3 JRFB Mandate and Role JRFB 1705 Consensus Statement 16 The JRFB reaffirms its primary goal of implementing all proposals that are thoroughly reviewed, scientifically evaluated, and forwarded by SEP, and that have been recommended for approval by EPSP. Decisions on scheduling are principally dependent on the planned regional track of the JOIDES Resolution; maximizing the fit and balance of proposals to the IODP Science Plan; funding and ship time availability; and safety, permitting and other logistical constraints. Hard Rock Engineering Group Update on Deepening Hole U1437A for SloMo Ø Expedition 360 was a success, except for a ring left behind in Hole U1473A during logging Ø The JRFB approved remediation Expedition 362T, which was carried out 90% successfully Ø Now the co-chief scientists and lead proponents have submitted a Proponent Response Letter: They proposed to form a working group with representatives of the JRFB, JRSO, Siem Offshore drilling engineers, and the principal proponents to review the Expedition 360 results and make recommendations on how to proceed. Hard Rock Engineering Group Continues Ø Multiple fault zones above 580 mbsf Ø Improved conditions below these zones Ø Still need to drill 2.2 km to reach original goal of 3 km with JR Ø Similar issues were identified after Expedition 355, Leg 4 of Superfast Update by Anthony Koppers Slide 7 of 17

Hard Rock Engineering Group JRFB 1705 Consensus Statement 7 The JRFB recommends the immediate formation of a Deep Crustal Drilling Engineering workgroup at the JRSO with representatives of the JRFB and JRSO, Siem Offshore drilling engineers, and the principal proponents, in order to review the results of Expedition 360 SW Indian Ridge Lower Crust and Moho, Leg 1 and Expedition 355 Superfast Spreading Rate Crust, Leg 4 and make recommendations on how to successfully achieve drilling, coring and logging deeper than 1.5 km into ocean crust hard rock environments. 11 JRFB 1705 Consensus Statement 8 The JRFB reaffirms that the JOIDES Resolution will fulfill at least a single global circumnavigation by JRFB 1705 Consensus Statement 9 The JRFB affirms that, based on current and anticipated proposal pressure, the JOIDES Resolution will follow a path from the Gulf of Mexico in FY 20 to the South Atlantic for starting drilling in this region. The JRFB expects that the JOIDES Resolution will start to operate in the general area of the Equatorial and North Atlantic, Gulf of Mexico, Mediterranean, Caribbean and the Arctic in FY 21 and through FY 22. Furthermore, the JRFB expects that the JOIDES Resolution will complete its global circumnavigation in the Indo-Pacific region in FY 23. Update by Anthony Koppers Slide 11 of 17

Scheduling in South Atlantic JRFB put at least one South Atlantic expedition on the schedule in 2020 JRFB 1705 Consensus Statement 6 The JRFB recommends the scheduling of at least one expedition in the western tropical Atlantic in FY 20 Ø Four Full proposals are at SEP that fit the approved JR track in the South Atlantic Update by Anthony Koppers Slide 12 of 17
