3 MINUTES OF 60 TH MEETING OF OPERATION & COORDINATION COMMITTEE OF MP HELD ON 28 TH OCTOBER 2017 AT 11:00 AM AT SHREE SINGHAJI THERMAL POWER STATION (SSTPS), SINGHAJI, DISTT. KHANDWA The 60 th meeting of Operation & Coordination Committee of MP was held on 28 th October 2017 at 11:00 AM at Shree Singhaji Thermal Power Station. The list of participants is enclosed at Annexure -1.0 Shri G.R.Gupta S.E(MPC), SSTPS welcomed Shri B.L.Newal, E.D(Gen),SSTPS, Shri R.A. Sharma, Member Secretary OCC & Addl. CE SLDC, Shri H.K Sankule, Addl. CE(O&M) and all the participants with bouquet of flowers. Shri Newal welcomed all the guests and participants for the 60 th OCCM at SSTPS and expressed his gratitude for providing the opportunity for hosting the 60 th OCCM at SSTPS. He stated that hopefully in this OCCM many issues & difficulties related to the MP system will be resolved and will help in safe & secure operation of the grid. Further a short telefilm on SSTPS was presented, depicting the stages of STPS planning, installation, its inauguration to its operation. Thereafter Shri G.R.Gupta S.E(MPC), SSTPS requested Shri R.A. Sharma, Member Secretary OCC & Addl. CE SLDC to start the meeting. Member Secretary OCC welcomed all the guests and requested for formal introduction prior to start the meeting. Thereafter Member Secretary OCC expressed his gratitude to SSTPS & the entire Generating Company for conducting the 60 th OCCM at SSTPS and doing such wonderful arrangement. He further stated that once in a while every power engineer should visit such power station to understand its operation, complexity which gives a proper and good exposure in power sector. He further stated that the demand of MP has already crossed MW & is expected to cross 12000MW in this season, in terms of energy demand has already crossed 2200 LU & is expected to cross 2300 LU. Being a surplus state, it is a great challenge to SLDC-MP to maintain the grid in case of outage of generator, as implementing load relief is quite difficult. To meet out such contingencies arrangement of power by MPPMCL is necessary to avoid load shedding. The Member Secretary MP -OCC in his deliberation briefed the committee about important issues of the meeting. He elaborated the committee that during ongoing rabi season due to high MVAR demand and higher the line loading, low voltage problem is expected in the state grid. Recently the low voltage problem has been faced in Indore & Nagda regions which were controlled by switching off reactors, but such frequent switching off/on of reactors is not desirable, hence maximum MVAR support is essential from all the generators as per their capability limits without compromising the MW for maintaining voltages. He also stated that for meeting the demand pre-planning of hydel generation has to be done which requires Tan Daily planning of reservoir level of all Hydel Generators, hence the generating company & NHDC is requested to submit the Tan Daily details on time. Thereafter Member Secretary OCC stated that there is a major issue of over drawl by MP which shall be maintained by proper planning of load & generation balance. Also, due to heavy O/D by MP, in recent past days, the WRLDC has opened some of the interconnected transmission lines, to restrict MP O/D. Due to opening of the lines, system becomes weak. We should not give chance for such action to WRLDC. Member Secretary OCC informed the committee that there is also an issue of Non-availability of telemetry at SLDC due to which monitoring & secure operation of the grid is not possible. Also, CERC has notified Communication Regulation 2017 according to which availability of telemetry shall be 99.9% and it shall be monitored on regular basis, by CERC. Thereafter Member Secretary OCC took up the agenda points, which is indicated hereunder in nutshell: ITEM NO. 1: CONFIRMATION OF MINUTES: Minutes of 59 th meeting of Operation & Coordination Committee of MP held on 12 TH September 2017 at SLDC, MPPTCL, Jabalpur were forwarded to the committee members vide No /SG-9B-II/2402 Jabalpur dated As NO comment received, committee confirmed the minutes. 4 ITEM NO. 2: REVIEW OF SYSTEM OPERATION DURING THE MONTHS AUG 2017 TO SEPT Frequency Particulars: The Committee was informed that during Aug 2017 the system frequency was below 49.9 Hz for 7.2% of time against % of time during Sept The system frequency was above Hz for % of time during Aug 2017 against 9.73 % of time during Sept The system frequency was within the IEGC range of Hz for 76.82% of the time during Aug 2017 against 78.50% of time during Sept The average monthly frequency was Hz during month of Aug 2017 and Hz during month of Sept The system frequency did not touch Hz during the above period. The detailed frequency particulars for the month of Aug 2017 and Sept 2017 are enclosed at Annexure-2.1. Also, the energy rate at this frequency increases tremendously and over drawl at such high rates has commercial implications also, so the frequency should be maintained within the range. Hence all the generators were requested to regulate the MVAR as per the system requirement within their capability limits. 