1 CRACKDOWN REPORT OVER THE LIMIT, UNDER ARREST 2007 year-end CRACKDOWN DECEMBER 7, JANUARY 2, 2008 Impaired driving is a crime that exacts a devastating toll. In 2006 (the last full year for which data is available), 31% or 240 of New Jersey s 774 motor vehicle fatalities were alcohol-related. While the public recognizes the dangers of drinking and driving and cites it as one of the state s most significant traffic safety problems, impaired driving increases by as much as 10% between Thanksgiving and New Year s Day. In 2007, for the first time, the New Jersey Division of Highway Traffic Safety asked the state s law enforcement community to partner with it in conducting a year-end, impaired driving crackdown. The goal of the 2007 Over the Limit, Under Arrest year-end crackdown, conducted December 7, 2007 through January 2, 2008 was to raise public awareness about the danger of impaired driving through increased enforcement and media activities. While the Division invited all 490 New Jersey police agencies to participate in the campaign, 82 departments were awarded $5,000 overtime grants. The remaining agencies were asked to support the crackdown with their own resources. In addition to the enforcement effort, the Division used earned media to deliver the Over the Limit, Under Arrest message. A statewide press release was issued to print and broadcast media and police department grantees were also asked to engage their local media in reporting the initiative. Both activities generated strong newspaper and radio coverage around the state. THE RESULTS The 2007 Over the Limit, Under Arrest yearend crackdown resulted in 2,038 DWI arrests, the largest total ever for a statewide impaired driving campaign. In addition, the participating police agencies issued 12,316 and 4,407 speeding and seat belt summonses, respectively. The crackdown focused on impaired driving, but as with all statewide traffic safety initiatives, motorists were again reminded of the state s commitment to proper restraint and obeying posted speed limits. Police agency participation in the crackdown was strong with 333 (70%) taking part in the campaign as compared to 126 during the 2006 initiative (note, the latter was conducted on a limited basis). Many agencies reported noteworthy accomplishments during the threeweek campaign, including eleven making more than 20 DWI arrests. However, for every impaired driver removed from the road, dozens more are not apprehended, causing great danger to all motorists. The Division will continue to partner with the state s law enforcement community to remove these unsafe, impaired drivers from the road.
