1 MOBILIZATION REPORT CLICK IT OR TICKET MAY 19- June 1, CLICK IT OR TICKET CAMPAIGN Encouraging New Jersey residents to buckle up has been a priority of the New Jersey Division of Highway Traffic Safety (NJDHTS) and its law enforcement partners for many years. Why promote seat belts? Buckling up is the single most effective way for a motor vehicle occupant to avoid death or serious injury in a crash. It reduces the risk of fatal injury by 45% and moderate or critical injury by 50%. Simply put seat belts save lives. The most recent statewide seat belt enforcement campaign, Click It or Ticket, was conducted by NJDHTS from May 19 - June 1, Key components of the campaign included targeted seat belt enforcement by the 497 police agencies in the state, 214 of which received $4,000 Click It or Ticket overtime enforcement grants from NJDHTS. Awareness about the campaign and the importance of wearing a seat belt were further enhanced by the distribution of educational materials by partner agencies statewide. To launch the campaign, high visibility enforcement details were conducted in Cranford (Union County), Fair Lawn (Bergen County), and Atlantic City during the first few days of the program. The Division also participated in a regional kickoff event hosted by the National Highway Traffic Safety Administration, which took place in Times Square, New York City. THE RESULTS Of the 497 police agencies in the state, 473 (95%) participated in the mobilization. The breakdown included 189 agencies in the Northern Region, 152 agencies in the Central Region, 127 agencies in the Southern Region, and New Jersey State Police. The 497 agencies issued 46,026 seat belt citations during the two-week campaign, down from 58,170 during the 2007 mobilization. NJDHTS points to an increase in belt usage as the primary reason for the reduction in citations. In addition to seat belt citations, police officers also wrote 1,007 child restraint and 6,831 speeding citations, and made 642 DWI arrests. this year s campaign by the New Jersey Institute of Technology found that the state s seat belt usage rate has risen for the twelfth consecutive year from 91.36% in 2007 to 91.75%. This equates to 34,000 more New Jerseyans buckling up, one additional life saved, a reduction of 16 serious injuries, and an annual savings to the state of $3.5 million. The two counties with the largest increase in belt usage from 2007 to 2008 are: Monmouth, up 5.2% to 93.35% and Camden, up 4.1% to 91.84%. The four counties with the highest belt usage rates for 2008 are: Middlesex (94.53%), Bergen (93.79%), Morris (93.71%), and Monmouth (93.35%). Most importantly, the annual statewide seat belt usage survey conducted immediately following