6 Representative from East Discom informed the committee that the 25 no. of capacitor bank under Requirement of repair against each unit (No) will be repaired and taken in service before next OCCM in December-17. He further informed that the work is under progress for 77 no. of capacitor bank Balance capacitor banks to be covered in other schemes and will take some time. Representative from Central Discome informed the committee that all the capacitor banks are in service and if any is found defective it is repaired within 7 days. Representative from MPPTCL informed the low voltages are being observed in Sheopur area and on inspection by SE(T&C) MPPTCL /SE(O&M), MPMKVVCL the 30 % capacitor banks installed in that area were found defective and low voltage was existing because of want of capacitor bank. The representative of MPPTCL had also informed that CE(T&C) forwarded the proposal for installing suitable capacity capacitor bank every 33/11 substation at Sheopur, so that low voltage crises in this pocket could be addressed looking to high reactive load. Representative from Central Discom informed the committee that the capacitor banks for 11 KV is being planned in sheopur area and financing arrangement are being made. The present status will be intimated separately. Member Secretary OCC stated that the issue of low voltage in Sheopur area be taken seriously by Central Discom & resolved on priority basis. It is also pointed out that looking to low voltage profile in forthcoming rabi season, it is desired that Discoms & MPPTCL should be ensured healthiness of capacitor bank, otherwise it is not possible to maintained voltage level from Generating end solely. Reactive compensation in transmission system and Discoms end is invariably required. The committee has noted the above information. Status of completion of ongoing Transmission Schemes being executed by MPPTCL: The Committee was apprised regarding various ongoing Transmission Schemes completed during the financial year (up to Sept 2017) and plan for completion of various ongoing Transmission Schemes for the Year is enclosed as Annexure 2.2.5(i) and 2.2.5(ii) respectively. 7 2.2.5 U/F and df/dt Relay Operation (i) (ii) U/F and df/dt Relay Operation: Member Secretary OCC informed the Committee that the frequency did not touch Hz during Aug 2017 and Sept There was no df/dt operation during the same period. Defective u/f, df/dt relays: Member Secretary OCC informed the Committee that MPPTCL has informed that all the df/dt relays are in operation, where the U/F relays are not available, the numerical relays programmed for under frequency operation. df/dt relay installed at 220 KV Ujjain, 220 KV S/s Badnagar & 132 KV S/s Chapda is being replaced shortly, except this all U/F stages are in good/healthy working condition. The committee has noted the above information. 2.3 Power Cuts / Load restrictions/differential Load Shedding by DISCOMS & group allocation to 33 KV feeders: (i) The details of DISCOM wise Power supply given to various domestic categories during the period August 2017 and September 2017 as indicated at Annexure 2.3(i) was put up before the committee for discussion. The committee has noted the above information. (iii) Group Allocation to Newly Commissioned existing EHV substations: - Member Secretary OCC informed the Committee that the region wise list of 33 KV feeders emanating from various newly commissioned/existing EHV substations for which groups have not been allocated is given in Annexure 2.3 (ii). Representative from Central Discom informed the committee that the 33 KV Simcon Solar Power is a power injecting feeder, hence cannot be group allocated and shall be removed from the list. Further member Secretary informed the committee that the feeder shall be removed from the list of group allocation as per the procedure. Minutes Of 60th OCCM Of MP 5

8 Thereafter representative from Central Discom informed the committee that the 33 KV Nagarpalika feeder has been renamed as Kushalpura and has been group allocated and informed to P&D and requested to update the list. Further he informed that 33 KV Goharganj has also been group allocated. The committee has discussed the matter and noted. ITEM NO. 3 : OPERATIONAL PLANNNING: 3.1 Generating Units under planned outage and proposed maintenance programme: The Committee was informed that the annual maintenance /outages of thermal generating units of MPPGCL during November 2017 to December 17 is Nil as intimated by ED(O&M:Gen.), MPPGCL, Jabalpur. 