2 Agenda for the 141 st Meeting of the Operation Coordination Sub-Committee (OCC) of NRPC Date & time: at hrs. Venue: NRPC Secretariat, New Delhi 1. Confirmation of Minutes: The minutes of the 140 th OCC meeting held on and at New Delhi were issued vide letter of even number dated The sub-committee may discuss and confirm the Minutes. 2. Review of Grid operations of last month (October 20): 2.1 Anticipated vis-à-vis Actual Power Supply Position (Provisional) for October, 20. Uttarakhand Req/ Avl Anticipated Actual %age Anticipated Actual %age (MU/day) Variation (MW) Variation Req Avl Req Avl Req Avl Req Avl Req Avl Req Avl Req Avl As per above, it has been observed that there are much variations (i.e. > 5.0%) in the Anticipated vis-à-vis Actual Power Supply Position (Provisional) for the month of October, 20 in terms of Energy requirement for HP, Rajasthan, UP & Uttarakhand and in terms of Peak demand for Delhi, Haryana, Punjab, Rajasthan & UP. These states are requested to submit reasons for such variations in writing so that the same can be deliberated in the meeting. The provisional Power Supply Position for the month of October, 20 was available on CEA website. All SLDCs are requested to furnish the provisional and final power supply position in prescribed formats by 2 nd and 15 th day of the month respectively in compliance to the provision 5.3 of IEGC 2

3 State 2.2 Power Supply Position for NCR: NCR Planning Board (NCRPB) is closely monitoring the power supply position of National Capital Region. Monthly power supply position for NCR till the month of October, 20 is placed on NRPC website. ( Concerned utilities are requested to furnish the data on regular and time bound manner 2.3 Frequency Profile: The detailed frequency particulars are enclosed at ANNEXURE -2A 2.4 Voltage Profile: The voltage deviation at the important sub stations in the NR region is enclosed at ANNEXURE-2B 2.5 Long outage of the Grid Elements and Generating stations is enclosed at Annexure-2C. All utilities are requested to update the status of revival of the Grid elements and the Generating stations. The NRLDC to make a detailed presentation on grid operation of last month 3 Maintenance Programme of Generating Units and Transmission Lines: 3.1. Maintenance Programme for Generating Units. The proposed maintenance programme for Generating Units for the month of December, 20 will be discussed on at NRPC office, New Delhi Outage Programme for Transmission Elements. 4 SLDCs are requested to inform their updated estimate of power supply position for December, 20 and measures proposed to be taken to bridge the gap in availability as well to dispose of the surplus, if any, in the prescribed format. 5 Monitoring of schemes funded from PSDF(Agenda by NPC) The latest status of the schemes for which grant has been sanctioned from PSDF for the schemes in Northern Region ANNEXURE-5 is enclosed with. Also the list of schemes that has been examined and clarification sought from utilities with respect to the schemes is detailed in the Annexure. Utilities are requested to submit the desired inputs so that further necessary action can be taken. Utilities are requested to expedite implementation of the schemes and submit information of physical as well as financial progress in the prescribed format by first week of every month on regular basis to Member Convener, PSDF Project Monitoring Group (AGM, NLDC and POSOCO) with a copy to NPC Division. 6 Information about variable charges of all the generating units in the Region. The variable charges for different generating units are available on the Merit Order Portal All utilities are requested to intimate if the process of Scheduling is being done as per Merit Order Despatch and in case of variations the reasons may be highlighted. 7 Sub-stations likely to be commissioned in next 6 months. The details of the substations of Power Grid and their required downstream network as updated in the last TCC & NRPC meeting is enclosed at Annexure 7. All the concerned states to submit the details of the downstream network of these POWERGRID substations along WITH THE DETAILED STATUS/ SKETCHES OF THEIR PROPOSED/APPROVED NETWORKS 8. Cleaning and Replacement of porcelain insulators: All utilities are requested to submit the detailed status of progress made and the action planned for replacement/cleaning of porcelain insulators before the onset of winter, in the review meeting to be held on at 3:00 pm (As detailed in Agenda 35 ) 9 Recommendation of Enquiry Committee for grid disturbances on 30 th July, 2012 & 31 st July, 2012: Discussions on implementation of recommendations pertaining to operational aspects made by the Enquiry Committee for grid disturbances on 30 th July, 2012 & 31 st July, 2012 are as under: 9.1 Healthiness of defense mechanism: Self- certification A. i) In the 27 th meeting of NRPC held on 30 th November, 2012 it was decided that all STUs would ensure settings of UFR and df/dt relays and load relief as per target. ii) Report of Mock exercise for healthiness of UFRs carried out by utilities themselves on quarterly basis is to be submitted to NRPC Secretariat and NRLDC. All utilities have been advised to certify specifically, in the report that All the UFRs are checked 4

