This innovative, multi-sectoral project will finance State-led interventions to prevent and reverse land degradation on a demand-driven basis, initially focusing on gully erosion sites in ready southeastern States that threaten infrastructure and livelihoods. Investments are a strategic combination of civil engineering, vegetative land management and other watershed protection measures, plus complementary community-led livelihood enhancements. Over the course of the 8-year project, sites in up to 11 States will phase in as States and their designs become ready. The sustainability of these investments will be reinforced by strengthening institutions and information services across sectors in all three tiers of government, including support to help improve governance, regulatory compliance, environmental monitoring, watershed and land use planning, and by strengthening the country's capacity to promote and implement climate resilient, low carbon development. The project was approved by the World Bank Board of Executive Directors on May 8, The project became effective on September 13, All the seven participating states have executed subsidiary agreements with the Federal Ministry of Finance. The project administrative structures, including the technical and steering committees at the federal level, are in place. All the project management units (PMU) are operational. In addition, the Bank has received a request from the Federal government of Nigeria for the inclusion of seven additional states from other parts of the country. The Bank is carrying out further due diligence to ascertain their degree of readiness including whether or not they have met the state selection criteria as set forth in the Project Appraisal Document (PAD). The 2015 annual work plan and procurement plan have been reviewed and cleared by the Bank. During the last WB/FAO implementation Supervision mission of January 11-24, 2015 which informs this ISR, additional progress allowed the finalization more gully schemes and engineering designs. However, to further accelerate implementation, each SPMU will submit a plan to the FPMU for vegetative interventions for currently active gully sites to ensure timely delivery of sufficient quantities and species of the required planting materials. The major focus of the project at this stage is on emergency gully rehabilitation in sub-component 1-A. Currently, 21 sites out of the 22 sites with completed designs have been approved for the first phase of restoration activities. Contracts for civil works for 18 of these sites have been signed, with early construction now underway. A major concern is that the physical works are progressing in the absence of state Engineering Supervision firms. Further, with the coming rainy season, vegetative works to stabilize exposed and reconstructed side-slopes in the restored gullies must be completed by the time the rains begin. It is critical for states to secure the appropriate necessary planting stock and to ensure proper establishment and maintenance. Progress in other elements of Component 1 has been limited, with key milestones missed. Examples include fielding the Focal Non-Government Organizations (FONGOs) and Engineering Supervision firms; developing integrated Sub-Catchment Management Plans (SCMP); and initiating livelihood plans and programs. There has been modest measurable progress in other components. For example, in Component 2 the National Space Research and Development Agency (NASRDA) has developed high resolution digitized maps for watershed and land-use, and land cover dynamics for emergency sites in participating states. National contracts for the supply/installation/training on hydromet systems for pilot river Basins (Anambra, Imo and Cross River Basins) have been awarded. At the state level however, little activity has occurred in this component to build capacity beyond the project SPMU, such as integrating better surface water management into road construction (a major cause of gullying), and managing surface runoff in urban areas. Under Component 3 and climate change, procurement is underway for key studies related to the viability of utility-scale grid-connected solar power plants in Nigeria, pilot projects on renewable energy (solar) ovens, and low fuel or carbon efficiency cook stoves. At the same time, however, more effort is needed to build capacity around climate change and develop a framework for climate change actions across sectors. NEWMAP is also supporting Nigeria s REDD+ goal of promoting long term carbon resilient, low-carbon development by accounting for the amount of carbon sequestrated through the eight year project life span and beyond. An important Readiness Preparation Proposal (R-PP) document was approved in December 2014 to support funding from the Forest Carbon Partnership Facility (FCPF). Under Component 4, all SPMUs and the FPMU are now operational. However, key capacity gaps need to be addressed, especially for the SPMUs, which in some cases require additional procurement support, better ICT literacy, leadership and team development. Procurement capacity and competency is a common weakness across all SMPUs. Non-structural activities are also progressing actively across all the components in line with the integrated design approach for the project. Specifically, the activities and progress include: 64 Community Associations (CAs) established earlier in Abia (3), Anambra (13), Cross River (10), Ebonyi (1), Edo (9), Enugu (4) and Imo (24) are in place and initial sensitization by the SPMUs has taken place. In terms of governance structure and readiness for sub-grants management, it is clear that the CAs are loosely formed, pointing out the need for the FONGO to build stronger capacity for governance and institutional structure, and roles and responsibilities to align the CA in achieving the NEWMAP objectives. The report on the CA formation process is yet to be written by the SPMUs, despite an earlier deadline of July This is of concern to the mission as it creates uncertainty as to the robustness of the formation process. 6/4/2015 Page 2 of 10

3 Supporting two other initiatives linked to climate change: Special Climate Change Fund (SCCF) [1] and Global Environment Facility (GEF)[2]. Activities financed by these two funds have made little progress thus far, one of the reasons being the absence of a manual to guide the operating principles. The two manuals are now finalized and are expected to expedite progress.