3.2 Proposed shutdown programme of Transmission lines / Transformers: The proposed shutdown of transmission elements for the period to submitted by MPPTCL as indicated in Annexure-3.2 was put up before committee for information. Representative from T&C, MPPTCL informed the committee that the proposal has been sent to Discom by P&D for its approval and is awaited. The 12.5MVA BBL make Transformer Sl. No. 1428/3 failed and proposed to be withdrawn from system. MPPTCL informed that the de-commissioning proposal of this x- mer is sent to CE(P&D) vide U.O.No.851, dt further, the matter is atken up by CE(P&D) with CGM(W), Central Discom vide L.No.04-02/PSS/2291 Dt , After receiving approval from competent authority, the transformer shall be de-commissioned. Representative from MPPTCL informed the committee that the X -mer has been sent to M/s BHEL, Jhansi for inspection/ repair. MPPTCL informed that another 40MVA BBL transformer Sl.No. 5564/2 commissioned on Dt Representative from MPPTCL informed the committee that 50 MVA X mer is sent for repair to BHEL and will be utilized in transmission system as per requirement. MPPTCL informed the that the X mer is to be replaced by another 20 MVA X mer by November Representative from MPPTCL informed the committee that another X mer will be commissioned by December-17. MPPTCL informed that the internal inspection of the X mer is pending due to bad weather. MPPTCL informed that the transformer has been declared failed. Another X mer will be commissioned within 2 months. Representative from MPPTCL informed the committee that the X mer has been charged on MPPGCL informed Work completed. Testing and commissioning will be done when unit is under shutdown. Ready for charging and will be taken in service whenever the unit is taken after shut down. MPPGCL informed that repair work of station transformer is under progress at M/s BHEL, Jhansi. Repair work under progress at BHEL, Jhansi. MPPGCL informed the committee that Replacement /Purchase work under progress. Representative from MPPGCL informed that GT purchase is under tendering stage and is expected to be in service in about 3 months i.e., by January Replacement completed by Breaker given by MPPTCL, but there is problem in breaker. MPPGCL informed the committee that CGL company engineer has been called for inspection and rectification and the breaker is expected to be commissioned by end of Novemebr- 17 Replacement completed by Breaker given by MPPTCL, but there is problem in breaker. MPPGCL informed the committee that CGL company engineer has been called for inspection and rectification and the breaker is expected to be commissioned by end of Novemebr- 17 Committee may like to discuss & MPPTCL is requested to submit the further action plan. Representative from MPPTCL informed that load is manageable. MPPTCL informed that Discom has to provide its consent to remove it from the asset/availability. After internal inspection X mer declared faulty and is being replaced by 63MVA BHEL transformer by Oct 17. MPPTCL representative informed the committee that the X mer is expected to be commissioned by Nov-17. The committee has noted the above information. ITEM NO. 4 : OPERATIONAL STATISTICS FOR THE MONTH OF AUGUST 2017 AND SEPTEMBER 2017: The Committee was briefed about details of actual generation, Schedule from Central Sector, demand etc. are given in the following Annexures: Annex. 4.1 Annex. 4.2 Annex. 4.3 Annex. 4.4 The unit wise actual Generation of MPPGCL thermal Units and station wise Generation of MPPGCL & NHDC Hydel Units. 11 ITEM NO. 5 : SYSTEM DISTURBANCE IN MP DURING AUGUST 2017 AND SEPTEMBER 2017 : The Committee was intimated that the there was no major grid disturbance in MP during August 2017 and September Moreover, the Grid Disturbances and Grid Incidents in MP during these months are given in Annexure 5. The committee has noted the above information. ITEM NO. 6.0: IMPORTANT OPERATIONAL ISSUES: STATUS OF COMPLETION OF ONGOING SCHEMES FOR COMMISSIONING OF REACTORS / TRANSMISSION ELEMENTS: - The Committee was informed that the present status regarding schedule and commissioning of reactors / transmission elements as indicated hereunder: - S.No. 400 KV S/s Size MVAR Implementing Agency Expected Date of Commissioning as intimated in last OCC 1. In 57 th, 58 th, 59 th OCCM MPPGCL informed the committee that procurement of line reactor is under tendering stage and expected to be commissioned by Oct, Representative from MPPGCL informed the committee that the technical specification of the reactor has to be finalized and reactor is expected to be commissioned by April- 18. Work will be carried out under PSDF as intimated by MPPGCL. MPPGCL informed the committee that the price bid has to be opened and the reactor is expected to be commissioned by June The committee has noted the above information. 6.2 Provision of synchronization facility at EHV sub-stations of MPPTCL: As per Grid Code, the synchronization facility should be available at all the Power Stations, 400 KV Sub-stations and 220 KV Substations and 132 KV sub-stations in the path of black start. In last OCC meeting MPPTCL representative informed the committee that order for 69 no. synchronization trolleys has been placed and 1 no. synchronization trolley has been delivered for checking and testing purpose at 220KV S/S Barwaha. Representative from MPPTCL informed the committee that all the trolley has been delivered on site and the installation work has been started by company engineers and is under progress. 