5 iii) iv) and found functional. Any discrepancy should be detailed upon and the time line for rectification of the same should also be intimated. In the 31 st meeting of NRPC held on it was decided that the quarterly test report of UFR and df/dt would be uploaded on the website of respective SLDC. In the 136 th OCC meeting all utilities were informed that UFRs testing by the NRPC secretariat is in progress and were requested to update any change in the name of officers assigned for UFR testing. v) The report of the UFR testing for quarter ending June 20 has been received from all utilities by the 139 th OCC meeting. DTL& PSTCL, BBMB & HPSEB have submitted the UFR testing report for the quarter ending September 20. Report to be submitted from HVPNL, UPPTCL, RVPNL and PTCUL. B. BBMB had informed that replacement of static relays by numerical relays at 7 substations (5 stations in Haryana at Panipat, Dhulkot, Kurukshetra, Jagadhari & Hissar) by HVPNL was pending. 134 th OCC meeting: HVPNL representative had intimated that the LOA for procurement of 22 UFR relays has been placed. 136 th OCC meeting: HVPNL representative informed that relays will be replaced by th OCC meeting: HVPNL representative informed that the relays will be replaced by th OCC meeting: HVPNL representative intimated that relays stands received in the store and the concerned officers have been directed to change the relays in the BBMB substations 139 th OCC meeting: HVPNL representative intimated that the work is in progress. 140 th OCC meeting: HVPNL representative intimated that the relays stands handed over to BBMB and the work is targeted to be completed by HVPNL to update the progress achieved till date C. On scrutiny of the UFR reports of PTCUL, it was noted that the static type UFRs were still installed on Transformers/feeders emanating from 132KV Majra and Jwalapur Substations and 220KV Ramnagar, Roorkee and Rishikesh Substations. 140 th OCC meeting: PTCUL representative intimated that the order for numeric relays procurement has been placed and the relays will be replaced by PTCUL to update the progress achieved till date. D. As the testing of UFR Relays has started by the NRPC Sectariat all utilities are requested to ensure that the testing kits are operational and the relays are in working condition at all their substations. The SLDC concerned will be intimated regarding the testing programme and they are requested to ensure that the concerned protection teams reach the substation with all the necessary arrangements. 6 9.2 Strengthening of Intra-State transmission system Recommendation of the Enquiry Committee: Intra-State transmission system needs to be planned and strengthened in a better way to avoid problems of frequent congestion. In the NRPC meeting held on 30 th November, 2012, it was decided that SLDCs should give half yearly feedback to STU regarding bottlenecks, constraints and overloading in the State transmission network for proper transmission planning. Accordingly all SLDCs were requested to submit advice regarding constraints, to their STUs, regularly at half yearly intervals i.e. on 1 st January and 1 st July of every year. 136 th OCC meeting: All the SLDCs were advised to submit the next half yearly feedback ending June th OCC meeting: DTL, HVPNL in the meeting were requested to update the status specifically regarding the action taken/action plan of the STU on the feedback given by the SLDCs for the period ending December DTL & HVPNL updated THE information in the 138 th OCC meeting. All the SLDCs were again advised to submit the next half yearly feedback ending June 20 in detail, in line with the feedback given by NRLDC in the various OCC Meetings, to their STUs with a copy to the NRPC Secretariat. Information from PSTCL stands received. 138 th OCC meeting: RRVPNL, DTL& HVPNL submitted the data in the meeting. PTCUL, UPPTCL, HP were requested to update the information. 139 th OCC meeting: In the meeting UPPTCL representative assured that the information would be send positively after the meeting. RVPNL has submitted the details of the action taken/action plan of the STU on the feedback given by the SLDCs for the period ending June 20.All other utilities i.e. DTL, PSTCL & HVPNL who had submitted the information were also requested to submit the details of the action plan / action taken by their respective STUs. PTCUL & HP representative assured that the information will be updated at the earliest.ms NRPC proposed that a proactive role should be taken in this regard by all SLDCs 140 th OCC meeting: PSTCL & HVPNL representative intimated that they are pursuing the matter with their STUs regarding the details of the action plan / action taken by them regarding the recommendations given. PTCUL & HP updated the information ending June 20. DTL representative intimated that the action plan of their STU already stands already proposed in the 138 th OCC meeting. PSTCL, HVPNL, PTCUL & HP to submit the details of the action plan, taken by the STUs on the recommendations of the SLDCs. 9.3 Installation of adequate static and dynamic reactive power compensators Based on the studies carried out by POWERGRID for identifying compensation required in intra-state network at 220 kv level, discussions held in the 29 th Meeting of NRPC and subsequent discussions, reactors were to be installed at 9 locations, out of which 6 have been installed. The updated status of remaining 3 reactors is as under: S. 7 9.3.2 Study by POWERGRID for reactive compensation at 220 kv level: POWERGRID, in September, 2016 had submitted its report on Reactive compensation in Northern Region. Based on the reservations of Delhi and Rajasthan to the recommendations made by POWERGRID in the report, NRPC in its 39 th meeting had advised for referring the report by POWERGRID and study by Rajasthan to standing committee on Power System Planning of NR. In the 39 th Meeting of SCPSPNR held on 29 th &30 th May 20 following was agreed: a) TCR of capacity 500 MVAr at Kurukshetra 400 kv bus. b) Bus Reactors at 30 no. 220 kv sub-stations and 18 no 400 kv level substations subject to the availability of space. It was also agreed that these reactors shall be provided by the owner of the substations. It was further informed that the fund from PSDF would be utilized for the scheme. MS, NRPC requested Rajasthan to expedite the submission of the proposal for PSDF funding. Representative of DTL informed that the scheme is under preparation and is planned to be implemented within 09 months. In the 1 st phase 30% of proposed reactor is planned i.e. at Bamnauli and Mahranibagh S/S. DTL was also requested to expedite the process. 139 th OCC meeting: The representative of RVPNL intimated in the meeting that the approval of PSDF funding of above said 14 reactors is awaited. He informed that PSDF approval committee had certain reservations about the inclusion of Static and dynamic reactors in the same scheme, therefore, the scheme was being split into two separate schemes of static and dynamic reactors and was to be resubmitted. DTL representative informed that in the 1 st phase, 30% of proposed reactor is planned i.e. at Bamnauli and Mundka S/S rather than Mahranibagh S/S as informed in the 138 th OCC meeting. 140 th OCC meeting: The representative of RVPNL informed that as intimated in the 139th OCC meeting, the scheme would not be split into two (of static and dynamic reactors) and reply would be sent to PSDF approval committee clarifying their reservations. In the 37 th TCC/40 th NRPC meeting, POWERGRID was requested to commission TCR of capacity 500 MVAr at Kurukshetra 400 kv bus at the earliest citing the stabilization of Champa-Kurukshetra HVDC link. 8

9 POWERGRID may update the details of the progress made. 40 th NRPC had also advised all the utilities to commission the reactors at the earliest and to submit the detailed action plan with the timeline in the next OCC meeting. NRPC had further pointed that these reactors are essential for maintaining the voltage level of the grid and needs to be commissioned within 26 months. All the utilities are requested to submit the detailed action plan along with the timeline for execution. 10. System Protection Schemes (SPSs) in Northern Region: 10.1 SPS for Interruption of import by NR at 765 kv Agra (from WR). Review of SPS for 765 kv Agra-Gwalior line The revised SPS for meeting contingency of 765 kv Agra-Gwalior was approved in 32 nd TCC/36 th NRPC meeting held on 23 rd /24 th December, It was also agreed in the 36 th NRPC meeting that POWERGIRD would implement the revised scheme within 06 months after the receipt of the feeder details from the States. 39 th meeting of NRPC held on approved the proposal of POWERGRID given in the 129 th OCC meeting for booking the cost of revised SPS including 05 years AMC in some other on-going project/work. 138th OCC meeting: POWERGRID informed that the scheme would be implemented by th OCC meeting: POWERGRID stuck to the date given in 138 th implementation by OCC for 140 th OCC meeting: POWERGRID informed that the technical bid wass under evaluation and the LOA would be placed by November th TCC/40 th NRPC meeting: POWERGRID informed that the delay in the tendering process was because of the implementation of GST and the Letter of Award (LoA) would now be placed by November 20 with the completion schedule of February POWERGRID may update the status. Mapping of Feeders in SCADA 135 th OCC meeting: The concern was expressed about no progress made by the state utilities so far regarding mapping of feeders in SCADA, identified for the SPS load relief. OCC advised all concerned utilities in the meeting to take action in this regard at the earliest and inform the action taken. 136 th OCC meeting: The Sub-Committee was informed that mapping of feeders in SCADA, identified for SPS load has been implemented by HVPNL and partly by Rajasthan. Other utilities were requested to implement the same at the earliest. 9

