2 The Delaware Valley Regional Planning Commission (DVRPC) is an interstate, inter-county, and intercity agency serving the Philadelphia-Camden-Trenton metropolitan area. As the region s metropolitan planning organization, the commission provides technical assistance and services to its member state and locall governments. Delaware Valley Data is our periodic series of free data bulletins, analytical data reports, data reference guides, and data snapshots. This regional data bulletin provides information on new housingg units authorized by residential building permits in i DVRPC s 28-county extended data services area. The Commission s extended data services area (illustrated on the map on page 3) includes New Castle and Kent counties in Delaware; Cecil and Harford counties in Maryland; Atlantic, Burlington, Camden, Cape May, Cumberland, Gloucester, Hunterdon, Mercer, Middlesex, Monmouth, Ocean, Salem, Somerset, and Warren counties in New Jersey; and Berks, Bucks, Chester, Delaware, Lancaster, Lehigh, Montgomery, Northampton, Philadelphia, and York counties in Pennsylvania. Background This regional data bulletin presents residential building permit data for , 2010, 2011, and in the extended 28-county data services area. The data is derivedd from current reports and publications compiled by the U..S. Bureau of the Census Construction Statistics Division. Municipalities provide the Census Bureau with tabulations of the number of housing units authorized, according to types of structures. In the few cases where municipalities reported building permit activity for some months but not for all 12 months, the Census Bureau estimates the total yearly number of building permits based on past building permit activity. The figures presented in this bulletin are for the total number of housing units authorized in each of the following types: unit structures, including both detached single-family houses and semi-detached units and row houses, provided the units are separated by a ground-to-roof party wall. Mobile homes are not included. es or structures with two dwelling units. If built side-by-side, they do not have a ground-to-roof party wall and generally have a common attic, basement, heating plant, and other features. Structures with three or more units. Each building contains three or more units sharing a common basement, heating plant, stairs, water supply, or entrance. Triplexes, garden apartments, and high-rise buildings are included in this category, as well as condominiums and cooperatively owned apartment buildings. Table 1 provides the total number of building permits issued between 2010 and by county for the 28- county extended data services area, and Table 2 describes regional and sub-regionaactivity by type of structure for each county in residential building permit activity. Table 3 summarizes residential building permit the nine- county DVRPC region. Table 4 identifies the 20 municipalities in the DVRPC region that authorized the most new residential units between January 1, 2010, and December 31,, and Table 5 identifies municipalities that issued the most residential building permitss between 2010 and as a percentage of each municipality s total housing units in 2010, as a more meaningful indication of the impact of new residential construction in individual communities. Each of the tables also includes the number of residential permits issued between 2000 and Appendix A provides municipal-level l data on the number of neww housing units authorized by residential permits by type of structure in the 28-county extended data services area. 2

4 Area Definitions In addition to providing data for the nine-county DVRPC region and its extended data services area, this data bulletin aggregates data as per the definitions of statistical areas issued by the federal Office of Management and Budget (OMB) in February The OMB defines Metropolitan, Micropolitan, and Combined Statistical Areas; New England City and Town Areas; and Metropolitan Divisions, for use in federal statistical analyses. These areas are revised every 10 years based on commuting ties between counties, and updated periodically to reflect changes in the population, based on the Census Bureau s Population Estimates Program. Comparisons of this data with regional information issued earlier than 2013 should be made with caution but can be accomplished by aggregating individual county data. The Philadelphia-Camden-Wilmington Metropolitan Statistical Area (MSA) includes the Philadelphia, Pennsylvania Metropolitan Division; the Montgomery County-Bucks County-Chester County, Pennsylvania Metropolitan Division; the Camden, New Jersey Metropolitan Division; and the Wilmington, Delaware-Maryland-New Jersey Metropolitan Division. o o o o The Philadelphia, Pennsylvania Metropolitan Division includes Delaware and Philadelphia counties in Pennsylvania. The Montgomery County-Bucks County-Chester County, Pennsylvania Metropolitan Division includes Bucks, Chester, and Montgomery counties in Pennsylvania. The Camden, New Jersey Metropolitan Division includes Burlington, Camden, and Gloucester counties in New Jersey. The Wilmington, Delaware-Maryland-New Jersey Metropolitan Division includes New Castle County in Delaware, Cecil County in Maryland, and Salem County in New Jersey. The Trenton-Ewing MSA includes Mercer County in New Jersey. Highlights Almost 57,000 units were authorized by residential building permits in the 28-county data services area between 2010 and. This includes 4,852 units in the two Delaware counties; 3,692 units in the two Maryland counties; 25,045 units in the 14 New Jersey counties; and 23,143 units in the area s 10 counties in Pennsylvania. Residential construction activity in the 28-county region has declined since its peak in the early 2000 s but has recently rebounded, with the number of permits issued in increasing by over 20 percent as compared to The annual number of residential building permits issued peaked in 2004 at 54,026 but declined every year thereafter until 2010 (when it increased slightly to 19,377) before falling to 16,829 in 2011 and then increasing to 20,526 in. The counties that issued the most residential building permits between 2010 and were Philadelphia County, Pennsylvania (where permits were issued for 4,711 units over the three years); Middlesex County, New Jersey (with 4,100 permits issued); Lancaster County, Pennsylvania (3,745 permits); Ocean County, New Jersey (3,383 permits); and Chester County, Pennsylvania (3,165 permits). 4

