U.. urvey oot definition. Level of ccuracy he GP baselines were combined in a minimally constrained least squares adjustment, holding NG RN station 67 fixed, to check the validity of the GP measurements within themselves, with the largest error ellipse (2σ/95% confidence level) having a semi major axis of 0.06 feet (18 mm) at point , with the largest vertical residual being 0.09 feet (28 mm) also at station he network was then constrained to NG RN stations UL and 67 (holding the C Cartesian coordinates) with the largest error ellipse having a semi major axis of 0.06 feet (18 mm) again at point , with the largest vertical residual being 0.09 feet (28 mm) also at point he adjusted N 83(92) RN based latitudes and longitudes were then transformed to daho West Zone tate Plane Coordinate (PC) by applying the zone parameters to the GP measurements. rthometric heights were derived by applying the NG geoid model G99 to the adjusted ellipsoid heights based on the fixed heights at NG stations UL and 67 and then applying a mean local datum shift as determined at NG bench marks C 143, 141, G 416 and P 223 by differencing the GP derived heights with the leveled elevations per NG for those stations. he resultant local datum shift was feet ( meters). his local shift was then applied equally to all new non-leveled stations in the network. -2

61 V GP eights and rthometric levations rthometric height elevations are not to be confused with GP heights. GP heights are based upon a mathematical surface called the ellipsoid, while orthometric elevations are based upon a surface called the geoid. Both of the surfaces are the zero points for their respective heights. o convert the GP ellipsoidal height to an orthometric height elevation, we need to know the difference in height between the two systems. his difference is not constant and changes gradually from point to point in any given area. t also varies due to changes in gravity associated with changing terrain, for example, mountains. his change is referred to as the geoidal undulation. ifferential leveling measures the difference in height above the geoid between two bench marks. GP, on the other hand, measures the difference in height above the ellipsoid between the two marks. he relationship between the two systems can be represented by the following formula: N + = h where N is the geoidal separation, which varies is the orthometric height h is the ellipsoidal height o convert h to, you need N. he accuracy of GP derived elevations depends upon how well N is known. ur firm employs the G99 model developed by the National Geodetic urvey to determine the value of N. he G99 model is known as a hybrid geoid model, combining gravimetric information with GP ellipsoid heights on leveled bench marks. he G99 model was developed to support direct conversion between N 83 GP ellipsoidal heights and NV 88 orthometric heights. When comparing the G99 model with GP ellipsoidal heights in the N 83 reference frame and leveling in the NV 88 datum, it is seen that G99 has roughly a 4.6 cm (0.15 feet) absolute accuracy (one sigma) in the regions of GP on bench mark coverage. n those states with sparse (150km+) GP on bench mark coverage, less point accuracy may be evident; but relative accuracy at about a 1 to 2 part-per-million level, or better, should still be obtained. Because G99 is only a model and could contain small errors, we do not currently consider geoid-corrected GP orthometric heights as a substitute for geodetic leveling in meeting the ederal Geodetic Control ubcommittee (GC) standards for vertical control networks. Work is under way on improving the model, and at present, many less stringent requirements can be met using the current model. -3

GP heights are based upon a mathematical surface called the ellipsoid, while orthometric elevations are based upon a surface called the geoid. Both of the surfaces are the zero points for their respective heights. o convert the GP ellipsoidal height to an orthometric height elevation, we need to know the difference in height between the two systems. his difference is not constant and changes gradually from point to point in any given area. t also varies due to changes in gravity associated with changing terrain, for example, mountains. his change is referred to as the geoidal undulation. ifferential leveling measures the difference in height above the geoid between two bench marks. When comparing the G99 model with GP ellipsoidal heights in the N 83 reference frame and leveling in the NV 88 datum, it is seen that G99 has roughly a 4.6 cm (0.15 feet) absolute accuracy (one sigma) in the regions of GP on bench mark coverage. n those states with sparse (150km+) GP on bench mark coverage, less point accuracy may be evident; but relative accuracy at about a 1 to 2 part-per-million level, or better, should still be obtained. Because G99 is only a model and could contain small errors, we do not currently consider geoid-corrected GP orthometric heights as a substitute for geodetic leveling in meeting the ederal Geodetic Control ubcommittee (GC) standards for vertical control networks. 219 cope of Project his project was performed as a subcontract to Geoerra, nc. dba 3i West of ugene, regon for the city of Nampa, daho. he purpose of this project was to provide the ground control for an updated aerial flight of the City of Nampa, along with an initial aerial mapping project for Nampa ighway istrict No. 1. dditionally, airborne GP (BGP) data was collected during the aerial flight as an integral part of the aerial triangulation and mapping process. he project area lies within portions of ownships 1 outh through 4 North and Ranges 1 West through 4 West of the Boise Meridian. escription of Methods mployed he project required daho tate Plane Coordinates (PC) (based on N 83(92) RN) and NV 88 elevations to be established on seven new photo control points. n addition to the new points, existing points included in this project consisted of one U Coast & Geodetic urvey (UC&G) bench mark, two points from the da County erial Mapping Project of 2000, six points from the Citywide GP Control Network of 2002 for the city of Nampa, two points from the Citywide GP Control Network of 2004 for the city of Caldwell and four points from the Citywide GP Control Network of 2006 for the city of Nampa, for a total of 22 points in the project. he above referenced projects from 2000, 2002 and 2004 are the basis for this survey. dditionally, a number of existing photo control points from years 2000, 2002, 2003 and 2004 were recovered and retargeted for supplemental control prior to the aerial flight; however, there were no new survey measurements done at those points. he seven newly set monuments consist of a 2 diameter aluminum washer and PK brand masonry nail ¼ diameter X 2 ½ long set in asphalt pavement. ypical washer stamping for the newly set points is as shown in the diagram below: R B C P K C N R L L P N he survey was performed using static GP methods. he new points were measured in either a network or a radial fashion with ties made from a minimum of two of the existing points from the previously referenced surveys utilizing wooden slip leg tripods. he Citywide GP Control Network of 2006 for the city of Nampa was not completed until later in the year, even though M of the field work was completed simultaneously with the mapping project. n order to accommodate the mapping schedule, interim positions were computed for four of the C-1