12 Member Secretary OCC stated that the feasible methods shall be explored for installation of synchronization trolley at 132 KV stations falling under black start path and provision shall be made for installation of line CVT if required. The committee has discussed the matter and noted. 6.3 Ten Daily Reservoir operation table of MPPGCL HPS: - The Committee was intimated that a meeting was convened in Regional Office of MPPMCL at Bhopal on to discuss availability from Sardar Sarovar Project, ISP & OPS and State Hydel Plants for Rabi season, MPPGCL had agreed to obtain ten daily reservoir operation table from WRD and NVDA for their operation of their hydro generators. In last 54 th to 59 th, OCCMs, request has been made to MPPGCL for furnishing the same to SLDC. The Ten Daily programme of hydel power stations is necessary for planning of Load Generation Balance. MPPGCL has not submitted the ten Daily Reservoir Operation Table of all the power stations of MPPGCL for the year It is requested that MPPGCL shall submit the Ten Daily Reservoir Table of all hydel power stations in coordination with NVDA and WRD for optimum utilisation of available water in the reservoirs during real time operation. The matter was discussed in the meeting and Member Secretory OCC requested all the concerned entities to submit the ten daily reservoir operation table and the matter has been discussed in several OCC meetings. The committee has noted. 6.4 Updation of Recovery Procedure for Western Regional ( WR ) Grid-2007 The WRLDC has informed that the Grid Recovery Procedure for Western Region is being updated and the users of WR Grid, STUs and CTU may kindly convey the relevant details for facilitating timely updating of this document. In view of the above all utilities of MP were requested vide letter no 07-05/RPC-38/1951 dated to submit the relevant details as on pertaining to respective entity to SLDC as mentioned in WRLDC letter under reference to this office by 10 th September 2017, so that consolidated information could be forwarded to WRLDC within specified time limit, but no information has been received till date. The matter was discussed and again requested to all participant to arrange to convey the relevant details as indicated below: - a. Contacts Details (Mobile/Land Line Numbers/ -Id) of the Nodal officers identified for crisis management. b. List of New transmission elements and generation units commissioned in c. Shunt Reactive resources (Line Reactors/ Bus Reactors) in STU system. d. Traction Supply Details (As per format enclosed at Annexure-6.4) e. Synchronization facilities at 132 KV/220 KV/400 KV. 13 f. List of Stations having black start capabilities. g. Any other relevant information. Member Secretary requested all the entities to submit the required details at the earliest to SLDC for onward submission to WRLDC/WRPC. The committee has noted the above information. 6.5 MONITORING OF SCHEMES FUNDED FROM PSDF: - It was decided in the 6th meeting of NPC held on 19th December 2016 at Bengaluru, that all the RPCs in the monthly OCC meetings may follow up with the utilities to expedite the completion of schemes by giving due priority. The implementation of most of the schemes are based on the recommendation of the enquiry committee on grid disturbance of July 2012 headed by Chairperson, CEA. Therefore, timely implementation of these schemes would enhance the grid security and reliability. Accordingly, the details of grant sanctioned from PSDF for the schemes of MP is enclosed at Annexure- 6.5A. The status of implementation of above schemes (physical as well as financial progress) may please be reviewed and the entities are requested to expedite implementation of the schemes. The utilities were advised to furnish the information in the format enclosed at Annexure 6.5B by first week of every month on regular basis to Member Convener, PSDF project monitoring group (AGM, NLDC, POSOCO) with a copy to NPC, WRPC division and SLDC. The status of the same is being monitored by WRPC in OCC meeting of WRPC every month. It is observed that MPPTCL and MPPGCL are not submitting the requisite information to SLDC in first week of every month for onward transmission to WRPC. It is therefore requested that concerned official may please instructed to submit the same regularly to SLDC within time. Representative from MPPGCL requested the committee that there are many problems faced during procurement of any element especially during tendering stage as there are very few vendors/company participating in tendering. Hence it is indicated that the matter shall be discussed with PGCIL and POSOCO for deciding a particular company for procurement and company shall make efforts to expedite the schemes The matter was discussed in the meeting and the committee has noted the above information. 