5 Throughout the 28-county extended data services area, municipalities that issued the most residential building permits between 2010 and included Philadelphia (which is both a county and a municipality); Franklin Township (in Somerset County, New Jersey), with 1,083 permits; Monroe and Piscataway townships (both in Middlesex County, New Jersey), which issued 880 and 642 permits, respectively; and Cherry Hill Township (in Camden County, New Jersey), where 555 permits were issued. In the Philadelphia-Camden-Wilmington MSA, 33 percent of the residential building permits issued between 2010 and were issued in the Montgomery County-Bucks County-Chester County, Pennsylvania Metropolitan Division and another 23 percent were issued in the Philadelphia, Pennsylvania Metropolitan Division (which includes both Philadelphia and Delaware counties). Residential construction permits were issued for over 20,500 housing units in the nine-county DVRPC region between January 1, 2010, and December 31,, as illustrated in Table 3. Counties issuing the most permits included Philadelphia, Chester, and Montgomery counties. Municipalities in the nine-county DVRPC region with significant residential construction activity between 2010 and included Philadelphia, Cherry Hill Township (Camden County), West Windsor Township (Mercer County), Cinnaminson Township (Burlington County), and West Goshen Township (Chester County). The 10,480 residential permits issued between 2010 and in the 20 municipalities identified in Table 4 (including over 4,700 issued in the City of Philadelphia) account for over 50 percent of all residential permits issued in the nine-county region during the last three years. Municipalities in the DVRPC region that experienced the most residential construction activity relative to their 2010 housing stock included Malvern Borough (Chester County), Swedesboro Borough (Gloucester County), East Brandywine Township (Chester County), Salford Township (Montgomery County), Woolwich Township (Gloucester County), and Delanco Township (Burlington County), as indicated in Table 5. New residential units authorized by building permits between 2010 and will increase the number of housing units by 10 percent or more in each of these communities. Between 2010 and, 68 percent of the permits issued in the 28-county extended data services area were for single-family homes, compared to 79 percent during the previous decade. In the ninecounty DVRPC region, 60 percent of the permits issued between 2010 and were for singlefamily units, compared to 74 percent during the previous decade. In the 28-county region, the percentage of single-family permits has declined each year since In, 63 percent of the permits issued throughout the region were for single-family units, compared to 69 percent in 2011 and 72 percent in. In DVRPC s nine-county region, 55 percent of the permits issued in were for single-family homes, compared to 58 percent in 2011 and 66 percent in In the DVRPC region, the percent of permits issued for single-family units by county ranges from lows of 25 percent in Mercer County (New Jersey) and 26 percent in both Philadelphia (Pennsylvania) and Camden County (New Jersey) to highs of 100 percent in Delaware County and 90 percent in Montgomery County (both in Pennsylvania). 5

In Camden County, New Jersey, permits issued in Tavistock Borough are included in the data for Haddonfield Borough. In Mercer County, New Jersey, Washington Township changed its name in 2007 to Robbinsville Township. Also in Mercer County, residents in Princeton Borough and Princeton Township voted in November 2011 to consolidate their towns. This consolidation became effective on January 1, 2013, and will be reflected in future reports. In Monmouth County, New Jersey, Lake Como Borough data was previously published as "South Belmar Borough." In Ocean County, New Jersey, permits issued in Eagleswood Township are included in Stafford Township. Also in Ocean County, Dover Township changed its name to Toms River Township in In Somerset County, New Jersey, permits issued in Millstone Borough were included in Franklin Township until 2004, when the borough began its own reporting system. In Warren County, New Jersey, Pahaquarry Township was disincorporated in 2003 and is now included as a part of Hardwick Township. In Berks County, Pennsylvania, New Morgan Borough was formed from portions of Robeson and Caernavon townships. Permits issued in Temple Borough are reported by Muhlenberg Township. The West Lawn Borough permit system was discontinued in Wyomissing Hills Borough was disincorporated in 2002 and is now included as a part of Wyomissing Borough. In Lancaster County, Pennsylvania, the permit system for Adamstown also covers the part of Adamstown located in Berks County.
