1 MOBILIZATION REPORT 2017 CLICK IT OR TICKET CAMPAIGN MAY 22 - June 4 The high visibility enforcement campaign known as Click It or Ticket has had a significant impact over the years in boosting New Jersey s seat belt usage rate. Between , front seat belt use in the Garden State rose by more than 30%. The annual Click It or Ticket campaign, held during the two week period around Memorial Day, includes concerted enforcement and educational efforts that serve as a regular reminder of the lifesaving benefits of seat belt use. For the year 2014 alone, it is estimated that 194 motor vehicle occupants were saved in New Jersey because they were belted. An additional 40 who were killed would have survived, had they been buckled up. The 2017 Click It or Ticket seat belt mobilization was conducted by NJDHTS from May 22 June 4, As always, the state s law enforcement agencies were the driving force behind the campaign. New Jersey s 495 police departments were engaged for the effort, with 89 receiving $5,500 Click It or Ticket overtime enforcement grants from NJDHTS. Awareness about the campaign and the importance of wearing a seat belt were further enhanced by the distribution of educational materials, earned media efforts, paid media conducted by NHTSA, Click It or Ticket banners, and displays on dynamic message signs on major New Jersey highways. Visibility for the campaign was further heightened when New Jersey law enforcement agencies joined forces with police departments from states along the East Coast and Midwest for the Border-to-Border Click It or Ticket campaign enforcement kickoff on May 22, THE RESULTS Of the 495 police agencies in the state, 350 (71%) participated in the mobilization. The breakdown included 168 of 183 agencies (92%) in the Northern Region, 82 of 173 (47%) in the Central Region, 95 of 134 (71%) in the Southern Region, and New Jersey State Police. The 350 agencies issued 17,792 seat belt citations during the two-week campaign, down significantly from 26,551 during the 2016 mobilization. The decline in the number of seat belt summonses is attributed to the fact that funding restrictions allowed for the award of only 89 grants for the 2017 campaign, compared to 193 in police agencies issued more than 165 seat belt summonses each during the two-week campaign. In addition to seat belt citations, police officers also wrote 498 child restraint and 6,363 speeding citations, and made 976 DWI arrests.