10 139 th OCC meeting: All the utilities except RRVPNL & HVPNL who have implemented mapping of feeders in SCADA identified for SPS load were again requested to implement the mapping of feeders in SCADA at the earliest. 140 th OCC meeting: In the meeting it was informed that Punjab has also mapped their feeders in SCADA. Representative of UP informed that the mapping of feeders in their state was being done. All other Utilities to update the progress made. Mock Testing of SPS for 765 kv Agra-Gwalior line POWERGRID representative had stated that in view of recent multiple tripping at Agra Sub Station, the Mock Testing of SPS for 765 kv Agra-Gwalior line was required. After deliberation it was decided that the same may be done on from 7:00 to 11: th OCC meeting: Representative of POWERGRID gave a presentation on the changes in the logic implemented by them. NRLDC stressed the need to look into the changed logic as there was a chance of mis-operation of SPS in case of gradual load throw-off within 7.2 seconds even when both the lines were in service A meeting was held on at NRPC Secretariat to discuss the logic of SPS for 765 kv Agra-Gwalior Line. In the meeting it was stated that as the OPGW laying has been completed for the line, signals from circuit breakers from both the ends shall be used for ensuring the status of availability of the line rather than going for power order, as per present practice. Representative of POWERGRID informed that for taking the signals of circuit breaker through OPGW, telecom equipment needs to be installed at both the ends which would require regular tendering process and would take time. He assured of looking into the matter. For the time being, based on the past experience, it was decided that for the Condition 4 and condition 5 of the implemented logic, the MW DIFF shall be calculated between 1 st and 6 th register and not between 1 st and 10 th register as it may lead to misoperation of the SPS. It was also decided that these settings shall be monitored and changed accordingly in future. POWERGRID may intimate the progress made SPS for ICTs at 765 kv Unnao sub-station: A discussion was held on in NRPC secretariat with the officers from UPRVUNL in the presence of officers from NRLDC, POWERGRID and NRPC sect. UPRVUNL was briefed about the basic philosophy along with the hardware requirement of the System Protection Scheme (SPS) for evacuation of Anpara-D generation. It was agreed that UPRVUNL along with UP SLDC would prepare the SPS for safe power evacuation of Anpara-D. Further the scheme would be submitted to the OCC for approval. Thereafter, the matter was under discussion in meetings of OCC without much progress. 121 st OCC meeting : It was decided that, the scheme was to be implemented by UPPTCL. 10

11 34 th TCC/38 th NRPC meeting: UPPTCL informed that LOA would be placed by and scheme would be implemented in next 3 months 137 th OCC meeting: UPPTCL informed that implementation of the scheme will be done by th OCC meeting: In the meeting representative of UPPTCL informed that the work has already been completed at Unnao end. However, the contacts required from the generating end were not obtained as those could be obtained only when the unit would be under shutdown (as informed by UPRVUNL). 139 th OCC meeting: In the meeting it was again informed that the contacts required from the generating end were still awaited. Rest all work stands completed and the scheme would be implemented as soon as the contacts are obtained 140 th OCC meeting : Representative of UPRVUNL informed that for incorporating the logic of SPS in their CMC (Coordinated Master Control) offer has been asked for from BHEL. Concerns were raised by members for the delay in implementation of the scheme on account of incorporating the logic of SPS in CMC as the logic for the scheme has been decided way back. Representative of UPRVUNL informed that the scheme would be implemented by November 20. UPPTCL & UPRVUNL may update the status SPS for Kawai Kalisindh - Chhabra generation complex: SPS for Kawai-Kalisindh-Chhabra generation complex was recommended in 122 nd OCC meeting held on 22 nd April, RVPNL, vide dated has confirmed that the SPS for Kawai-Kalisindh-Chhabra generation complex has been put into operation. However, it is observed that the automatic load shedding recommended in part (c) of the scheme has not been implemented by RRVPNL. The scheme was discussed in 34 th TCC/38 th NRPC meeting held on 24 th /25 th October, 2016 wherein RRVPNL stated that feeders have been identified and the scheme would be completed by March th OCC meeting: Rajasthan representative intimated that, the part of the scheme related to load shedding would be completed by March, st OCC meeting: Rajasthan representative intimated that load shedding part of the scheme has been installed on trial basis for 100 MW load. Mock testing of the SPS would be done for the shortlisted load and if successful the scheme would be extended for complete 700 MW load. OCC advised RVPNL to implement the SPS scheme for the identified load at the earliest and submit the report to NRLDC and NRPC Secretariat. 133 rd OCC meeting: Rajasthan representative submitted that the administrative approval for implementation of the Automatic Load shedding for identified feeders have been obtained and the NIT for the work would be floated soon. Regarding revision in SPS scheme after commissioning of Chhabra stage - II (Unit 5), RVPNL representative stated that the same is under consideration and information in this regard would be submitted shortly. 11

12 134 th OCC meeting :Rajasthan representative intimated that the scheme has been revised upon the commissioning of Chhabra stage II. On the query regarding quantum of backing down of generation with N-1 contingency of 400 kv Kawai-Anta Ckt.- 1 & 2 and 765 kv Anta-Phagi Ckt.- 1 & 2, representative of RRVPNL intimated that generation will be reduced to 65 % of the installed capacity. OCC suggested RRVPNL that the reduction in generation up to 60 % of the installed capacity in the above mentioned contingency may be considered. RRVPNL agreed to review the scheme. 135 th OCC meeting: RVPNL representative intimated that the issue was being discussed with the Generation Company. As per the letter received from CE PP&D RRVPNL a meeting was held on in light of the issue of revision in existing SPS scheme for Kawai, Kalisindh & Chhabra complex due to addition of Chhabra SCTPS Unit 5. In the meeting representatives of the four generating companies opined that technically it is not possible to reduce the generation up to 60%. They insisted that backing down may not be reduced beyond 65% because it may result in instability. After deliberation it was decided that 65% backing down of generation may be considered for SPS at Kawai, Kalisindh, Chhabra & Chhabra Super Critical Complex. Till the new scheme is implemented the existing approved scheme will stay in operation. 136 th OCC meeting: Members were of the view that this complex being very important for the power supply of Rajasthan, the recent incident of complete generation loss of the complex needs to be avoided. Keeping in view the importance of the complex, the members advised Rajasthan to go forward with their proposed backing down for the time being. However, it was cited in the meeting that as per new regulations prepared by CERC, the generators will be required to back down their generation up to 55%. 137 th OCC meeting: Rajasthan representative informed that NIT would be floated in July 20 and the scheme will be implemented by Dec th OCC meeting: Representative of Rajasthan informed that revised SPS scheme for Kawai-Kalisindh-Chhabra generation complex due to addition of Chhabra SCTPS (Unit#5) has been intimated to the concerned department for implementation. He stated that the Chhabra SCTPS (Unit#5) would be allowed to be commissioned on implementation of the scheme. Regarding the automatic load shedding scheme, it was informed that bid would be opened on and the scheme would be implemented by th OCC meeting:the representative of Rajasthan informed that all efforts are being made to implement the scheme by th OCC meeting: The representative of RVPNL informed that the technical bid has been opened on and the implementation of scheme shall be done as per schedule. RRVPNL may update the progress made SPS for Lalitpur Generating station: 3x660 MW LPGCL Power Station is connected to the Grid through 2xS/C 765 kv Lalitpur- Agra (Fatehabad) lines and 220 kv D/C lines to Lalitpur and Jhansi. 12

