Hart, Director of Transportation Planning & Engineering Kathleen Keen, EIT Date: August 3, 2016 Project #: Re: Pre Development of Regional Impact Assessment Proposed Total Athletics Hyannis, Massachusetts Introduction Vanasse Hangen Brustlin, Inc. (VHB) is preparing to submit a Development of Regional Impact (DRI) report for the proposed development of a sports complex (the Project ) located along Merchant s Way in Hyannis, Massachusetts. The site currently vacant and the proposed project would involve the construction of an approximately 91,047 square foot (sf) building housing an indoor turf field and ice skating rink, and an outdoor sports field. Prior to the formal submittal process, VHB would like to request that the Cape Cod Commission (CCC) provide review and comment on several key components associated with the Traffic Impact and Access Study (TIAS) that will be prepared for the Project. The components include background traffic conditions, seasonal adjustment factors, Project trip generation, Project trip distribution, definition of study area intersections, and the Trip Reduction Requirement for the Project. Details of the mitigation responsibilities will need to be discussed with the CCC upon completion of the TIAS. The following text represents our analysis of each of the TIAS components described above. Seasonal Adjustment Factors Traffic counts for the proposed project will be conducted in August of Comparison of traffic count data with historic seasonal data available from the Cape Cod Traffic Counting Report 2014 indicated that August traffic counts represent peak summer season conditions. The CCC Seasonal Adjustment Factors are provided in the Attachments. Background Traffic Conditions Historic Growth VHB conducted research to determine the historic growth rate for traffic in this area as well as other planned developments that may affect traffic within the study area for the proposed project. Based on information contained in the Cape Cod 2015 Traffic Counting Report, traffic has increased at a rate of 0.01 percent per year Cape-wide over the last ten years ( ). The Town of Barnstable is considered to be part of the Mid Cape region, in which traffic decreased at a rate of 0.37-percent per year between 2005 and To provide a conservative analysis, a background growth rate of 0.5 percent per year will be applied. The historic growth data provided in the Cape Cod 2015 Traffic Counting Report is contained in the Attachments. Site-Specific Growth In addition to the historic traffic growth, VHB contacted representatives of the Town of Barnstable and the CCC to identify any other development projects planned within the vicinity of the site. 6 Ref: August 3, 2016 Page 2 BJ s Expansion: The proposed project consists of the construction of an additional 19,438 sf of retail space at the existing BJ s Wholesale Club site located off Attucks Lane. The Village at Barnstable: This project consists of the construction of a retirement community containing 340 independent housing units, a 40-unit assisted living/memory-care facility, and a 41-bed nursing facility to be located on Independence Drive. Chick-Fil-A: This project consists of the construction of a 5,219 sf Chick-Fil-A restaurant with a drive-through to be located off of Enterprise Road in Hyannis. Barnstable Municipal Airport Improvement Project: The proposed improvements to the airport consist of the construction of 210,000 sf general aviation space/corporate hangers and improvements to the taxiways and apron of the airfields. As shown in the 2010 DRI Modification filing, the current phase of the airport improvements are not expected to generate any additional vehicles trips and therefore the Town did not require a traffic study. Cape Cod Five Cents Savings Bank: The proposed project consists of the construction of an approximately 75,000 sf office building and a 2,000 sf bank branch with a drive-through window to be located on Route 132 (Iyannough Road). A traffic study for the proposed project has not been submitted yet, therefore trips generated for the proposed project are estimated based on the most up-to-date information available. Office Redevelopment: The proposed project consists of the construction of an approximately 24,000 sf office building located at 10 Attucks Lane. A traffic study for the proposed project has not been submitted yet, therefore trips generated for the proposed project are estimated based on the most up-to-date information available. Wilkens Medical Complex: This project consists of the construction of a 263,100 sf ambulatory/outpatient campus to be located off of Attucks Lane and Kidd s Hill Road. A traffic study for the proposed project has not been submitted yet, therefore trips generated for the proposed project are estimated based on the most up-to-date information available. Days Inn Redevelopment: The former Days Inn Hotel located along Route 132 just north of the Cape Cod Mall recently underwent a redevelopment/renovation. As part of the project, the site became a 125 room Marriot Fairfield Inn & Suites facility. Traffic generated by the project will be included in the study area traffic counts. Therefore the project is mentioned for informational purposes only. Future Roadway Conditions Another factor affecting background traffic conditions is the implementation of roadway improvements in the area. Based on discussions with the Town of Barnstable, there are no roadway improvement projects within the vicinity of the project site. Project Trip