6.6 Tripping of 400 KV Sarni-Koradi line on over voltage on dated : - On dated at Hrs, 400KV Satpura-Koradi line tripped on B-Ph. over voltage indication from Satpura end only. In this context it is mentioned that at time of tripping, the voltage at Satpura end was only 410 KV. It is evident that this line should not be tripped on over voltage indication. It appears maloperation. Vide this office letter dated , the aforesaid issue was raised and CE, STPS, Sarni has been requested to ensure healthiness of relay, CVT and associated equipments at Sarni for remedial action to avoid such mal-operation in future. The setting of over voltage relay at Sarni end are also required to be furnished to Minutes Of 60th OCCM Of MP 11

14 SLDC along with detailed report of aforesaid tripping so that the tripping incidence may be analyzed. Status of above tripping may please be updated. The matter was discussed in the meeting and MPPGCL informed the committee that aforesaid tripping took place due to theft of cable and the cable is being replaced. 6.7 Grid incidence at SGTPS, Birsinghpur on 7th July, 2017: - On 7 th July 2017 at 18:39 Hrs, the ICT at Birsinghpur S/s was charged from 220 KV side after shut down which was availed for bus bar protection retro fitting work and while synchronizing at 400 KV side, the ICT tripped on differential protection. Differential protection of generator also operated but generator breaker opened after 310 mili sec. The delayed tripping of generator led to LBB operation. There was generation loss of 144 MW. Based on detailed report submitted by MPPGCL, the tripping incidence was analyzed by WRLDC and raised following observations- (i) Why the lines were not uniformly distributed on 220 KV Bus No.1 and Bus No.2 at 400/220 KV Birsinghpur S/s? What is present status of bus bar arrangement? (ii) (iii) What was the reason for tripping of ICT on differential protection? The reason for differential protection for 220 KV GT 1 is also not clear. (iv) This is very serious that two of the feeders from 220 KV Bus No.2 have not tripped due to wrong bus isolator switch selection. This kind of issue during a bus fault would have led to delayed fault clearance and widespread system outage. The aforesaid tripping was discussed by the committee and the MPPGCL had informed the committee that the detailed report is being submitted. The committee has noted the above. 6.8 REPORTING OF FLASH REPORT, DR and EL FOR 400KV, Interstate Transmission Elements & Detailed Tripping Report: - As per the provisions of Regulation 5.2 (r) of CERC (Indian Electricity Grid Code) Regulations 2010 and Regulation of 5(9) of CERC (Indian Electricity Grid Code) (First Amendment) Regulations, 2012 all the Regional Entities of the Region shall furnish the tripping details including DR & SEL output to RLDC with in 24 hrs of the event for analysis and identify the real-time measures required in future to ensure secured grid operation. The flash report is also required to be furnished to SLDC within an hour of tripping. It is observed that FLASH REPORT, DR & EL of station is not made available after tripping of transmission grid element by the State Grid Entities and the flash report is also not being sent after repeated pursuance. It has been intimated by WRLDC wide letter no.- WRLDC/SO-II/1737/2017/ dated that in case of tripping of Inter State & inter Regional lines of voltage class 220 KV & above level, a tripping report along with the DR/EL files shall be submitted to WRLDC. In the matter it is to mention that the detailed report along with DR/EL shall be submitted to WRLDC/WRPC. Several incidences / trippings which occurred during the month of August-2017 for which the details have not been submitted are as below: - Minutes Of 60th OCCM Of MP 12

The matter was discussed in the meeting and he committee has noted. 6.9 Review of important grid elements list of WRLDC in respect of MP: - MP SLDC has requested WRPC /WRLDC that list of important grid elements (uploaded in WRPC website in decided 497 th OCCM) should be reviewed and only most important elements should be kept in the list. The outage of such less important / critical element have been given by MP SLDC by taking into consideration intra-state grid condition. Accordingly, matter was raised in 499 th meeting of WRPC in Mumbai. Thereafter a meeting was conducted with WRLDC official and after discussion, elements to be excluded from list of important grid elements of WR in respect of MP were decided with following conditions- (i) For availing outages on aforesaid lines/ ICTs, N-1 contingency should be ensured. (ii) The outage of element where different licensees are involved to be incorporated in Google sheet for outage coordination on D-3 basis. No any planned outage shall be entertained if not requested in D-3. (iii) The SLDC will