220 points within the 2006 control project and those positions were used as control for some of the 2006 mapping points. ll measurements for determining the positions established by this survey were made using two (2) Leica ystem 500 dual frequency Global Positioning ystem (GP) receivers. he manufacturer s stated accuracy of this equipment is 5 mm ± 1 ppm for static surveys. GP baseline data was processed utilizing the G Precise orbit (either rapid or final) ephemeris with Leica Geo ffice, Version 3.0. ll foot measurements shown in this report are based on the U.. urvey oot definition. Level of ccuracy he largest error ellipse of the final positions (relative to the previous control) was at point B 294 having a semi major axis of 0.03 feet (10 mm) and the largest vertical residual being 0.04 feet (12 mm) at point he adjusted N 83(92) RN based latitudes and longitudes were then transformed to daho West Zone tate Plane Coordinate (PC) by applying the zone parameters to the GP measurements. rthometric heights were derived by applying the NG geoid model G99 to the adjusted ellipsoid heights as measured relative to the fixed ellipsoid heights of the previous control and then applying a mean local datum shift as determined during the Nampa Citywide GP Control Network of 2002 project. he resultant local datum shift was feet ( meters). his local shift was then applied equally to all new non-leveled stations in the network. he exception to the above procedure was at point where orthometric heights were derived by applying the NG geoid model G03 to the adjusted ellipsoid height as measured relative to the fixed ellipsoid heights of the Caldwell Citywide GP Control Network of 2004 and then applying a mean local datum shift as determined during that project. he resultant local datum shift was feet ( meters). his local shift was then applied to point C-2

221 V GP eights and rthometric levations rthometric height elevations are not to be confused with GP heights. GP heights are based upon a mathematical surface called the ellipsoid, while orthometric elevations are based upon a surface called the geoid. Both of the surfaces are the zero points for their respective heights. o convert the GP ellipsoidal height to an orthometric height elevation, we need to know the difference in height between the two systems. his difference is not constant and changes gradually from point to point in any given area. t also varies due to changes in gravity associated with changing terrain, e.g. mountains. his change is referred to as the geoidal undulation. ifferential leveling measures the difference in height above the geoid between two bench marks. GP, on the other hand, measures the difference in height above the ellipsoid between the two marks. he relationship between the two systems can be represented by the following formula: N + = h where N is the geoidal separation, which varies is the orthometric height h is the ellipsoidal height o convert h to, you need N. he accuracy of GP derived elevations depends upon how well N is known. ur firm employs the G99 model developed by the National Geodetic urvey to determine the value of N. he G99 model is known as a hybrid geoid model, combining gravimetric information with GP ellipsoid heights on leveled bench marks. he G99 model was developed to support direct conversion between N 83 GP ellipsoidal heights and NV 88 orthometric heights. When comparing the G99 model with GP ellipsoidal heights in the N 83 reference frame and leveling in the NV 88 datum, it is seen that G99 has roughly a 4.6 cm (0.15 feet) absolute accuracy (one sigma) in the regions of GP on bench mark coverage. n those states with sparse (150km+) GP on bench mark coverage, less point accuracy may be evident; but relative accuracy at about a 1 to 2 part-per-million level, or better, should still be obtained. Because G99 is only a model and could contain small errors, we do not currently consider geoid-corrected GP orthometric heights as a substitute for geodetic leveling in meeting the ederal Geodetic Control ubcommittee (GC) standards for vertical control networks. Work is under way on improving the model, and at present, many less stringent requirements can be met using the current model. C-3

223 ee tation ata heet at point B 294. his point is an existing vertical mark in the NG atabase; however, it was not held fixed during this survey, and was only used as a check elevation on this project (checked at 0.22 feet). n addition, levels were run from Q 73 in the NG database to point ; again, the leveled elevation was not held fixed during this survey, and was only used as a check elevation on this project (checked at 0.12 feet). he elevation shown herein for is per the adjusted GP derived elevation N N the leveled elevation for the following reasons: he brass disk at Q 73 has been vandalized and possibly disturbed and point is on the extreme edge (southeasterly corner) of the mapping area and since the bench marks in the core urban area fit together extremely well, it was not worth possibly contaminating the vertical adjustment with an unchecked bench mark at the extreme edge of the project. he elevation shown herein for B 294 is the published NG elevation rather than the GP surveyed elevation; this was done primarily because this point was again on the extreme edge of the project (outside of the southwesterly corner) and across the nake River from the mapping area.