13 3 rd PASG meeting, 11 th July 20: In the meeting it was observed that UP has put in place some System Protection Scheme (SPS) at Lalitpur for taking care of tripping of 765 kv Lalitpur - Fatehabad lines though the scheme has neither been put up for approval in NRPC nor the details have been shared with NRLDC. It was decided to bring the implemented scheme for approval to the OCC forum. 137 th OCC meeting: In the meeting, OCC was briefed about the implemented scheme at Lalitpur TPS. OCC after due deliberation suggested some modifications in the already implemented SPS scheme and advised LPGCL to discuss the same with UP in a separate meeting. Representative of LPGCL was requested to take up the issue on priority basis and also to brief the committee about the same before implementing. 138 th OCC meeting: In the OCC meeting it was informed that, a separate meeting between LPGCL and UP SLDC was held on wherein the logic for the scheme was figured out. Minutes of the meeting were awaited and would be forwarded to NRLDC and NRPC Secretariat once they were finalized. UP SLDC representative requested to submit the draft logic as approved in their meeting with LPGCL to NRLDC and NRPC secretariat before finalizing the same so that the issue is expeditiously finalized. 139 th OCC meeting: In the meeting, it was informed that the draft logic has been submitted to NRLDC and NRPC secretariat. It was intimated that the scheme would be implemented by th OCC meeting: The representative of UP (SLDC) informed that the comments of NRLDC have been intimated to the generating stations for incorporating in the logic. It was further informed that the scheme would be implemented as per the schedule by NRLDC representative had requested UPPTCL to implement the scheme and if required modify it later on. UPPTCL & LPGCL may intimate details of progress made. 11. System Study for Capacitor Requirement in NR for the year & In 34 th TCC and 38 th NRPC meetings, held on 24 th & 25 th Oct, 2016 the matter was discussed and it was decided that LOA should not be cancelled and the study should be carried out for the year and through CPRI. It was also decided that all the States would submit the data by for carrying out study for the period Subsequently, the data would be submitted for carrying out study for rd OCC meeting: Sub-Committee was apprised that data for had been received from all the utilities and the same has already been sent to CPRI. Based on the data submitted by the utilities CPRI carried out the capacitor study. The report submitted by CPRI for is available on NRPC website ( 135 th OCC meeting: Sub Committee was informed that the proposal of installation of capacitor by Haryana, Punjab, Uttar Pradesh and J&K through PSDF funding was approved in the 35 th TCC/39 th NRPC meeting held on 1 st & 2 nd May, 20 as per recommendation of 13

14 OCC and the same has been referred to the Convener, Techno Economic Sub Group & Consultant NLDC for PSDF Funding on Utilities noted the information. 136 th OCC meeting: All the utilities were requested to submit the comments if any to the proposed capacitor requirement in the report by CPRI. Only Rajasthan has submitted the comments. 137 th OCC meeting: Utilities were asked to submit the action plan for the implementation of the requirement as recommended in the report. Comments on the report were received from RVPNL and DTL and the same were discussed with CPRI. After the discussion, CPRI has submitted an amended report ( stands uploaded on NRPC website) wherein clarification is provided for Table 11 of the draft report, in which, recommendations are made regarding the quantum of additional capacitor bank needed to be installed along with those that needs to be switched ON from the existing ones. 138 th OCC meeting: Modified report as submitted by CPRI (based upon the comments of Rajasthan & Delhi) was put before OCC. Utilities were requested to go through the revised report and submit their comments if any to the same. Rajasthan representative stated that the specific comments of their STU would be submitted after the meeting. UP, SLDC raised issue of difference in given data and considered data for study in the revised CPRI report. After clarification from CPRI, it was informed that data as per the PSSE file was used to study due to inability in identifying the upstream substation corresponding to data submitted by states utilities for 11kV/33kV substations where capacitor are actually connected. 139 th OCC meeting: In the meeting, representative of UP had some reservations regarding the operational quantum of capacitor of capacitor bank being reflected in the report. It was informed that, the figure mentioned in the report was MVAR, however, it was somewhere in the range of 5000 MVAR operational in their system. Representative of CPRI in the meeting assured that rechecking of the data incorporated in their study would be done. He further informed that, during the study, help of power maps available on UPSLDC s website was also taken as it was not possible to trace the details of upstream substation for the capacitor submitted at 11kV and 33 kv level. In the meeting the issue of identifying the 11kV and 33kV feeders corresponding to the recommendation of CPRI for capacitor installation (recommendation made at 220kV and 132kV substation by lumping the downstream network) was also discussed. It was opined that, for a radial system the requirement as recommended can be more or less equally distributed among the downstream feeders. However, for a connected system it would not be possible. For the study of capacitor requirement for , it was proposed to conduct the study at 11kV/33kV level in order to obtain more feasible and practical requirement of capacitors in case the system at 220/132/66kV was not radial. However, if the system is radial, then the requirement of capacitors assessed by the CPRI may be proportionately translated upto 11kV level. States informed that most of the system is radial. Therefore capacitors study could be done as per original proposal of CPRI for also. 14

15 140 th OCC meeting: In the meeting representative of UP (SLDC) again raised the issue of the quantum of capacitor banks incorporated in the study by CPRI. EE(O), NRPC intimated that the comments of UP has already been sent to CPRI and further suggested that the utilities could also take up the issue directly with the concerned personnel in CPRI (Dr. Manohar Singh, Mob No , ). Rajasthan has submitted some comments regarding the quantum which was reported as Not in operation in the report, for which it was clarified that this quantum represents the capacitor those were not connected to the system at the time for which the study was performed. It was further clarified that it did not reflected the quantum of defective capacitor banks. Representative of Rajasthan also intimated that most of the 220kV and 132kV substations of Rajasthan were connected in the ring and only few were radial. Rajasthan representative also stated as under: Regarding study of capacitor requirement for , they plan to conduct their own study for assessing the capacitor requirement considers actual data of power factor and MVAR injection of load at the 33 kv level and other factors such as generator directly connected at 33 kv voltage level etc. In addition to above mentioned installed capacitor banks MVAR (81Nos. X 5.43MVAR) more Capacitor banks are already under installation. Utilities are requested to submit the action plan for the implementation of the capacitor requirement as recommended in the report. 37 th TCC/40 th NRPC meeting: The issue of study for was discussed in the 37 th TCC/40 th NRPC meeting. In the meeting it was proposed to conduct the study in two stages: i. One at 220/132 kv level ii. Subsequently down to 66/33/11 kv level As it would involve a huge task of collection of data it was also agreed to conduct the study of capacitor requirement for at 11kV/33kV/66kV level. NRPC approved the proposal for conducting the study of capacitor requirement for at 11kV/33kV/66kV level and also for the additional charges which may be levied by CPRI for conducting the study to be paid from NRPC fund. 12. Status of data through Automatic Meter Reading (AMR) In the 13 th NRPC meeting held on 27 th June 2009, scheme of Automatic Meter Reading from Interface Meters in Northern Region was approved. NRLDC and POWERGRID were to submit the joint status report of AMR at the end of every month. In the 34 th TCC meeting, held on 24 th Oct, 2016, NRLDC stated that out of 1235 interface meters, data from 973 meters was being received and being regularly used by NRLDC for 764 interface meters. POWERGRID informed that the data from all the meters will be available by January 20. TCC and NRPC expressed concern over tardy progress of the implementation of AMR. The progress of installing AMR is being regularly mentioned in OCC meetings. 133 rd OCC meeting: POWERGRID updated that the work would be completed by April,. 15

