1 CRACKDOWN REPORT DISTRACTED DRIVING STATEWIDE CRACKDOWN APRIL 1 21, 2014 Distracted driving is a dangerous epidemic on America s roadways. In 2012, 3,328 people were killed nationally in distracted driving crashes and an estimated 421,000 were injured. The number of injuries represented a nine percent increase from the estimated 387,000 people injured in Distracted driving is any activity that diverts a person s attention away from the primary task of driving. All distractions endanger driver, passenger, and bystander safety. These distractions include texting, using a cell phone, eating and drinking, talking to passengers, grooming, reading (including maps), using a navigation system, watching a video, and adjusting a radio, CD player, or MP3 player. Because using a hand held cell phone while driving or sending text messages requires visual, manual, and cognitive attention from the driver, they are by far the most alarming distractions. In New Jersey, driver inattention is far and away the leading contributing circumstance in motor vehicle crashes. Between , driver inattention was a factor in 787,000 crashes in New Jersey, which is an average of 157,000 per year. During the same period, driver inattention was a contributing factor in 3,600 fatal and incapacitating crashes, which is an average of 720 per year. In response to these numbers, the NJ Division of Highway Traffic Safety (NJDHTS) carried out the first statewide distracted driving enforcement crackdown from April 1-21, The slogan utilized for the campaign was the National Highway Traffic Safety Administration s new distracted driving tagline UDrive. UText. UPay. April, 2014 was also National Distracted Driver Month, which was a time to remind New Jersey motorists of the state s distracted driving laws, which include a ban on hand-held cell phone use and text messaging by all drivers and a ban on all cell phone use (hand held or hands free) by novice drivers. THE RESULTS NJDHTS invited all 496 police agencies in New Jersey to support the initiative with 60 receiving overtime enforcement grants in the amount of $5,000 each. The remaining agencies were asked to support the crackdown through the use of their own resources. The UDrive. UText. UPay Distracted Driving Statewide Crackdown resulted in 13,478 summonses for cell phone use/texting and 5,343 for careless driving. In addition, participating police agencies issued 5,908 and 5,203 speeding and seat belt summonses, respectively. The crackdown focused on distracted driving, but as with all statewide traffic safety initiatives, motorists were reminded of the life saving benefits of proper restraint usage and obeying posted speed limits. It is estimated that nearly 10,000 enforcement man-hours were worked during the campaign, which included 75 fixed distracted driving checkpoints. 72% (357) of New Jersey s police agencies participated in the effort. A number of agencies reported significant accomplishments during the crackdown, including 14 agencies which issued more than 150 cell phone use/ texting summonses during the three-week campaign. New Jersey residents clearly believe that distracted driving is a problem. In a 2013 FDU PublicMind poll commissioned by NJDHTS, 72% of respondents said they very often see other motorists talking on a cell phone while driving and 40% said they very often see drivers texting behind the wheel. It is hoped that the UDrive. UText. UPay Distracted Driving Statewide Crackdown was a positive first step in mobilizing the state s law enforcement community to begin the daunting task of addressing and reversing this dangerous driving behavior.
