2 Summary Chemicals that are persistent, bioaccumulative and toxic (PBT) are of particular concern not only because they are toxic, but also because they remain in the environment for long periods of time, are not readily destroyed, and build up or accumulate in body tissue. Through a series of rule changes for RY 2000 and RY 2001, the U. S. Environmental Protection Agency (USEPA) established a list of 20 chemicals and compound categories that are considered PBTs for TRI reporting purposes and lowered the reporting threshold for these chemicals. Data summarized and presented on the following pages include all reports submitted by facilities for chemicals classified as PBTs except for dioxins. Dioxins are a unique category of PBT that are considered highly toxic and, therefore, reported in grams per year and not in pounds as are all other reportable substances. There were 193 facilities that submitted 301 reports on 14 PBT listings for RY For the purposes of this summary, lead and lead compounds were combined as a group as was mercury and mercury compounds. Lead and compounds are PBTs as well as carcinogens, as are most of the PBTs, and top the list for PBT Use for (Mercury and mercury compounds, pendimethalin, pentachlorobenzene, and trifluralin are listed as PBTs but not as carcinogens.) For RY 2005 lead and compounds and polycyclic aromatic compounds (PACs) accounted for more than 98% of all PBT Use. Environmental releases of PBTs are of special concern due to the nature of their potential to bioaccumulate in fish and other species and their potential impacts on human health. When humans consume fish and other food sources contaminated with PBTs the possibility of adverse health effects, especially for the young, elderly and sensitive individuals in the population becomes an issue. Even small quantities of environmental releases are, therefore, a matter of concern. The NJDEP has established work groups, as necessary, to study such special cases of concern and to issues advisories, e.g., for fishing, to alert citizens about identified problem areas. About 0.1% of the 2005 PBT nonproduct output (NPO) was released to the environment from on-site sources, 17.1% was managed on site, and 82.7% was transferred off site for further waste management. Of all 2005 PBT NPO, 96.8% (almost 20.5 million pounds) was reported as on-site or off-site recycling. On-site and off-site recycling of lead and lead compounds was the single dominant management activity for NPO of all PBT substances and accounted for the largest quantities. As stated above, lead and lead compounds and mercury and mercury compounds were combined as two groups since only the metal component is to be quantified for metal compound categories. There are 12 PBT substance groups listed for Tetrabromobisphenol A was reported in 2005, but there was no NPO reported for the substance. Lead and compounds accounted for nearly 100% of NPO for PBTs for 2005.