16 134 th OCC meeting: POWERGRID representative raised their concern over lack of support from site in matters regarding AMR implementation. He informed that site personnel are downloading SEM data manually by removing wiring and in many case not plugging it in, despite of provision for downloading the data manually even when meter is plugged in. The issue has also been communicated to the site, but still not resolved. 136 th OCC meeting: The joint report of NRLDC & POWERGRID was submitted. Sub- Committee had advised all the transmission and generation Utilities to co-operate with the vendor to resolve the issues regarding ORU removal for manual downloading of data from SEMs. 137 th OCC meeting: The Status was updated by POWERGRID & NRLDC 138 th OCC meeting: The Status was updated by POWERGRID & NRLDC.On the issue of provision of the prospective plan of 5 minute scheduling in the AMR, Power Grid was asked to take up the matter with the manufactures so that adequate provision for the same can be made in the new AMR being installed. 139 th OCC meeting: The Status was updated by POWERGRID & NRLDC On the issue of provision of the prospective plan of 5 minute scheduling in the AMR, Power Grid representative expressed their inability to get modifications made for 5 minute scheduling. They further stated that once the regulation is notified they will take the further necessary action. 140 th OCC meeting: The Status was updated by POWERGRID & NRLDC Power Grid representative informed that still non reporting of data is being faced at some locations. It was stated by them that the representative of M/S Kalkitech has been duly advised to rectify all the AMR issues from where the meters are not reporting data by end of October. Also they proposed that the representative of the firm was stationed at NRLDC and their concerned officer may coordinate with him for expediting the work and rectification issues wherever faced. NRLDC representative informed that issues were regularly discussed with M/s Kalkitech, POWERGRID and field officers. Following issues are being reported: Sim card/ network issues Optical cable connectivity issue Manual opening of optical cable for fetching the data from meter and forget to connect Implementation pending Intermittent data For station wise reporting, NRLDC would mention name of the location and type of issue in its discrepancy report for the information of all. NRPC suggested all the utilities for proper training of field officers for data fetching without opening of optical cable. POWERGRID shall also take care the issue of SIM card network. Further it was proposed by SE NRPC that a meeting will be called in Third week of November regarding discussing the provision of the prospective plan of 5 minute scheduling in the AMR. 16

17 Members to discuss the issues highlighted in the 140 th POWERGRID & NRLDC, to update status. OCC meeting. 13. Planning, procurement and deployment of Emergency Restoration System. The issue was discussed in the 33 rd meeting of NRPC held on and it was suggested that CEA should evolve guidelines regarding ERS. Later, Secretary (Power), GoI vide letter dated addressed to Chief Secretaries of all the States, had requested to issue directions to transmission utilities / transmission licensees to procure adequate number of Emergency Restoration Systems. The guidelines formulated by CEA for planning, procurement and deployment of Emergency Restoration System were also enclosed with that letter. The matter was discussed in 34 th TCC and 38 th NRPC meetings, held on 24 th & 25 th Oct, 2016 and the subsequent meetings. The latest status as updated by the members in 140 th OCC is as under: DTL :- Order had been placed for 02 nos. of ERS. Delivery has been completed. Training imparted in September 20. PSTCL: - Order has been placed. Supply expected by November, 20. UPPTCL: - 02 nos. of ERS have been received. RRVPNL: - Will not be procuring ERS. HVPNL: - PTCUL- HPSEBL BBMB - J&K- Earlier it was informed that in place of ERS, spare towers would be procured worth Rs Two crore. In 138 th OCC it was informed that the management is reviewing the issue of procurement of ERS. NIT placed. Supply expected in 3 month. Representative present intimated that the status has not been updated by PTCUL to SLDC. Discussions being held with vendor. Suitability of ERS for critical locations is being explored. Discussions not concluded. Partner states have agreed to provide the ERS as and when required by BBMB. Order has been placed for 2 nos. ERS. Utilities to update 14. LVRT issues of wind/solar generation As per the CERC order dated issued in Petition No. 420/MP/2014 wherein CERC has directed that LVRT should be implemented for all wind turbines (except Stall Types) commissioned before having installed capacity equal to or more than 500 KW. Further as per the CEA Technical Standard for connectivity to the Grid (Amend.) Reg.2013 (sub clause (3) of Clause B 2 ) of the station connected to the grid 06 months after publication of these regulations (i.e ) shall have the LVRT capability as depicted in the sub-clause. As LVRT are not installed on many of the wind turbines in State of Rajasthan, the issue is being regularly raised in the various meetings of NRPC without any result.

18 137 th OCC meeting: RVPNL representative informed that no progress has been made even after regularly pursuing for the same. Sub-Committee advised RVPNL to submit a petition to the State Regulatory Commission for the non-compliance of the regulations. Subsequently a letter from the NRPC Secretariat has also been written to Chairman RRVPNL on the issue. 138 th OCC meeting: RVPNL representative informed as under: The updated status of LVRT for wind generators stands submitted. Further as per directions of NRPC in 134 th OCC meeting regarding installation of LVRT on wind generators, the SE (REMC) has been requested repeatedly to take up the issue with wind generators for ensuring compliance of CEA Regulations and CERC orders in this regard. As per the advice of the Sub-Committee in 137 th OCC meeting, the case has been forwarded to REMC wing to submit a petition to RERC for non-compliance of regulation 139 th OCC meeting: Representative of RVPNL informed that matter is being taken up. 140 th OCC meeting: In the meeting it was informed that matter was under approval. In the 37 th TCC/40 th NRPC meeting representative of RVPNL stated that the proposed petition has been submitted to the management for its consent and it would be submitted to the RERC by next month. RVPNL may update to status. 15 RGMO/FGMO compliance by generators in the region (Agenda based on letter by CERC) CERC (IEGC) 5 th amendment of IEGC dated provides that all Coal/lignite based thermal generating units of 200 MW and above, Open Cycle Gas Turbine/Combined Cycle generating stations having gas turbines of capacity more than 50 MW each and all hydro units of 25 MW and above should provide RGMO/FGMO response. Further, it has been provided at Regulation 5.2(h) that RLDCs/SLDCs should not schedule the generating station or unit(s) thereof beyond ex-bus generation corresponding to 100% of the installed capacity of the generating station or unit(s) thereof and that the generating station shall not resort to Valve Wide Open operation of units so that primary response is ensured. CERC in its letter dated has directed to obtain the status of availability of RGMO/FGMO response from the generators (ISGS as well as intra-state generators) in the region. 136 th OCC meeting: All utilities were requested to submit the status of actual response being provided by generators under the primary response. SLDCs were asked to provide the region report by th OCC meeting: All SLDCs were again requested to submit the detailed status of actual response being provided by generators under the primary response by th OCC meeting: The updated status of units operating under RGMO/FGMO was received from NTPC, NHPC, PTCUL and NPCIL in the meeting. The latest status of 18