permit shut down only after getting message from competent authority in D-3 basis. It is therefore invariably required that all utilities shall ensure that such outage proposal should have forwarded to SLDC at least 3 days before date of outage. (iv) All outages more than 2 days shall be approved by OCCM as per practice in vogue. (v) All such elements which are excluded from purview of OCCM are Annexure-6.9. a & Annexure-6.9. b. Member Secretary OCC informed the committee that previously the shut down on all the 400 KV intra state elements were given by WRLDC/WRPC. Now some of the elements are exempted from that list and the shut down on those elements can be given by SLDC as per the procedure defined in Annexure-6.9. a & Annexure-6.9. b. Hence all the entities are requested to follow the procedure. The matter was discussed in the meeting and he committee has noted Inspection of Relays of Automatic Under Frequency Load Shedding & Certification thereof: - Member Secretary OCC informed the Committee that it is desired that for safe & secure operation of Minutes Of 60th OCCM Of MP 13

16 integrated system, the under-frequency relay should be connected in the system in healthy condition. Accordingly, WRPC is pressing hard to provide the self-certified status of healthiness of relays of Automatic Under Frequency Load Shedding (AUFLS) and periodic checking of the same. Vide this office correspondence No dated read with 1837 dated and , CE (T&C) and also SE(T&Cs) were requested to provide status of healthiness of relays of Automatic Under Frequency Load Shedding on priority basis to SLDC, so that same may be communicated to WRPC. In-spite of repeated request vide various correspondence, moreover the matter had been raised in 59 th OCC meeting of MP, however the desired information is still awaited from utilities, only a few circles has furnished the detail. It is therefore desired that the above matter may be treated as urgent and status of healthiness of Automatic Under Frequency Relays may be provided to SLDC and also the under frequency may be tested periodically. In this context it is also mentioned that time to time WRPC official as well as SLDC official shall visit the sub-stations to ascertain the healthiness of under frequency relay. Representative from MPPTCL informed the committee that the consolidated report has been recently submitted to SLDC. The committee has noted 6.11 Formation of State Level Relay setting group- Review and Coordination of relay setting in state of MP:- Member Secretary OCC informed the Committee that as decided in 128th Protection Committee meeting of WRPC held on 06th & 07th Dec. 2016, relay review group for state of MP has been constituted vide this officer letter No.07-05/RPC-14/596 Jabalpur dtd In the above context all entities are requested to provide relay settings of all important nodes & all other nodes where relay settings are required to be examined considering protection issues. As desired by WRLDC important nodes like Indore PG, Bhopal etc. required to be examined first, which have huge effect on reliability and security of Grid. The first meeting of State Level Relay Setting Group convened on 18th August 2017 at SLDC for review the existing relay settings of critical state network and state network incidental to ISTS and to provide necessary interface between utilities/entities. All the members were requested to make arrangement to furnish details of relay settings of all important nodes, so that same may be communicated to all members and existing setting of critical nodes could be reviewed & corrective measures may be taken. Attention was also invited to members that SLDC have made multiple correspondences in this regard, however except MPPGCL, no any other utility has provided the desired data. It is accordingly desired that the data may please be provided immediately to SLDC. During discussions, it was envisaged that relay setting of ISPs, OSP nodes required to be examined first, as in recent past, frequent undesirable trappings were observed due to probable mismatch of relay coordination issue. Accordingly, ISP, OSP representatives were requested to provide relay setting of ISP, OSP nodes so that same could be validated by the committee in the next meeting. The issue of relay settings was discussed in broader prospect. The consolidated relay setting data has not been received by the entities. The desired data may kindly be submitted in the meeting by all the entities. Further it is desired that one representative may be nominated Minutes Of 60th OCCM Of MP 14