Generation The proposed project would involve the construction of an approximately 91,047 sf building housing an indoor turf field, an ice skating rink, various other indoor sports activities, and an outdoor sports field. To estimate the sitegenerated traffic, VHB collected empirical count data at four facilities located in eastern Massachusetts that have similar characteristics to the proposed Total Athletics facility. CCC staff was generally receptive to this approach. VHB conducted 24-hour automatic traffic recorder (ATR) counts at the driveway(s) of the four facilities identified above on Thursday, May 5, 2016 and Saturday, May 7, The count data is included in the Attachments to this memorandum. In addition, a table summarizing the activities provided at each facility is included in the Attachments. Based on the count data collected, VHB developed traffic generation rates for each site as well as an average rate, consistent with the methodology outlined in the Institute of Transportation Engineers (ITE) publication Trip Generation Handbook, 3 rd Edition 1. The proposed project is expected to result in a total of 1,016 new trips (508 entering/508 exiting) on a typical Saturday, with 198 new vehicle trips (113 entering/85 exiting) during the Saturday midday peak hour. 10 Ref: August 3, 2016 Page 6 Trip Distribution The directional distribution of traffic approaching and departing the Project is a function of several variables: population densities, existing travel patterns, and the efficiency of the roadways leading to the site. The trip distribution for the Project was developed based on U.S. Census data for Cape Cod. Refer to the Attachments for the trip distribution calculations as well as a map illustrating the distribution of the weekday morning, weekday evening, and Saturday midday peak hour project trips. The anticipated trip distribution is summarized in Table 3. An evaluation was conducted for the requirements of RPP Minimum Performance Standard (MPS) TR2.1, which states, DRIs located outside Growth Incentive Zones or Economic Centers, or DRIs in towns without designated Economic Centers shall implement adequate and acceptable measures to reduce and/or offset 25 percent of the expected increase in site traffic resulting from the DRI on a daily basis. Daily Trip Reduction The Proponent is committed to implementing a Transportation Demand Management (TDM) program. The details of the TDM program will be presented in the formal DRI report and will most likely include (but not be limited to) bike racks, shower and locker facilities, incentives for carpooling, and shuttles to and from nearby hotels. One important component of the Project, which will have TDM benefits, is the inclusion of a restaurant within the building which will reduce the need for employees, parents, and athletes to leave the site to eat meals. In addition, the proposed project is expected to significantly shorten existing traffic trips and travel times for access to a substantial sports complex. Much of this activity today requires parents and athletes to drive off cape to gain access to similar facilities and programs. With the proposed project in place, most of these people will no longer need to travel a great distance through congested areas such as the Sagamore and Bourne Bridges. This is expected to be a major benefit of the project with substantial trip reduction possibilities for the region. VHB will continue to explore the extent to which this is likely to happen and provide some detailed evaluation in the traffic work to be presented. VHB will work with the Proponent to develop additional TDM measures to maximize the trip reduction potential. At this time, VHB and the Proponent are exploring options to maximize the effectiveness of any potential TDM measures the extent possible and will coordinate with the CCC regarding additional potential TDM opportunities. Conclusion Based on the critical elements outlined in this document, we respectfully request that the CCC review the inputs and methodology outlined prior to finalization of the Traffic Impact and Access Study. 17 7.2. CAPE-WIDE TRAFFIC The ten-year period between 2005 and 2015 was the first since that showed ten year positive growth of 0.01% was the first year the Cape Cod Commission s Traffic Counting Program had sufficient data to run a ten-year analysis (since the program began in 1984), and this period had almost 15% growth. Between 2002 and 2007, traffic volume changes during overlapping 10-year periods have been increasing, albeit at a slower pace each year. Between 2007 and 2014, traffic showed a negative ten-year growth. In 2009, we see the most severe 10-year drop in traffic volumes since the CCC has been keeping track of the statistic (-9.05%). While one may be tempted to assume this means traffic has decreased in 2009 since 2008, it is important to remember that the 10-year period ending in 2008 includes comparisons beginning with 1998 a year that had significantly lower traffic volumes than the year volumes are included in the 10- year analysis for , and contribute to the 10-year decline for the period. 18 The following table shows the growth rates for various sub-regions and roads of Cape Cod over a 10-year period. The average annual growth rate between 2005 and 2015 is 0.01% for all of Cape Cod. From 2005 to 2015 the Mid and Lower Cape showed negative 10-year annual growth and the Upper Cape and Outer Cape showed positive growth. The highest positive one-year growth was shown in the Outer Cape.