19 RGMO/FGMO as available with NRPC is once again attached in ANNEXURE 15 of the Agenda of the 139 th OCC meeting. 139 th OCC meeting: RRUVNL &UPRVUNL submitted the status in the meeting. All the remaining utilities were requested to check and update the status. 140 th OCC meeting: UPRVUNL submitted the information. All concerned utilities were again requested to update as per the information asked in 138 th OCC meeting. NTPC representative stated as under: Regarding confirmation sought for RGMO implementation at Gas Stations from , NTPC stated that RGMO mode has been put in service at Auraiya, Dadri- Gas Moudle-1 and Faridabad gas stations. However, the same is under observation as some deviations are observed in performance w.r.t to IEGC provisions. The issues have already been taken up with OEMs and are expected to be resolved by Nov end. Anta gas station is operating in FGMO with Manual Intervention mode. RGMO will be implemented in GT-2 during planned S/D from to Subsequently, GT-1 and GT-3 will be taken for 2 days S/D each for facilitating modification of software in control logic by OEM. NRPC agreed for the S/D program of Anta. NRLDC representative also requested all the generators that droop setting as well as any other setting shall also be given also with data. He also emphasized that all generators shall give a plan of action by next OCC meeting for providing telemetry of RGMO/FGMO in service indication. The requirement and action on this has already been agreed in previous OCC meeting The updated status is enclosed at Annexure 15.All concerned utilities may update the information as desired in the last TCC & NRPC meeting. Also the work of mapping of RGMO/FGMO status, in SCADA should be expedited so that it would be completed within 3 months as desired in the last TCC & NRPC meeting. 16. Phase mismatch issue with BBMB and interconnected stations During the discussions held in 34 th PSC meeting, it was reported that phase sequence of BBMB at the interconnection with other utilities, do not match with that of the other utility. It was observed that, this problem leads to a lot of confusion during charging of interconnected lines and also to other coordination problem while reporting any issue. While deliberating it was observed that, the main issue was primarily of the nomenclature of phases at BBMB end and based on the discussion it seems that the nomenclature of phases at BBMB end has inadvertently been marked as mentioned below: Phase of the grid R Phase Y Phase B Phase Corresponding nomenclature of the phase at BBMB end B Phase R Phase Y Phase 19

20 In view of the above BBMB was asked to rectify the nomenclature issue at their end which leads to coordination and other problems while reporting. 138 th OCC meeting& 139 th OCC meeting: BBMB representative informed that the issue of mismatch of phases is being looked into and would be rectified at the earliest. 140 th OCC meeting: The representative of BBMB informed that a committee has been constituted by TS organization of BBMB. The committee would submit its report by 30 November 20 BBMB may update the progress made.. Operation of hydro power projects in peaking mode POSOCO has carried out operational analysis of various hydro stations in the country and observed that despite 40.6 GW of peaking hydro capacity, only about 33 GW peak generation is carried out on all India basis. According to POSOCO, this is on account of a number of hydro stations, particularly in state sector, which are not being operated in peaking mode. In order to examine the above observation, a sub-committee has been constituted by the MoP under Chairperson, CEA with heads of POSOCO, NHPC, SJVN & THDC as member and Director (H), MoP as the member convener. The sub-committee has held three meetings with the concerned hydro generating stations and concluded that there is scope for about 2000 MW additional power generation from hydro stations during peak hours.based on the deliberations at the meetings of the Committee, Chairperson, CEA has advised to discuss the above operational analysis & the matter of utilization of hydro stations in peaking mode be discussed at the monthly OCC meetings while discussing operational planning for the month ahead and analyzing the operation in the previous month. All concerned utilities to discuss and give their comments on the issue 18. Regarding change of relay setting from Auto reclose to Non-auto reclose mode (Agenda by Power grid) Relay setting may be changed from Auto reclose to Non-auto reclose mode for OPGW LIVE LINE stringing works in following lines. 21 AGENDA BY NRLDC 19. Reliability issue of Kashmir valley Load in the valley area has been increasing over the years and therefore reliability concerns have also been increasing. In past years, there have been multiple elements tripping incidents and collapse of valley system during winter months/ high demand period on N-1 contingency in the Kashmir valley power system. Reliability issues related to Kashmir valley have been flagged in many previous OCC & TCC meetings. In 140 th OCC meeting, NRLDC again presented issues related to Kashmir valley. Following reliability issues with Kashmir valley power system were presented in the meeting: i. 400/220 kv Wagoora (main supply point) where 4x315 MVA ICTs remain fully loaded during winter months and therefore N-1 criteria gets violated. High MVAr drawl is reported at Wagoora S/s which results in low voltages. ii. 220 kv lines from Wagoora (220 kv Wagoora-Ziankote D/C and 220 kv Wagoora-Pampore D/C) remain loaded upto MW and therefore N-1 criteria gets violated. iii. Low voltages are experienced due to high loading of intrastate network of valley power system. iv. Tripping of connecting 400 and 220kV lines during inclement weather of high snowfall/storm and thus valley islanding and collapsing is observed. In a recent incident on at 15:34hrs, jumper snapped at Pampore end of 220kV Wagoora-Pampore ckt-1. (SOTF, LBB operated) LBB lead to Bus Bar Protection operation for 220kV Bus-1 at 400/220kV Wagoora (PG) which lead to tripping of 400/220kV 315MVA ICT-1 & 3 at Wagoora PG,220kV Wagoora-Pampore ckt-1, 220kV Wagoora-Zainkote ckt-1. Load loss of ~350MW was seen in this case. Members may please like to discuss. 21 Under generation by ISGS on continuous basis In the month of October/November demand of Northern region starts showing decreasing trend while that of other regions starts increasing. It was observed that some of the NR generating stations were generating less than their schedule & poor frequency profile was also observed during the same time. This issue has been highlighted in previous OCC meetings however it has been observed that some generators have generated less than their schedule on regular basis. 24 scheduled the same quantum to them. However, RAPP-C continued to generate MW even when it was given schedule for 430MW. Table shows that there is always less generation by some generating units than schedule given to them (compared for full day) namely, Dadri Thermal-II, ISTPP Jhajjar, Dadri Gas & RAPP-C. The generating utility may like to state reasons for under generating as shown from table above & actions taken at their end to avoid such actions in future. Members may kindly discuss. 22 Monitoring of all 400/220 kv ICTs and taking actions wherein MVAR flows are observed from 220 kv to 400 kv side. As per NRPC reactive energy account for week of Oct 20 (taken as sample), Punjab, Delhi and Jammu & Kashmir had to pay reactive energy charges due to MVAR injection at high voltage. MVAR injection at particular nodes on HV is given below: State control area Punjab Haryana Rajasthan Delhi MVAr Injection at 400kV on High voltage (>1.03pu) as per NRPC REA for week of Oct 20 Ganguwal, Gobindgarh, Barnala, Ropar, Amritsar (PG), Moga(PG) Bahadurgarh, Gurgaon, Deepalpur Hissar, Bhinmal, Heerapura, Jaipur South, Khetri & Sikar Bawana, Mundka, MaharaniBagh, Narela Uttar Pradesh Uttarakhand - Himachal Pradesh Jammu & Kashmir - Anpara, Mainpuri(PG), Panki Jassore It was noticed that except J&K all states had net charges as receivable & not payable as was the case in previous years. States are again requested to analyze their reactive energy account charges available on NRPC website on weekly basis. This would help in identifying the nodes where MVAr injection is being done from 220kV side to 400kV. Thus, appropriate remedial actions at these nodes would not only improve the voltage profile but also reduce burden of penalty being imposed on account of reactive energy charges. Thus, states may like to monitor the data for reactive energy account on regular basis. 24

