2 ARKANSAS DEPARTMENT OF HIGHER EDUCATION 2011 REPORT ON STEM GRADUATION AND ENROLLMENT TRENDS The purpose of this report on Arkansas STEM (Science, Technology, Engineering, and Mathematics) program activity is to inform education and policy makers about the need to prepare and graduate more students with degrees in STEM related fields as defined by the National Center for Education Statistics. Arkansas is witnessing a significant shortfall in its ability to meet the STEM education needs of its students which will have tremendous implications for the state s scientific and engineering workforce needed for the next decade. Addressing this issue is absolutely essential for the continued economic success of Arkansas. All Arkansas citizens must have the basic scientific, technological, and mathematical knowledge to make informed personal choices, to develop human capital, and to thrive in the increasingly technological global marketplace. Degree Production The total number of all STEM graduates has increased in every year* (except AY2007) increasing from 2,085 in AY2006 to 2,779 in AY2010 for an overall increase of 33.2%. 3 At the Bachelors degree level, the total number of STEM graduates has increased as well but at a slower pace of 10.5% between AY 2006 and AY 2010 (from 1,186 in AY2006 to 1,311 in AY2010). 4 At the four-year institution baccalaureate level, UAF 4 continues to have the highest number of STEM graduates. Three schools (HSU, UAFS, and UCA) have experienced the biggest increases in STEM graduates. 5 As a percent of the state total (all Arkansas graduates between AY ), the doctoral and related professional degrees, associate degree categories, and masters degree categories experienced an increase in the STEM share of graduates, while bachelors was the only category to experience a decrease (see Table 3) 5. The largest portion of credentials awarded at the associates level and lower (21.5%) were also in CIP 15: Engineering Technologies/Technicians. 6 Of the AY 2006 Baccalaureate STEM graduates, 341 enrolled in graduate school. Of the AY 2010 Baccalaureate STEM graduates, only 254 enrolled in graduate school. 7 As seen in Table 6A on the previous page, STEM enrollment has steadily increased from AY2007 to 2011 for each student (freshman through senior) classification (excluding the OTHER category). Overall, STEM enrollment among these student levels (freshman to senior) rose from 9,320 in AY2007 to 11,577 in AY marking a 24.2 percent increase 14 whereas enrollment at public institutions increased by 18.5 percent over the same time period. STEM enrollment as a percentage of total statewide enrollment as shown below in Table 6B has remained constant over the same time period increasing by 0.3%. The percentage of white students is declining. But, the change in the male/female percentages for STEM students has changed very little. 8 The most popular academic programs by statewide undergraduate enrollment by CIP Code 17 are: 1. Biology/Biology Sciences General (CIP ) with a AY2011 enrollment of 3,674 students (39.9 percent increase over 5 years); 2. Computer and Information Sciences, General (CIP ) with a AY2011 enrollment of 1,662 students (17.4 percent increase); 3. Chemistry, General (CIP ) with a AY2011 enrollment of 1,231 students (30.0 percent increase); 4. Mechanical Engineering (CIP ) with a AY2011 enrollment of 595 students (7.2 percent increase); and 5. Mathematics, General (CIP ) with a AY2011 enrollment of 580 students (9.6 percent). 10 Discussion The good news: Overall, the number of total STEM graduates has increased 33.2% from AY2006 to AY STEM graduates as measured by credentials awarded for bachelor s degrees are up by 10.5 percent from AY2006 to AY In addition, the total number of associate level credentials awarded are up, the total number of masters level credentials awarded are up, and the number of doctoral level credentials awarded are up. The number of awarded STEM credentials are up across the board. 22 Overall STEM enrollment is up by 24.2 percent from AY2007 to AY2011. The bad news: As a percent of all statewide graduates, the percentage of STEM graduates has not kept pace with the growth in credentials awarded having gone from 9.3 percent in AY2006 to just fewer than 9.0% percent in AY Please note that this decline is relatively small. 20 See Attachment I 21 See Attachment A 22 See Attachment D 23 See Attachment B Page 9 of 11

11 Summary & Recommendations In Arkansas, STEM enrollments have increased over the past five years. In addition, total credentials awarded in the STEM fields increased but at a slower pace. The number of Baccalaureate credentials awarded has increased over the same time period (see Table 1C). Aside from the small downtick in the number of STEM graduates for AY2007, this should represent a significant accomplishment for higher education officials and faculty that efforts are working to improve the number of students obtaining STEM credentials from an output perspective (more graduates) and from an input perspective (more majors). In order to increase the number of graduates, higher education institutions should consider establishing support mechanisms, such as: 1. Creating residential STEM communities or STEM dormitories; 2. Providing special access to tutors; 3. Creating customized or special new student orientations for STEM students; 4. Creating and promoting STEM student organizations and/or social organizations; 5. Providing targeted scholarships for juniors and/or seniors in STEM fields; and 6. Developing education and engineering internships for STEM students. 7. Promote the need of STEM majors in the workforce after college graduation in the state of Arkansas. With gas companies moving to Arkansas to drill for natural gas, there has been a surge in the number of engineers needed in the state. Additionally, K-12 and higher education agencies should: 1. Integrate engineering education into K-12 instruction by designing challenging content and curricula frameworks and assessments that include engineering; 2. Increase engineering and technology teacher preparation programs and recruit qualified teachers to provide engineering education in high-needs schools; 3. Promote aspirations for a STEM career particularly in engineering among diverse student populations, especially among girls and underrepresented minorities; 4. Invest in afterschool STEM programs; and 5. Promote STEM competitions such as Math Counts, robotics competitions, and science fairs. 6. Promote partnerships among K-12 school administrators, teachers and business, manufacturing and engineering professionals. Page 10 of 11