17 from the office of CE(T&C) for relay setting group so that the relay setting task may be coordinated properly as far as T&C setup is concerned. The matter was discussed in the meeting and Member Secretary OCC requested T&C, MPPTCL to nominate a coordinating officer from CE(T&C) MPPTCL office. All Respective entities were requested to provide desired data immediately. The committee has noted he point Furnishing the Pending protection audit observation compliances: - The Committee was informed that as per Hon ble CERC order dated in petition No. 220/MP/2012 filed by Power Grid, SLDC has regularly submitted the quarterly Protection Audit Report to the WRPC. WRPC vide letter under reference has intimated that the status of Protection Audit Observations is being monitored in the PCM regularly. However, it is observed that the compliances of many Protection Audit Observations are still pending. The list of pending Protection Audit Observations as submitted by the Intrastate entities updated up to June 2017 is enclosed as Annexure It is therefore requested to take the pending Protection Audit Observations with site officials and submit the timeline to resolve the pending Protection Audit Observation, to SLDC so that same could be forwarded to WRPC/CERC. The matter was discussed in the 59 th OCCM and all the concerned entities were requested to submit the required data at the earliest. The details have not been received by SLDC till date. All the entities are requested to submit the details in the meeting. The representative of MPPTCL has informed that the desired information is being submitted. The matter was discussed in the meeting and the committee has noted Frequent simultaneous tripping of all 220 KV feeders on overvoltage radiating from Omkareshwar Hydel Power Station: - Member Secretary OCC informed the Committee that on dtd at 5:42 hrs 220 KV OSP Khandwa line tripped on Zone I indication, thereafter all 220 KV feeders radiating from OSP were tripped on over voltage indication. Similarly, on dated at 04:09 hrs Nimarni Barwaha, 220 KV OSP Chhagaon, 220KV OSP- Khandwa and 220 KV OSP-Barwaha line tripped on over voltage alongwith 220 KV OSP- Julwaniya line. Such incidents were also occurred at 09:59 hrs on dtd and 05:45hrs on dtd The simultaneous tripping of all four 220 KV feeders do affect the stability of system and threatens the grid security. MD, MPPTCL has also shown concerned over these frequent trippings. The WRLDC is also perusing the matter regarding such repeated mal-operation of relay on over voltage, whereas at time of tripping system voltage was within normal range. Considering importance of Omkarshwar Hydel Power station such unwanted trippings is not desirable for smooth operation integrated grid, moreover such incidence may lead to a major grid disturbance. The over voltage relay setting at Omkareshwar Hydel Power Station has been examined by the CE (T&C) MPPTCL, Jabalpur and it is observed that the time delay on all feeders is almost the same, which may be one of the reason of simultaneous tripping of all the feeders under over voltage condition. Therefore, in order to avoid simultaneous tripping of all feeders, it is necessary to provide time grading in the settings of different feeders according to the line length, so that over voltage condition may be normalized prior to tripping Minutes Of 60th OCCM Of MP 15

18 of all feeders. In view of above, SLDC has requested Omkareshwar HPS that proposed settings may be considered for implementation at Omkareshwar Power House. It is also requested all tripping due to over voltage may be thoroughly investigated and if any other reasons (mal operation of relay etc.) behind this tripping, may also be examined and suitable remedial action be taken accordingly and appraised to SLDC positively. The updated status on the matter be apprised to the Committee. Member Secretary OCC stated that OSP shall adopt the proposed over voltage settings along with time grading as per the system requirement. Thereafter representative from OSP agreed and informed the committee that the settings will be revised after confirmation from testing & maintenance department. The committee has noted Generation target / LGBR preparation for the year :- Member Secretary OCC informed the Committee that A. Electricity Generation Target for the year The Chief Engineer OPM, CEA, New Delhi intimated vide letter dtd that generation target for the year to be fixed up by MoP in consultation with CEA. The exercise is already started by CEA. All utilities of MP have already been requested to provide electricity generation target to CEA under intimation to SLDC. Therefore, all utilities are again requested that aforesaid information may be provided to CEA positively under intimation to MP SLDC. B. LGBR preparation for the year As per the regulation of Central Electricity Regulatory Commission (Indian Electricity Grid Code) ) First Amendment) Regulations 2011, WRPC shall prepared Loan Generation Balance Report for the year in respect of Western Region. In this context all respective utilities were requested to provide desired information upto 10 th Oct so that same may be communicated to WRPC for necessary action. The desired data still awaited from all respective utilities. It is therefore again requested that following data may be provided to SLDC on priority basis: - 1.