25 23 Generator VAR absorption Generator reactive absorption response has been discussed in previous OCC meetings where it was observed that either the telemetry of MVAr is not correct or generators are not absorbing MVAr as per their capability curve. Voltage v/s MVAR plots for generators for last 30 days are attached as Annexure-23. Major observations from performance of generators for last 30 days are: MVAr generation on high voltage by Dadri thermal (NCR) Less absorption at Jhajjar, Talwandi Saboo, Lalitpur, Anpara-C as compared to their capability curve Telemetry of Khedar & Suratgarh un-reliable Therefore all concerned shall take the corrective action to ensure correct telemetry and MVAr absorption as per machine capability. 24 Low frequency in grid Frequency profile of the grid for 24/10/ to 02/11/ is shown below. 26 It could be inferred from the data that frequency remained much more on the lower side of IEGC band ( Hz) for last few days. Over drawl by some of the NR states & under generation by some of ISGS was one of the reasons for this poor frequency profile. Deviation from schedule of all NR states for last 15 days is attached as Annexure-24: It could be observed from above, that most of the states are deviating from their schedule. The issue has been almost regularly discussed in OCC meetings and other forums. Constituents may share the remedial measures to arrest such large and almost continued deviation from the schedule. Members may please like to discuss. 25 Reduction in DC due to coal shortage Some generators reduced their DC due to coal shortage. Thermal plants such as Dadri Thermal-1, Dadri Thermal-2 and IGSTPP Jhajjar have reported reduction in their DC due to coal shortage. Utilities shall maintain adequate reserves to meet the demand safely. Specially, considering the poor frequency profile witnessed during last few days, arrangements need to be made to keep sufficient fuel reserves. 26

27 Fig. below shows variations in DC at IGSTPP Jhajjar, Dadri Th-1, Dadri Th-2 for last 20 days. Members may please like to discuss and suggest suitable measures for avoiding such instances in future. 26 Offline Studies system data The network data shall be given for each quarter separately for PoC transmission charges and losses calculations as well as on monthly basis for TTC/ATC calculations in line with CERC regulations and orders. However, same is not being followed meticulously. Main reason for the same is inactive off line study groups at State level. Even OCC has agreed that each SLDC would submit on monthly basis the list of new transmission element being commissioned in each state similar to being done by RLDC for ISTS. Recently, a workshop on offline studies using PSSE software & Transfer capability assessment along with basics of dynamic studies & voltage stability studies (PV, QV analysis) was organised at NRLDC. It is noticed that some of the state control area network of 220 kv and 132 kv is not modelled in offline studies. Though, these have little impact on ISTS network but it s not a healthy situation. Therefore, as requested many time, the model updation is very important and it shall be given very high priority. The off-line case of PoC computation is also being shared publically and therefore each entity shall check it and report if any transmission assets are missing or error in modelling. This aspect is both commercially as well as operationally very important. Members may please discuss to improve action on this front. 27

28 27 Reliability Issues: Rajasthan: High loading of 400/220kV Sikar, Akal has been observed. N-1 non-compliance at 400/220kV Jodhpur and Merta S/s needs to be attended. Simulation studies may be carried out to identify alternate paths for supplying power at underlying n/w of Jodhpur & Merta to make ICT loading N-1 compliant before high demand in winter is experienced. High voltage at Suratgarh, Akal & Jodhpur area has also been observed and reported continuously. Uttar Pradesh:N-1 non-compliance has been observed at 400/220kV ICTs of Azamgarh, Moradabad, Meerut, Obra, Muradnagar, Agra (UP), Lucknow (PG), Lucknow (UP), Gorakhpur (PG) etc. Evacuation issue of Lalitpur/Paricha & Bara TPS under N-1-1 contingencies is still present. Evacuation issues of Anpara-D/Anpara-C under N-1 contingency of 765kV AnparaC-Unnao. Commissioning of 400kV Gr.Noida- Gr. Noida (Existing S/s) has slightly relieved the loading of 400kV Dadri-Greater Noida line. Flow of 400kV Dadri-Gr. Noida is largely affected by generation at Tehri and Koteshwar. When generation at Tehri and Koteshwar is high, power flow from Meerut Mandola Dadri is substantially more whereas when generation at Tehri and Koteshwar is low, power flow from Meerut Mandola Dadri is on the lower side. Thus, when generation at Tehri & Koteshwar is high, flow on Dadri-Gr. Noida increases. Gr. Noida-Nawada was opened on no. of occasions to control the loading of Dadri-Gr. Noida. Uttarakhand: Loading on 400/220 kv Kashipur ICTs is not N-1 compliant in case of high import (Gas generation at interconnection of 220kV Kashipur would relief the loading of Kashipur ICTs) & Loading on 220 kv Roorkee (PG) Roorkee. Telemetry issue for Uttarakhand as well. It could be seen that issues like no auto-reclosing, mal-operations, HVDC protection operation, delayed clearance of fault are observed in most of the cases. The frequent outages of such elements affect the reliability and security of the grid. Hence, Utilities are requested to look into such frequent outages and share the remedial measures taken/being taken in this respect. Members may discuss. 29 Multiple element tripping during 3-phase fault at 400kV Panki(UP) station: At 07:01hrs of 2 nd Nov 20 severe 3-phase bus fault occurred at 400kV Panki (UP) substation, wherein fault clearing time assured through Phasor Measurement Unit (PMU) data was more than 400ms with voltage drop as high as 0.9 PU at nearby Kanpur bus. The following PMU plot of Kanpur voltage is showing as dead 3-phase fault in the system. 29

