1 2 Situational Analysis 2.1 Existing Landscape The administrative landscape (KZN Planning Commission 2011: 35) surrounding and within Umgeni Water s area of operation is shown in Figure 2.1 and Figure 2.2. Proposed changes to the administrative landscape are: The Department of Water Affairs (DWA) is proposing that the three water management areas (WMAs) in KwaZulu-Natal (KZN) be amalgamated into one WMA for KZN (Figure 2.3). The Municipal Demarcation Board (MDB) is currently reviewing proposals to amend the different municipal boundaries. The Section 26 Notice in terms of the Municipal Demarcation Act, 1998 listing these proposed changes (there are approximately 29 proposed boundary changes in Umgeni Water s area of operation) is available on the MDB website at Notable proposed municipal boundary changes include the ward in which Mhlabatshane Dam is located being transferred to ubuhlebezwe Municipality in Sisonke District Municipality, the King Shaka International Airport being transferred from ethekwini Municipality to KwaDukuza Municipality in Ilembe District Municipality, the town of Tongaat and Hazelemere Dam being transferred from ethekwini Municipality to Ndwedwe Municipality in Ilembe District Municipality, Nagle Dam being transferred from Mkhambathini Municipality to umshwathi Municipality (both municipalities are in Umgungundlovu District Municipality) and Umgungundlovu District Municipality being re-categorised as a metropolitan municipality. The approved changes to the river toponyms (2010, 2011, 2012) are also shown in Figure 2.1 and Figure

4 Figure 2.3 Proposed KwaZulu-Natal Water Management Area (after DWA 2012). The human footprint within Umgeni Water s area of operation is summarised in Figure 2.4 (after KZN PGDS 2011). The KZN PGDS explains that the human footprint depicts human impact on the environment and is related to population density, infrastructure investment and economic activities (2011: 33). The highest levels of human impact are shown to be along the key routes of accessibility viz. the T-junction formed by the N3 and N2 highways. The land cover components of the human footprint are shown in Figure 2.5 at a finer resolution. The increasing trend in the transformation of the natural environment, with urban areas increasing, is shown in Table

5 Figure 2.4 Human footprint (International Earth Science Information Network, Columbia University 2011). 9

In addition to the T-junction (Figure 2.4), Figure 2.6 and Figure 2.7 also show that there is a concentration of people in the shadow corridor which runs parallel to the N2 highway. These concentrations of people show the areas in which there is a high potable water demand. It is shown in Figure 2.8 that whilst Sisonke District Municipality has the largest surface area within Umgeni Water s area of operation, it only contributes 7.38% ( people) to the number of people whilst ethekwini Municipality has the highest number of people ( people) but the second smallest surface area. The change in the number of people per WSA for the period is shown in Figure 2.9. The change in the population growth rates (percentage per annum) for the periods and is shown in Figure This figure shows that whilst ethekwini WSA and Msunduzi WSA are still experiencing positive growth rates, certain municipalities in Sisonke WSA and Ugu WSA have decreased to negative growth rates. The growth in Umgungundlovu WSA and Ilembe WSA, whilst still positive for certain municipalities, has slowed down. 11
