1 Ms. Andrea Bitterling Helix Environmental Planning, Inc El Cajon Boulevard La Mesa, CA RE: Archaeological Investigation for the Discharge Pipeline of the Padre Dam Eastern Service Area Secondary Connection Project, Lakeside, San Diego County, California (PDMWD Job ) Dear Ms. Bitterling, This report presents the results of an archaeological investigation conducted by ASM Affiliates, Inc. (ASM) for the discharge pipeline corridor of the Padre Dam Eastern Service Area Secondary Connection Project (Project) (Figures 1 and 2). The purpose of the archaeological investigation was to determine the presence or absence of cultural resources within this portion of the Project s area of potential effect (APE) which is defined as encompassing only the discharge pipeline corridor while excluding the reservoir / pump station, as well as excluding the supply pipeline. This study was completed in compliance with the California Environmental Quality Act (CEQA). In summary, no cultural resources were identified within the APE either through the archaeological pedestrian survey or through the record search. However, due to the presence of numerous cultural resources within the vicinity of the APE and poor ground surface visibility, construction monitoring by a qualified archaeologist and Native American is recommended for all ground disturbance activities. PROJECT DESCRIPTION AND LOCATION The Padre Dam Eastern Service Area Secondary Connection Project is proposing the construction of a reservoir and pump station site, a supply pipeline, a discharge pipeline and other associated features. The Project is located in the unincorporated communities of El Cajon and Lakeside, San Diego County, California. The Project is shown on the USGS 7.5 El Cajon Quadrangle Map within the unsectioned El Cajon Land Grant. This report focuses only on the proposed discharge pipeline, as previous reports have addressed other Project elements. The discharge pipeline is located along Pecan Park Lane, Olde Highway 80, and Ridge Hill Road, stretching from the Reservoir / Pump Station Site Improvements Project area at El Dorado Parkway, tunneling underneath Interstate-8 to the

2 Page 2 of 12 intersection of Pecan Park Lane and Rios Canyon Road for a total length of 5,659 feet (1,725 meters). The APE for the Discharge Pipeline is approximately 140 feet wide (or 20 meters on both sides of the pipeline) within the discharge pipeline easement to conservatively account for potential changes to the pipeline width, minor reroutes, staging areas, and other small variances within the proposed pipeline corridor. METHODS A records search request of the archives at the South Coastal Information Center (SCIC), San Diego State University of the California Historical Resources Information System (CHRIS), was submitted by ASM on December 16, The record search encompassed the project area and a search radius of ½ mile around it. Additionally the California Register of Historic Resources (CRHR) and the National Register of Historic Places (NRHP) were also examined to identify any additional resources within ½ mile. The record search was updated by the SCIC on January 26, 2015, to include any additional resources and reports which had been recorded since the 2012 record search. On January 22, 2015 a letter was also sent to the California Native American Heritage Commission (NAHC) to inquire about known areas of cultural concern, such as traditional cultural places, sacred sites, archaeological sites, or cultural landscapes that may exist within ½ mile of the currently proposed project area. The Discharge Pipeline APE was surveyed by ASM Senior Archaeologist Shelby Castells and Native American Monitor Frank Brown, of the Viejas Band of Kumeyaay Indians, on March 3, All accessible portions of the Discharge Pipeline APE were inspected for the presence of cultural material. The portions of the APE within the fenced Interstate-8 right-of-way was not accessible and not surveyed. Due to developed nature of the Project area all open soils were examined for cultural resources along both sides of the roadway. Cultural resources within remainder of the Project s APE have been previous addressed by prior archaeological investigations, the results of which are summarized below. RECORDS SEARCH RESULTS The results of the records search are summarized below (Tables 1-3). CHRIS records identified 28 previous reports that addressed areas within a ½ mile radius of the project area. Of these reports, only 8 reports intersect or overlap the current project area (Table 2). CHRIS records also indicated the presence of 24 previously recorded cultural resources within a ½ mile radius of the project area (Table 3). Additionally, two unique historical addresses were also identified as occurring within the ½ mile radius. One additional report and two cultural resource site record file numbers were not within the CHRIS files as that information is pending assignment. The records under review and processing by the SCIC pertain to the more recent work conducted by ASM for the Padre Dam Project.

8 Page 8 of 12 Summary of Reports Project APE Very few studies intersect or overlap with the APE, and approximately thirty-percent of the APE has been previously surveyed for cultural resources. Most of those studies were noted to intersect and cross through the APE only as linear survey areas for utilities or roads. The APE runs along paved roads indicating that any cultural resources that are or were present would very likely have been disturbed by prior construction to a certain depth. However, subsurface cultural resource deposits could be preserved under the pavement. Summary of Sites Occurring within ½ Mile In general the sites that occur within a ½ mile radius of the Discharge Pipeline APE consist predominantly of prehistoric resources. Most of these prehistoric sites contain or entirely consist of bedrock milling components, 12 with identified lithic scatters, and some sites were noted to have prehistoric ceramics. In general most of the sites were disturbed by modern activities with sparse surficial as well as sparse shallow subsurface deposits. Some remnants of historic foundations and historic scatters also occur infrequently within a ½ mile radius of the Discharge Pipeline APE. Two resources within the Reservoir / Pump Station Site Improvements Project area, adjacent to the Discharge Pipeline APE, (Site ID Pending) were identified by ASM during a prior survey and subsurface testing program on the western end of the Project APE, but neither resource is considered significant. Historic Addresses Two historic addresses occur within the ½ mile search but lie outside the APE. California Historic Landmark 425, Rancho Cañada de los Coches This resource consists of a plaque commemorating Cañada de Los Coches Rancho, the smallest Mexican grant in California. This landmark is mapped at the site of the old grist mill and was designated in Information on this resource was obtained from the CRHR Register and is absent in the data provided by the SCIC. This landmark was noted to occur within the half-mile search area but still outside of the current project APE. Ridge Hill Facilities (Johnstown) It is also important to note that the current project APE is well outside (~600 ft north) of previously proposed work conducted for the Secondary Connection Ridge Hill Facilities (Johnstown) Project. This project was suspended following an unanticipated discovery. The currently proposed project APE avoids and bypasses this parcel.

9 Page 9 of 12 ARCHAEOLOGICAL SURVEY RESULTS The visual inspection of the Discharge Pipeline APE provided no evidence for the presence of cultural resources within the APE. However, the majority of the APE is located within the public right-of-way and was paved or covered with gravel or vegetation (Figures 3 and 4). Exposed soils were visually examined, but could only be found in small patches along the roadway, south of Olde Highway 80 between Pecan Park Lane and Ridge Hill Road, and at the cul-de-sac at the western end of Ridge Hill Road. While the majority of the APE has been previously disturbed by the construction of Olde Highway 80, Pecan Park Lane, Ridge Hill Road, and Interstate-8, it is possible intact subsurface cultural deposits have been preserved underneath the roadways. In addition several granitic bedrock locations are visible at the western end of Ridge Hill Road; however, they are located on private property and could not be examined for any possible bedrock milling features (see Figure 4). CONCLUSIONS AND RECOMMENDATIONS Although no cultural resources were identified during the archaeological survey of the Discharge Pipeline APE, construction monitoring is recommended for this portion of the Project due to the poor ground surface visibility, and the presence of cultural resources within the vicinity of the Discharge Pipeline.