30 Such delayed clearance of 3-phase fault is a matter of serious concern for the secure operation of the grid. During this event, apart from tripping of entire 400kV Panki (UP) substation (400kV Panki-Unnao ckt, 400kV Kanpur-Panki ckt-1 & 2, 400kV Panki-Aligarh, 400kV Panki-Rewa Road), three units (210MW) of Unchahar as well as SVC at Kanpur have also tripped. Unchahar Unit-3 & 5 tripped on drum level low and Unit-4 tripped on PA fan tripping. 400kV Panki (UP) substation has DMT bus scheme in which the tripping of both the buses is doubtful. The HVDC terminal at Agra was also severely impacted. With this tripping there was sudden rise in the voltage at Agra station, the voltage on 400 kv side which was around 428 kv prior to incident rose to 437 kv. Filter-2 & Filter-5 at Agra HVDC station came in service during the incident and the extra 500 MVAR caused sudden rise in voltage. There was sudden rise in voltage after fault clearing which indicates the switching in of filter banks at the Agra station. With the rise in voltage to 440 kv at Agra bus voltage, the 400 kv Agra-Jaipur South-D/c got tripped. 400 kv Agra-Bhiwadi line was also manually opened to control the system voltage. With the corresponding filter bank switching there was change in power order, the HVDC BNC- Agra-APD power order suddenly ramped down and stayed there for some 4 minutes and later ramped up to 800 MW With the outage of 400 kv lines from Agra station, the power flow on 765 kv Gwalior-Agra D/c kept reducing with corresponding shift of power to 765 kv Gwalior-Phagi-D/c and ultimately on Phagi ICT. The flow on only 765/400 kv ICT-2 at Phagi went upto 1450 MW which was a serious threat to the system. To relieve the high voltages in the system HVDC Champa-Kurukshetra Bipole was ramped down from 1000 MW to 500 MW and HVDC 30

31 Mundra-Mohendergarh Bipole was ramped down from 800MW to 400 MW within 5 minutes. Following are the points of concern: Operation of both bus bar protections during fault in 400kV Panki-Unnao ckt at Panki end. Non-tripping of 400kV Kanpur-Panki ckt-1 from Panki end during bus bar protection operation. Tripping of Unchahar units during fault in the system. Tripping of Kanpur SVC and its reason. With the HVDC embedded in the system, any kind of fault near HVDC terminals can have corresponding change in power order/outage of HVDC. There is urgent need of settings review of HVDC controls to avoid any cascaded tripping. Phagi ICT remains heavily loaded and early revival of second ICT at Phagi will help in reliable system operation Protection coordination at station near HVDC terminals may be reviewed and defect if any may be rectified HVDC ramp down/ramp up instructions to be implemented in lowest possible time by stations in case such instructions are given by RLDC/NLDC UPPTCL may kindly look into the multiple element tripping and share the DR/EL and detailed report along with remedial measures taken and to be taken. NTPC and POWERGRID may kindly look into the exact reasons of their tripping & any protection issues at these stations needs to be checked and corrected. NTPC and POWERGRID may also kindly share the detailed report of the tripping along with DR/EL. 30 Multiple element tripping during delayed clearance (16second) of 3-phase fault at 400kV Karcham substation: At 15:30hrs, 400kV Jhakri-Karcham ckt-1 was kept under planned outage for breaker auto reclosing testing at Karcham end. At 16:00hrs of 04th Nov 20 during testing activities severe 3-phase bus fault occurred. It has been seen from the PMU plot that it was a three phase fault which got cleared in almost 16 seconds of time. The PMU plot is as below: 31

32 After 1000ms of fault occurrence, 400kV Jhakri-Karcham ckt-2 tripped in Z-3 distance protection. 400kV Karcham-Abdullapur both circuit tripped from Karcham end only. 400kV Karcham-Baspa circuit-2 tripped from Baspa end. 400kV Karcham running one unit tripped on 100% stator earth fault protection within 800ms. 400kV Rampur HEP units tripped due to under excitation. We were fortunate due to incident occurring at the far end of grid. Had the location been around centre of the grid, we could have faced major crisis in the grid. 3-phase fault in 400kV Karcham-Jhakri ckt-1 resulted into tripping of following elements: 400kV Karcham-Jhakri ckt-2 400kV Karcham-Abdullapur ckt-1 & 2 400kV Karcham-Baspa ckt-1 & 2 Two units of 400kV Rampur HEP (68.67MW) Two units at 400kV Baspa HEP (100MW) One unit at 400kV Karcham HEP (250MW) Following are the points of concern: Maintenance and relay testing practices during planned shutdown. Reason of delayed clearance of fault till 16seconds. Failure of primary and back up protection at Karcham/ Abdullapur substation Tripping of two units at 400kV Rampur HEP during fault not in its zone. Non-operation of Z-2/Z-3 protection at Abdullapur end of 400kV Abdullapur- Karcham ct-1 & 2. Reason of tripping of 400kV Karcham-Abdullapur ckt-1 & 2 from Karcham end. JSW/ POWERGRID/ SJVNL may kindly apprise about the event, remedial measures taken and share the detailed report along with all the DR/EL. 32

33 31 Multiple element tripping in Punjab control area due to foggy weather season: During 6-8 th Nov 20, many 400kV above transmission elements tripped in Punjab control area due to foggy weather season. Almost entire 400 kv ring of Punjab was out; it led to generation loss of Talwandi Saboo TPS. All three running units of Talwandi Saboo TPS tripped/ stopped due to evacuation constraints. It resulted into total thermal generation loss 1200MW despite of coal shortage in the NR. Such large number of grid element tripping is detrimental for grid security and reliability. A special meeting was also planned by NRPC on 14th Nov 20 for updated information on insulator replacement and cleaning. Suggestive measures for foggy/ winter season: Insulator cleaning/ replacement Switching-off the capacitors Put all the line reactors in the service Distributed generation at lower voltage level to control the voltage Open lightly loaded long 400kV lines if needed Use of line reactors as bus reactor after opening of lines Additional man-power deputation in control rooms and important substations of Northern Region. All the utilities also need to be vigilant for secure grid operation of NR. Punjab may apprise about the status of insulator cleaning/ replacement in those lines tripped during th Nov 20. All the other utilities also share the action taken at their end for upcoming winter/ foggy season. 32 Multiple element tripping events in Northern region in the month of Aug-20: A total of 10 grid events occurred in the month of OCT-20. Out of these, 5 no. of events were of GD-1 category. The preliminary report of all the events have been issued from NRLDC. A list of all these events along with the status of details received is attached at Annexure

Moreover, utilities may impress upon all concerned for providing the Preliminary Report, DR/EL & Detailed Report of the events in line with the regulations. Members may like to discuss. 33 Details of tripping of Inter-Regional lines from Northern Region for OCT : A total of 14 inter-regional lines tripping within a month occurred in the month of OCT.The list is attached at Annexure-33. The status of receipt of preliminary reports, DR/EL within 24hrs of the event and fault clearing time as per PMU data has also been mentioned in the table. The non-receipt of DR/EL & preliminary report within 24hrs of the event is in violation of various regulations. As per regulations, all the utilities shall furnish the DR/EL, flag details & preliminary report to RLDC/RPC within 24hrs of the event. They shall also furnish the detailed investigation report within 7 days of the event if fault clearance time is higher than mandated by CEA (Grid Standard) Regulations. It could be observed from attached table that not all information regarding the tripping is received from the utilities. In order to have proper information about the lines wherein such actions have been taken, it had been repeatedly agreed in OCC/TCC meetings, to update line wise data for insulator replacement and cleaning.
